Org. Setting and Reporting This position is located in the Web Unit/Communications Section/External Outreach Service of the Office of the United Nations High Commissioner for Human Rights (OHCHR), Geneva. The incumbent reports to the Web Officer, Head of the Web Unit.

Responsibilities Within delegated authority, the Web Content Management Officer will be responsible for the following duties:

1. Works with a multilingual team on maintaining and developing the OHCHR website in the official UN languages English/French/Spanish/Arabic/Chinese/Russian by:

(a)Working with the Web team within the context of the Content Management System to plan, develop and publish dynamic content, including by developing interactive Web pages and site navigation strategies, and through incorporation of new OHCHR (sub?)sites and upgrades of the overall OHCHR website

(b) regularly managing and coordinating translation progress and needs, and setting priority areas for multilingual development in the Arabic/Chinese/French/Russian/Spanish sites, using user feedback, web traffic reports, and ad hoc surveys;

(c) developing strategic partnerships and negotiating agreements with academic or other institutions for high-quality translations of materials for the website;

(d) consolidating externally contributed and/or translated material, as necessary, and in consultation with content providers, developing a standard format and layout for all language versions, and strategies for easy navigation within the website, ensuring the end-result is fully accessible by disabled persons in accordance with the relevant Guidelines;

(e) coordinating content creation, updates, integration of contributed content, and organization of material, in text and multimedia formats, available on the relevant language website;

(f) participating in discussions with OHCHR-wide Divisions, Sections, Field Offices, reviewing user requests and user feedback, and industry trends;

(g)1-(g) Conducting preliminary reviews of contributed content with content providers to discuss location, presentation, maintenance and updating of the content within the website, designating contact persons and posting rights for the contributing office dependent on the amount of contributed material and the frequency of updates.

(h) monitoring procedures for checking websites for link integrity, updated information, accessibility and technical problems.

2. Coordinates the work of the multilingual Website team working in English/French/Spanish/Arabic/Chinese/Russian by:

(a) providing direction and guidance to the Web Content Management Assistant(s);

(b) participating in regular meetings to discuss: work in progress and plan for upcoming conferences, meetings and events; any difficulties encountered in presenting content on the site, and proposed solutions; software, hardware, staff, training and other resource needs;

(c) ongoing communication regarding work in progress;

(d) recommending updates and expansion of published guidelines to reflect language needs;

3. In consultation with the Web Officer, functions as the thematic Focal Point for issues assigned to the languages team including website accessibility-related issues.

4. Analyzes website usage logs and prepares statistical reports; responds to user comments and/or reports of errors and problem areas.

5. Develops and maintains support services to users and contributors by providing assistance to first time contributors in the conversion of contributed material to appropriate format (i.e. HTML, ASP) in the preliminary stage, as necessary.

6. Maintains constant awareness of the developments of the Internet industry by reading literature, and participation in meetings, conferences and workshops; prepares substantive papers, reports, articles, and online surveys; Makes presentations regarding the website to groups. Fills in for the Web Officer as needed.

Competencies PROFESSIONALISM - Advanced knowledge in the field of user-centric Web design methodologies and information architecture, content organization and taxonomy concepts including information management archival/hierarchy. Knowledge of design and implementation of websites, based on CMS software. Ability to assess/survey client groups' needs. Knowledge of Web content management systems, and the use of relevant information databases and/or Internet services, as appropriate. Proficiency in website creation software, HTML, CSS and JavaScript. Ability to establish and maintain productive partnerships with clients by gaining their trust and respect, identify clients’ needs and match them to appropriate solutions and keep clients informed of progress or setbacks in projects. Ability to meet timeline for delivery of products or services to clients. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. Displays creativity and accountability in executing his/her duties. Displays commitment to continuous learning to stay abreast of new technological developments in the Web field.

COMMUNICATION - Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed. Ability to translate technical/legal content into succinct language for public information Web materials. Excellent writing and editing skills in the relevant language.

TEAMWORK - Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings. Ability to maintain effective working relations.

Education Advanced university degree (Master’s degree or equivalent) in Communications, Computer Science or related area. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of progressively responsible professional experience in website development and management in the English language, in a multilingual environment, is required. At least two years of experience at the international level is required. Experience working with both front-end and back-end of Content Management Systems is required. Experience with Social Media is required. Experience in Human Rights work is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in another UN official language (French, Spanish, Arabic, Chinese or Russian) is also required. Knowledge of a third UN official language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
