Result of Service 1) The Conventions’ websites search functions are improved, where applicable. 2) The 3 conventions’ websites and the Secretariat one are kept up-to-date, efficient, and operational in order to support Parties and others to implement the conventions. 3) Selected legacy information packages developed using Flash technology that is now not supported by web browsers are converted into a supported technology. 4) The information presented in the country profiles is updated.

Duties and Responsibilities The Secretariat of the Basel, Rotterdam and Stockholm Conventions (BRS Secretariat) brings together the three leading multilateral environmental agreements that share the common objective of protecting human health and the environment from hazardous chemicals and wastes.

The services required under these ToRs are part of the joint clearing-house mechanism for information exchange for the Basel, Rotterdam and Stockholm conventions. The conferences of the parties of the three conventions pursuant to decisions BC-15/26, RC-10/15 and SC-10/22 on clearing-house mechanism, requested the secretariats of the three conventions to implement the activities of the workplan for the biennium, including its sub-activity number 2 on maintenance of existing websites and related information systems and services.

The present ToRs outlines the tasks that the consultant will undertake in order to ensure that the Conventions’ websites graphic design is made more compatible with mobile devices and to explore ways to improve websites’ searchability.

The consultant will assist the Secretariat in updating the conventions’ websites graphic design and templates to better adjust to mobile devices and tablets. To do so the consultant will design a new template made of HTML, CSS, images and JavaScript bundled in websites’ templates called skins (for webpages) and containers (for webpages elements). The consultant will then perform thorough tests on a shadow copy of the websites to ensure that all webpages are displaying information properly before rolling out the new graphic design templates on the websites. Additionally, the consultant will explore ways to improve the Conventions’ websites search functions, where applicable. The consultant will also update information presented in the country profiles. Finally, the consultant will assist the Secretariat to convert selected legacy information packages developed using Flash technology that is now not supported by web browsers into a supported technology.

Due to the complexity and amount of work involved in these activities, the Secretariat needs specialized services such as computer systems design, analysis, computer programming as well as systems integration skills and capacity for data transformation and digitation.

Qualifications/special skills Academic Qualifications: An advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics or related field is required. Five or more years of experience in information systems design and development may be accepted in lieu of the university degree. At least five years of proven experience in websites development, computer programming, database design and data analysis from complex websites and databases are required. At least five years of proven experience in system's analysis and design, computer programming, including advanced programming skills in HTML, CSS, JavaScript, MS VB and C# for .NET platform are required. At least five years of proven experience in the development and configuration of applications using DotNetNuke Content Management System and MS SQL Server are required. Good understanding of latest web technologies such as restful web services, JQuery and Kendo UI is required. Knowledge of PoolParty is desirable.

Languages Language: Fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
