You have:

• Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other field relevant to international development assistance.
• Minimum Five (5) years of postgraduate relevant professional experience in the humanitarian and/or development sectors.
• At least One (1) year working experience with livelihood and resilience programme design and implementation.
• Fluency (level C) in English language.
• Intermediate knowledge (level B) of Arabic is desirable.
• Experience in designing and implementing livelihoods and resilience programs.
• Expertise in data collection, analysis, and utilization.
• Experience in knowledge management and evidence building.
• Excellent communication and coordination skills.

Job Purpose: WFP is seeking to enhance its capacities to support the management and implementation of innovative projects with a specific focus on facilitating access to credit and implantation of revolving funds mechanism within the exiting WFP programme and support the knowledge management and evidence generation efforts within the livelihood and resilience unit through the recruitment of a Programme Policy Officer. This post will be based in the livelihood and resilience unit under the supervision of the head of unit.

Key Responsibilities (not all-inclusive, nor exhaustive):

Manage and oversee innovative projects. • Manage and oversee the implementation of innovative projects with a specific focus on facilitating access to credit for food system actors, revolving fund, and data project on integrated data system. • Map key stakeholders from private and academic to identify strategic partnerships opportunities for the effective design and implementation of these innovative projects and activities. • Explore and establish partnerships with entities such as micro-finance institutions like Al-Majmoua and similar institution, academic institutions such as CIHEAM and other potential academic institutions, and other private sector entities to effectively implement these projects.

Strengthen evidence generation. • Implement a comprehensive approach to data collection, analysis, and utilization in collaboration with Research Assessment and Monitoring (RAM) unit for the livelihood and resilience programmes. • Facilitate improved reporting on program and project performance and outcomes. This involves developing streamlined processes for reporting that provide accurate and timely information of WFP livelihood and resilience programme to stakeholders. • Develop and implement a robust monitoring framework in cooperation with M&E unit to track key performance indicators effectively, ensuring a comprehensive and systematic approach to assessing program success. • Collaborate with Communication Advocacy and Marketing (CAM) and Operational Information Management (OIM) unit on external communication products to strengthen WFP’s positioning with key stakeholders, including UN agencies and NGOs, government partners and donors, as key player in food systems support in Lebanon.

Knowledge Management. • Streamline and elevate knowledge management efforts within the Livelihoods and Resilience unit and across the Country Office and beyond with Regional Bureau Cairo (RBC) and HQ. This includes coordinating information flow, fostering collaboration, and optimizing the use of knowledge resources for informed decision-making for livelihood and resilience programming. • Contribute to the development and coordination of case studies, operational information, and other knowledge management products and material showcasing WFP experience and learning in the livelihood and resilience building.

• Perform other duties as required.

• Two of the innovative projects up and operational. • Mapping of possible strategic partnerships • Robust monitoring and evaluation framework developed. • Comprehensive evidence generation framework in place. • Improved reporting mechanisms implemented. • Enhanced visibility of WFP as a key player in food systems domain • Knowledge management strategy implemented.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: Minimum Five (5) years of postgraduate relevant professional experience in the humanitarian and/or development sectors, or relevant sectors with at least One (1) year working experience with livelihood and resilience programme design and implementation.

Language: Fluency (level C) in English language. Intermediate knowledge (level B) of Arabic is desirable.
