Result of Service The Web Developer is expected to fulfil the following goals:

- Completed project plan upon inception of projects; - Technical documentation and user manual for assigned projects, including dataflow and entity relationship diagrams; - Progress reports with time sheets indicating the fulfilment/progress of requested projects/activities; - Final Source code and all assets related to the products being developed; - Assists in the maintenance and enhancement of existing user systems, the development of new software applications, and data visualization and data analytics initiatives; - Any other related tasks as needed per UN ICT or ESCWA’s strategy.

Duties and Responsibilities As part of the efforts from ICTS department in expanding and improving ESCWA technological capacities and its Digital Transformation to be a reference point for the Arab Region, the department is invested in several initiatives and projects involving data management, data pipelines, data visualizations, pre-processing, Machine Learning and optimization, web development, web hosting, User Interface, and graphic design. Therefore, there is a need for technical talent to implement these projects while increasing ESCWA technological awareness and capacity building, with the goal of opting for in-house solutions whenever possible.

In this context, the role of Web Developer is critical for the development, deployment and support of enterprise applications, local applications, web applications, mobile apps; reports, analytics and dashboards compliant with UN established standards, security and data protection schemes.

Under the overall guidance of the Chief, ICTS and of the unit lead, with direct supervision and guidance from the technical team leader, the web developer will perform the following tasks:

- Develops new software applications as per the UNICT strategy and ESCWA ´s needs following security and data protections schemes; - Maintains, upgrades or enhances existing user systems and integration of interrelated systems and program elements; - Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing; - Interprets user requirements and translate these into systems specifications; - Conducts research on new technologies as requested; keeps abreast of developments in the field; assists in testing and evaluating new products and technologies; - Supports in data visualization and data analytics (Business Intelligence) initiatives; - Prepares technical and user documentation for products, as well as training materials and conducts technical presentations; - Maintains functional specifications for websites, programs and procedures developed and/or modified; - Provides support for deployed websites including version management, data recovery and deployment; - Trains staff on completed products; - Performs other related tasks as required per UN ICT or ESCWA’s strategy.

Qualifications/special skills A Bachelor's degree in computer science, computer engineering, information systems or related area is required.

All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 3 years of professional work experience in the computer software industry as Asp.net core developer with proven proficiency in front-end languages and libraries such as HTML, CSS, and JavaScript, as well as back-end languages (C#), SQL server, and open-source data visualization libraries like Apache ECharts is required. Proficiency in C# and .Net core is required. Knowledge in database design, and development using MS SQL Relational Database is required. Knowledge of Web API development, Mobile applications development, Angular React and NodeJS frameworks, CI/CD pipeline, and version control tools, such as GIT is desirable. Familiarity with databases (PostgreSQL, MySQL, MongoDB), Docker development, user experience (UX) and user interface (UI) concepts and principles, and industry trends/ latest web development standards/ and technologies is desirable. Analytical skills and attention to detail is desirable.

Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.

For this position, fluency in English is required; fluency in Arabic is desirable.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
