Background Information - Job-specific

Within the Development Coordination Office (DCO), the Communication and Results Reporting Team is consolidating the workflow for data-driven presentation of joint UN work in countries, with the idea of commonly branded websites and digital strategy.

DCO is seeking a talented and creative professional with Drupal, PostgreSQL, Node.js and React experience to support with website development and design, the maintenance and oversight of related hosting infrastructure, and the work with data sources and APIs to produce interactive data visualizations for the web.

The individual will be part of the DCO team consisting of project managers, developers and digital strategists focusing on the development and maintenance of various software projects including focusing on data and reporting of joint UN work. This position includes an expectation to provide support and backup to other projects as and when necessary, in particular in optimizing the workflow from data presentation on different apps to publishable and digestible content on the website.

The position is home-based, and ideally should be based on the same or similar time zone as New York (alternative time zones are also possible) as it requires close and continuous collaboration with the team in New York. Travel to New York may be required on an as-needs within the period of Consultancy.

Functional competencies

Purpose and Scope of Assignment The developer will primarily report to the DCO Integrated RCS Platforms Officer in New York and work remotely and collaboratively with product owners, the UN Resident Coordinator Offices, the core development team and functionally report to the Chief, Communications and Results Reporting Section.

Within a team of front-end and back-end developers you'll be working on connecting existing and new applications to the websites, including content, and structured data (i.e. visualizations, dashboards and analytical charts) The project follows the Git workflow model and JIRA sprint cycles, with an agile approach. Developers are required to write unit tests for code. You will also work closely with the technical architect and infrastructure team for code deployments and troubleshooting and other related issues.

As a web developer the consultant will be required to:

  • Develop an effective workflow to support UN SDG, and UN Country Teams websites publication, including project management, tools for content collection and presentation of data from various third-party applications
  • Collaborate with UI/UX designer, HTML/CSS and Brand Management developers’ DCO team to produce common components of the DCO portal
  • Set up and maintain the infrastructure and hosting for the roll out and/or migration of the websites (Microsoft’s Azure) from vendors into DCO managed infrastructure;
  • Developing the Drupal workflow for the content management and presentation of data, using public APIs with the data web apps
  • Analyse and consult on effective design, development and maintenance of components, content structures and metadata in full consideration of performance, readability, cross-device operation (portability), multilingualism and accessibility
  • In line with the global UN communications strategy, support communications focal points across DCO and the RCS in the migration of data from legacy websites to the new DCO-backed website environment at scale.
  • Monitors web traffic statistics using applications such as Google Analytics, Google Search Console and others to inform further strategy for development;
  • Support the implementation of the DCO search engine optimization (SEO) strategy, liaising with project managers, vendors and UN country team, as relevant; Developing techniques for visibility and ranking of the websites. Support uploading multi-language content to the new UNCT websites, namely, French, Arabic and English;
  • Bring design and UI expertise to simplify data management part of the web apps and propose ideas to UI challenges in a proposed web app format - to meet the fast and user-friendly data collection, entry and validation to match business process workflow;
  • Provide documented guidance, and technical documentation for the support and maintenance of the application.
  • Function as an active member of wider DCO development team, including regular knowledge interchange, joint events etc.
  • As part of this team, completion of other tasks as assigned across DCO projects beyond DCO platforms – at the limited participation.

Monitoring and Progress Controls

  • The development team follows an agile approach, tasks assigned will be assigned and assessed during daily stand up calls and sprint review/planning sessions.

Education

  • Advanced university degree (Master's degree or military diploma equivalent) preferably in information technology, information systems, information management, web development, database, engineering or related field .
  • A first-level university degree in combination with 2 years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

Required Experience

  • A minimum of five (5) years of relevant mixed designer and web developer experience (experience in UI design, website development using CMS and back-end)
  • A minimum of three (3) years working in Drupal,
  • Experience developing web applications using RESTful API backends and familiarity with back end frameworks for web applications
  • Advanced level of CSS
  • A minimum of two (2) years working in developing with object-oriented JavaScript and JavaScript-based libraries on dynamic interactive websites
  • A minimum of two (2) years working in developing with SQL-based open-source databases such as MySQL or PostgreSQL

Desired Experience

  • Experience in the application and implementation of UI design principles
  • Experience in code versioning, in particular Git workflow, JIRA and agile development
  • A minimum of 3 years working with Proficiency in standards compliant HTML, XML and XSD
  • Some knowledge or experience in managing dependencies, deployment and development workflow
  • Good familiarity with the infrastructure and tools accessible in cloud applications, DevOps, and working with the API based code for front-end and visualization and web app development
  • Demonstrated experience in web development projects in a consulting or professional services environment, working with cross-functional teams
  • Experience working both independently and in collaboration with remote, geographically diverse teams - very comfortable working via e-mail, chat, IRC, audio/video conference etc.
  • Experience of developing web applications in other programming languages. Extensive knowledge of Drupal-based websites, particularly regarding integration of database applications with Drupal front ends
  • Experience working in both front-end and back-end environments
  • Experience with Docker
  • Some experience working with the public or not-for-profit sector
  • Experience with other CMS solutions is a plus (WordPress, Net)

Language

  • Fluency in English is required.
  • Knowledge of any of the other UN official languages is desirable.
