Job Purpose:

Under the direct supervision of the Head of Management Services and close cooperation with the livelihood and resilience unit the Civil Engineer will leverage their in-depth technical knowledge and experience to identify, analyze, and resolve engineering issues, manage and direct projects and work streams, and provide strategic technical expertise, advice, and solutions. They will be responsible for overseeing engineering services and construction activities, including collaborating with partners, contractors, and vendors. Key tasks include engineering design and review, project management, overseeing construction procurement processes, managing construction contracts, and providing technical support to WFP's programs.

Key Responsibilities (not all-inclusive, nor exhaustive):

  • Prepare engineering designs, specifications, and drawings for WFP supported projects and for management services.
  • Evaluate the feasibility of projects in the field, considering factors such as cost, safety, and environmental impact.
  • Collaborate and oversees the construction activities with cooperating partners, contractors and subcontractors involved in infrastructure project implementation. This includes coordinating work schedules, reviewing project plans and specifications, and ensuring compliance with contractual agreements and quality standards.
  • Regular meetings and site visits to monitor progress, resolve issues, and maintain a productive working relationship with contractors and cooperating partners.
  • Coordinate with regulatory agencies to ensure that construction activities comply with relevant laws, regulations, and permitting requirements. This involves obtaining necessary permits and approvals, submitting project documentation, and addressing any regulatory concerns or inquiries that may arise.
  • Provide technical advice and support to cooperating partners, contractors and sub-contracts teams.
  • Oversee the regular maintenance records of WFP facilities in Country Office and Field Offices, and the well-functioning of solar panels.
  • Undertake regular visits to field offices to support in space optimization plans, office refurbishment and upgrades projects.
  • Prepare progress reports and documentation.
  • Other as required.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Advanced university degree (i.e. Master's degree or higher) in Civil Engineering or First University Degree (i.e. Bachelor’s degree) with additional years of related work experience and/or trainings/courses.

Experience: At least one (1) or more years of postgraduate professional experience (after completion of Advanced University degree) or, three (3) years or more after completion of First University degree in design and construction management of buildings, road, irrigation, livelihood and community-based infrastructure projects direct engagements is required.

Language: Fluency in both oral and written communication in English and Arabic languages.

Required Skills, Knowledge and Qualifications:

  • Hands on experience using AutoCAD 2D and other relevant engineering software
  • Knowledge of national and international construction standards
  • Experience in supervision of civil engineering construction activities.

Desired Skill, Knowledge and Qualifications:

  • Work experience in post-conflict/ fragile environments and hardship.
  • Good knowledge of public procurement procedures.
  • Experience of working within the Humanitarian Community.
  • Holds or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognized equivalent by an appropriate national or international regulatory authority.
