Organizational Setting

FAO is a specialized Agency of the United Nations whose mission is to contribute to eradicating hunger and achieving food security for all. FAO provides high quality technical and policy expertise to its member countries, thus assisting them in their efforts to meet their goals for eradicating hunger, reducing poverty and fostering improvements in agricultural and rural livelihoods in a sustainable manner.

In the Central Dry Zone (CDZ) of Myanmar, approximately 25 percent of the population lives below the national poverty line, with around 50 percent being landless. The limited livelihood opportunities is one of the major constraints in poverty reduction and combating food insecurity, resulting in high rates of malnutrition and food insecurity. To address these challenges, FAO is implementing technical assistance under the Global Agriculture and Food Security Programme (GAFSP). The assistance focuses on promoting climate-smart Good Agricultural Practices (CS-GAPs) to improve produce quality, food safety, and income of smallholder farmers. The project is also implementing interventions to enhance household nutrition by diversifying diets for women and children, as well as supporting off-farm livelihood opportunities through skills development to increase employability and household income. The project's theory of change is centred on the idea that a market-driven approach is crucial for helping smallholder farmers sustainably increase their income and improve their livelihoods, food security, and nutrition. Under the project, FAOMM has developed an Online MEAL System that aims to support informed decision-making and monitoring project wise progress throughout the Country Office by tracking output and outcome indicators from sampled studies and output reporting tool based on Kobo. To facilitate this, the Online MEAL System has built-in interactive dashboard, state/region wise mapping, filterable data table and other functions. To this end, FAOMM is seeking a Web Developer who will work within this framework and assist the International and National MEAL Specialists with the M&E component.

Reporting Lines

The incumbent will work under the overall supervision and guidance of Assistant FAO Representative (Programme) in Myanmar and the direct supervision of the International MEAL Specialist. S/he will work in consultation with the MEAL team and others from the programme team.

Technical Focus

The position will be taking lead and facilitate technical support to upgrade and improve interactive, user-friendly web pages of Online MEAL System. The primary objective of this initiative is to upgrade and optimize a dynamic, web-based Monitoring, Evaluation, Learning, and Accountability (MEAL) system. The focus includes enhancing system usability, ensuring robust functionality, and delivering a seamless user experience. Key responsibilities are categorized as follows:

Tasks and responsibilities

Upgrade dynamic online web-based Monitoring, Evaluation, Learning and Accountability (MEAL) system Website & Mobile Compatibility: • Upgrade and improve interactive, user-friendly web pages, ensuring full compatibility across various devices and screen sizes. • Enhance the mobile experience, optimizing for performance and accessibility. Quick Access Log-in & MEAL System Integration: • Implement a seamless log-in system for quick access and smooth interaction with the dynamic online web-based MEAL system. • Ensure responsive functionality of the system across all platforms and devices. Data Visualization & Reporting Feature: • Redesign interactive web pages with advanced data visualization tools, including filtering, exporting, and downloading features. • Implement features for real-time data presentation and interactive statistical dashboards. Ongoing Technical Support: • Provide technical support and maintenance for the system before and after the final launch to ensure smooth and continuous operation. • Troubleshoot, resolve issues, and assist in system optimization. System Updates & User Feedback: • Implement updates, improvements, and feature enhancements based on user feedback and emerging needs. • Prioritize tasks based on stakeholder input to ensure the system remains relevant and functional. Source Code & Version Control: • Share and maintain the source code in a version control repository • Ensure version control practices are followed and proper code documentation is maintained. Technical Documentation: • Prepare detailed technical documentation that includes: o System structure and design explanations. o Integration guidelines for interfaces or APIs. o Data organization and management within the system. User Manuals: • Create user manuals for both administrators and end-users, outlining system functionalities and usage instructions. Knowledge Transfer & Training: • Deliver knowledge transfer sessions to FAOMM Country Team via workshops and training to ensure effective system usage. • Provide hands-on training and troubleshooting as necessary. Stakeholder Meetings: • Regularly meet with FAOMM Program and MEAL Team to discuss project requirements, track progress, and adjust development plans as necessary. • Maintain clear communication channels to align on project goals and deliverables. Mock-ups & Review: • Design and present mock-ups for website and/or mobile applications, gathering feedback and ensuring stakeholder approval before the final launch. Additional Duties: • Perform other related duties as required to support the successful development and deployment of the MEAL system.
