Background

In this context, Afghan women and girls face unique vulnerabilities and require urgent support as gender inequality is interwoven with conflict dynamics and humanitarian needs. It is essential that Afghan women and girls can continue to shape the development of their country, and that their gains are protected. UN Women remains fully committed to supporting Afghan women and girls and to putting them at the center of the global response to the crisis in Afghanistan. UN Women has been in Afghanistan for two decades. UN Women’s programming approach is informed by analysis of the political, economic and humanitarian situation, risks to and capacities of partner organizations, and needs of Afghan women and girls. UN Women Afghanistan currently has four key programme priorities: (1) Gender in Humanitarian Action, (2) Ending Violence Against Women, (3) Women’s Economic Empowerment, and (4) Women, Peace and Security (WPS).

Reporting to the Programme Manager/ Women’s Economic Empowerment, the WEE Programme Analyst will be responsible for provide technical support to the ACO’s work on livelihoods and business development and streamlining operational and administrative processes in the WEE team.

Duties and Responsibilities

Contribute technically to the development of programme/projects in the area of Women’s Economic Empowerment ensuring compliance with operational procedures, rules and regulations.

  • Provide substantive inputs to the planning and budgeting of programme/ project and drafting proposals and initiatives in compliance of UN’s operations rules.
  • Support Monitoring of the projects/programme delivery in terms of financial delivery and compliance with operational rules and regulations and advise the team accordingly.
  • Visit the program/project sites for onsite technical support as needed to the implementing partners.
  • Provide back-stopping support to Women’s Economic Empowerment Team members when needed.Identify areas of intervention and support in drafting concept notes, ToRs accordingly or as required.

Provide technical support to the implementation and management of the Women’s Economic Empowerment programme by ensuring effective and accurate financial management

  • Lead the coordination of the call/ request for proposals, including the organization of technical review committees, and capacity assessment of partners.
  • Ensure proper financial planning and expenditure tracking in accordance with organizations rules and regulations
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports.
  • Train partners on financial reporting, planning and budgeting.
  • Provide support to the WEE Program Manager in developing and reporting on the Annual Work Plan in line with UN Women Strategic direction.
  • Work closely with Finance and monitoring and Reporting units to ensure that activities are well captured in the Systems.
  • Establish a professional and collaborative relationship with the field offices and implementing partners, and other stakeholders including private sector companies, universities, and institutions of higher learning in different provinces for women owned businesses capacity building and access to market.
  • Maintain accurate and up-to-date records as required by WEE Programme Manager.
  • Actively assist local and international implementing partners in implementation of their projects.
  • Provide technical support to the WEE Programme Manager when relevant including development of needs assessment and project management tools.

Provide technical inputs to the monitoring and reporting of the programme/ project.

  • Monitor progress of implementation of activities and finances using results-based management tools.
  • Draft reports on monitoring missions, programme results, outputs and outcomes.
  • Provide substantive inputs to the preparation of donor and UN Women reports.
  • Constant monitoring and analysis of the operating environment and support timely readjustment of the operations, advise on legal considerations and risk assessment.

Provide substantive technical inputs to the management of people and finances of the Women’s Economic Empowerment programme

  • Keep track of budget expenditure and advise program team accordingly in close coordination with the finance team
  • Support preparation for audits and advise program manager accordingly.
  • Guide team in procurement and logistical services.

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary.

  • Provide substantive inputs to financial reports.
  • Support the Programme Manager in supervising Programme Associates and Assistants.
  • Keep abreast of new developments in operations system, processes and advise accordingly in close coordination with Program Management Support Unit.

Provide substantive inputs to building partnerships and resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases.
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles as required.
  • Participate in donor meetings and public information events, as delegated.

Provide substantive inputs to advocacy, knowledge building and communication efforts.

  • Support in Developing background documents, briefs and presentations related to Women’s Economic Empowerment, as necessary.
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products.
  • Coordinate the development of knowledge management methodologies, and products on Women’s Economic Empowerment.

  • Support creating and maintaining and sharing knowledge products, learning opportunities and support Program Manager in conducting learning events organized by the team and tracking of mandatory courses

Functional Competencies

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, Gender is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 2 years of progressively responsible work experience at the national or international level in different aspects of development assistance and programme design, including coordination, monitoring and evaluation, donor reporting and results-based management - relevant to women’s economic empowerment interventions in post-conflict and crisis affected communities.
  • Demonstrated ability to build relationships with diverse stakeholders is an asset
  • Experience in setting priorities, budgets, work plans, participating in programme development and programme writing is an asset.
  • Experience in working with women’s economic empowerment is an asset. •Project management in post-crisis contexts is an asset
  • Experience in Micro, Small and Medium Enterprise (MSME) finance, and market studies and feasibility studies is an asset.
  • Experience working in the UN System is an asset.

Language Requirements:

  • Fluency in English is required.
  • Knowledge of Dari/Pashto will be an asset
