Background information- ECR

Based in Geneva, the Europe and Central Asia Regional Office (ECR) supports UNOPS offices throughout the region through: management, financial and programmatic oversight of global and country-specific portfolios, clusters and operations centres, including hosting services; fund and management advisory services; project implementation; procuring goods and services; and managing human resources.

ECR ensures that projects are executed to the highest standards, providing a shared knowledge base and ensuring that best practices and lessons learned are disseminated between business units and projects across the entire region.

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The overall objective of the UNEP Economy Division is to encourage decision makers in Government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive.

It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

The Knowledge and Risk Unit (KRU) of the Chemicals and Health Branch promotes scientific approaches and knowledge for the sound management of chemicals including through implementation of UNEA resolutions. The Unit executes projects and covers topics related to mercury, lead in paint, persistent organic pollutants (POPs), highly hazardous pesticides, chemicals in products, among others. The Unit also addresses Emerging Policy Issues (EPIs) and issues of concern highlighted by governments, such as Highly Hazardous Pesticides (HHPs), Environmental Persistent Pharmaceuticals Pollutants (EPPPs), Chemical in Products (CiP) and Antimicrobial Resistance (AMR), and assists in implementing mandates received through the United Nations Environment Assembly (UNEA) on the GCO-II, green and sustainable chemistry (GSC) and sustainable consumption and production (SCP).

In particular, the Global Mercury Partnership will be migrating to a new website, and efforts are needed to support the transitioning to the new platform and ensure it is serving as an effective communications tool. Information on mercury and activities under the Global Mercury Partnership (including events, new partners, publications, resources, activities etc.) need to be disseminated widely via the website as well as through regular web-based communication campaigns.

Functional Responsibilities

The Chemicals and Health Branch requires the services of a consultant to provide assistance in the form of enhancing web-based communications and information management efforts.

Under the supervision of the responsible Programme Officers, the duties of this assignment are to:

With respect to the Global Mercury Partnership:

  • Support the migration of the Global Mercury Partnership website
  • Maintain the Global Mercury Partnership and mercury programme websites, including creation and updates of webpages for events, new partners, activities, publications etc.
  • Develop regular web-based communications, including through the Global Mercury Partnership Newsletter and e-mailing campaigns

With respect to Lead in Paint:

  • Maintain and update webpages of the Lead Paint Alliance
  • Create of Lead Paint Alliance communication materials

With respect to CiP/EPIs:

  • Maintain and update webpages for CiP, GEF-SAICM Project and create new webpages for the GEF Asia Textile Project

With respect to AMR/EPPPs:

  • Update webpages and create communication materials as needed for AMR and EPPPs

With respect to SCP/GSC:

  • Support establishment of an infohub on buildings materials in collaboration with colleagues in Paris
  • Update relevant webpages

With respect to UNEA-5 reports:

  • Update webpages related to UNEA-5 reports and support outreach activities

With respect to POPs monitoring:

  • Update webpages for the UNEP/GEF POPs Global Monitoring Plan projects, including integration of dashboards etc.
  • Update and maintain the dashboard for the UNEP/GEF POPs Global Monitoring Plan projects
  • Develop regular web-based communication materials such as newsletters for the Global Monitoring
  • Plan projects

With respect to the PCB disposal project in Southern Africa:

  • Update webpages for the PCB disposal project in Southern Africa project, including integration of dashboards and MapX etc.
  • Update and maintain the dashboard for the PCB disposal project in Southern Africa.
  • Develop regular web-based communication materials such as newsletters for the PCB disposal project in Southern Africa.

With respect to Stockholm Convention National Implementation Plans (NIPs) project:

  • Maintain and update webpages for the NIPs project
  • Develop dashboard and communication materials for the NIPs project

With respect to Multilateral Environmental Agreements (MEAs) China Trust Fund project:

  • Update the existing webpages and develop communication materials for the MEAs China Trust Fund project

Education/Experience/Language requirements

Education

  • An advanced university degree (Master’s degree or equivalent) in computing/information technology or related field.
  • University studies (Bachelor's degree or equivalent) in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • At least one year of experience with web-administration, content management or graphic design using related software is required.

  • Excellent communication skills, ability to work independently and as part of a team.

Language

  • Fluency in written and spoken English and French is required.
  • Knowledge of other United Nations languages (Arabic, Mandarin Chinese, Russian, and Spanish) is an asset.
