Result of Service 2. Objectives.

The consultancy will develop a communication strategy, and its related materials, for the outreach of the WESR LAC Platform and the SOER, designed to increase these products´ impact and broaden their target audience. These responsibilities include:

- Planning and coordination of events for dissemination of Decision 5 products; - Overall design of activities and facilitation for/during each event; - Preparation of communications materials, such as press releases to be published in UNEP official sites, including the design and development of other media outlets (printed, digital, audio, visual, or a combination of these).

Outputs

1. Development of the Communication strategy for the WESR LAC platform and the SOER launching.

2. Conceptual and graphic design of the communication materials for the outreach of the WESR LAC platform and the SOER launching.

3. Presentation and launching of Decision 5 products: WESR LAC platform and SOER.

Deliverables:

1. Synthetic document for the Communication strategy

The communication strategy is a comprehensive plan that outlines the approach for disseminating and promoting the key findings and recommendations of the WESR LAC Platform and the report to various stakeholders, including governments, civil society, private sector, media, and the general public.

The synthetic document provides an overview of the communication strategy to ensure its impact and relevance among the target audiences. It should include a clear message, tailored to the different stakeholders, as well as an effective dissemination plan that leverages various channels, such as social media, press releases, events, and partnerships.

Moreover, the communication strategy should align with the ministers' report's recommendations and consider how to integrate them into the messaging and dissemination plan.

2. 15 (fifteen) communication pieces (such as infographics, videos, post, among others, and Spanish and English versions for all of them), including:

¿ Elaboration of the contents of the communication pieces. ¿ Coordination with the LAC Office Communications and Science-Policy teams for the elaboration and approval of the pieces

3. Organization and execution of 2 (two) events (in hybrid mode) for the presentation of WESR LAC and SOER, including:

¿ Elaboration of the event's Programme ¿ Design of the graphic line ¿ Design and mailing of invitations to the event ¿ Execution of the event

Duties and Responsibilities 1. Purpose.

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and acts as an authoritative advocate for the global environment.

The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, Panama works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and Programme of Work (PoW) approved by the United Nations Environment Assembly (UNEA).

At the XXII meeting of the Forum of Ministers of Environment of Latin America and the Caribbean (LAC), countries of the region agreed on a set of concrete decisions including to promote a regional Integrated Environmental Information System to strengthen the science-policy interface in the region and, notably, to support monitoring the implementation of the environmental dimension of the 2030 Agenda.

In this framework, the Forum of Ministers of LAC, through Decision 5 of the XXII Meeting (2021), has recognized the need for: a) an integrated information system, (hereafter WESR-LAC) using the existing IT data infrastructure of UNEP’s World Environment Situation Room (WESR), data and information, and b) the design and elaboration of a Biennial State of the Environment Report for the Forum.

Following up on this decision, the purpose of this consultancy is to identify a skilled communication expert to be tasked with the development and delivery of strategy to socialize and disseminate the WESR LAC Platform and the SOER at internal (UN System) and external (relevant stakeholders) level. This includes the design of communication pieces and the development and implementation of a strategy aimed at increasing the impact of the products derived from Decision 5 of the XXII Meeting of the Forum, emphasizing in the elaboration process (governance and institutional arrangements), main findings, gaps and future challenges.

The incumbent will work from home in close coordination with the Science Unit at the UNEP LACO, and under the supervision of the UNEP Programme Officer for the Subprogramme “Science - Policy”, Latin America and the Caribbean Office.

Qualifications/special skills ACADEMIC Bachelor’s degree in communication, journalism, social sciences, or related fields is required.

PROFESSIONAL A minimum of 3 (three) years of experience in strategic communication plans and coordination/facilitation of in person and virtual events is required. Experience in the environment and sustainable development field in Latin American and the Caribbean Region is preferable.

Languages Fluent in Spanish is required. Confident level of English is desirable.
