Background

The UN Women Regional Office for Arab States (ROAS) exercises UN Women functions at a regional level and in support of UN Women’s engagement in 17 countries across the region. Drawing from UN Women’s triple mandate, ROAS promotes the realization of gender equality and the empowerment of women through active engagement in all five outcome areas of the UN Women Global Strategic Plan (2018-2021). ROAS engages with several regional and global inter-governmental processes in ensuring gender equality is an integral part of norms and standards and promotes women’s full participation and leadership in policy processes and gender-responsive governance systems, including gender statistics. ROAS aims to advance supportive regulatory frameworks for promoting decent work and enterprise development, including for women migrant workers; and promotes private sector engagement and Women’s Empowerment Principles. Focusing on the prevention and response as the main areas, ROAS works to eliminate violence against women. ROAS’s programming takes a gender-responsive approach to the prevention of violent extremism and supports integration of gender considerations into humanitarian action.

The present consultancy will directly contribute to ROAS’s capacity to disseminate effective communications in support of the Generation Equality Forum (GEF) and related communications via the regional website. It will ensure that communications materials concerning GEF and CSO networks in the Arab States region contributing to gender equality will be posted and disseminated in a timely fashion. The consultancy will also increase regional communications capacity through providing critical support to the communications team and enabling the team to focus on other strategic areas of work. The consultancy will also share expertise and knowledge on the most effective use of the UN Women website management software, to optimize the impact of the website in terms of audience reach and awareness-raising, by publishing content in a timely, attractive and informative manner.

This assignment is home-based and part-time for a total of 30 working days.

Duties and Responsibilities

Working under the supervision of the Regional Communications Specialist, the consultant will be responsible for updating the ROAS webpages with news and information along with developing web-based digital content.

The consultant will work closely with the Regional Communications Team to perform the following tasks:

  • Maintain and update webpages and web-based digital content for the UN Women ROAS website.
  • Plan and design high-quality, innovative and attention-grabbing web-based digital content for online dissemination to promote ROAS key messages.
  • Modify, revise and edit webpage assets, layouts, diagrams and network documentation as required by and in consultation with the regional communications team.
  • Generate information on website analytics for monthly monitoring and reporting.
  • Recommend website visibility best practices for ROAS activities, programmes and campaigns and events, following closely UN Women branding guidelines and partner communications and visibility tools and guidelines.
  • Support the capacity of communications colleagues at regional and country levels in the use of UN Women website and other digital channels.
  • Perform other duties as requested.

Required Skills and Experience

Education:

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

1. Education

  • Bachelor’s degree in web design, programming, communication, or other related disciplines.

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
