UNOPS Pakistan (Project Office) is part of the South Asia Multi Country Office in the Asia Region. UNOPS commenced operations in Pakistan in 1999 and significantly upscaled activities from 2005 onwards to support populations affected by and vulnerable to earthquakes. In 2010, UNOPS opened a permanent office in Islamabad to support the Government of Pakistan and other partners to undertake humanitarian and reconstruction services, following the most devastating floods in the nation’s history.

UNOPS Pakistan has been implementing projects in the areas of early recovery and reconstruction of community infrastructure, project management, monitoring and evaluation, community development, fund management, human resources management, procurement, and infrastructure design and implementation. Supported strategically by a regional operational hub and UNOPS headquarters in Copenhagen and within the overarching framework of the ONE UN Programme, UNOPS Pakistan continues to deliver projects across the country under its core delivery practices of sustainable infrastructure, sustainable procurement, and sustainable project management.

With a steady growth of the project portfolio in recent years and a new strategic direction, UNOPS Pakistan is looking to strengthen the relationships with existing partners as well as build new alliances and diversify the portfolio of work, in line with UNOPS strategic and Asia regional objectives.

Background Information - Job-specific

The WASH KP and Sindh project Funded by USAID, the project “Improved Access to Water and Sanitation Services in Khyber Pakhtunkhwa and Sindh” was initiated in September 2021. The project aims at improving access to clean and safe water, hygiene and sanitation and increasing the resilience of communities affected by floods in Khyber Pakhtunkhwa and Sindh provinces. It is expected to last 5 years, until December 2026.

The project is articulated around three main components:

  • Improve quality and reach of water supply services and increase access to community and household sanitation (Infrastructure);
  • Provide more effective, gender-responsive and transparent WASH services through enhanced capacity of government and communities (Capacity Building);
  • Reduce waterborne diseases and improve resilience of communities through improved community and household hygiene practices (Behavioral Change).

The project is currently endowed with USD 7.5 millions. It is expected that other donors will join and increase the budget and scope of UNOPS’ overall WASH programme of activities in Pakistan.

Functional Responsibilities

Functions / Key Results Expected Under the supervision of the Project Manager or her/his Deputy, the WASH Senior Officer will perform the following tasks:

  • Provide substantive inputs to the NESPAK COO (Call Of Order),
  • Link with Peer Reviewer and IPMG for designs approval
  • Participation in WASH procurement processes;
  • Integration with Community Mobilization component
  • Plan activities for the UNOPS Engineers team, supervise and monitor performance
  • Support with the Capacity Building trainings and activities
  • Monitoring, quality assurance and reporting on WASH interventions;

Lead the implementation of the NESPAK COO - Promote COO requirements and deliverables are respected and submitted - Contibute to the optimization of the resources and maximization of the outcomes. - Participate in all the NESPAK process: assessment, design, etc, making sure those are conducted properly and giving all required feedback to ensure proposed designs are adapted to the context and as sustainable as possible - Supervise the NESPAK visits to the field and record their activities - Give feedback to Support NESPAK in contribution with the developing conceptual design and design briefs related to water and sanitation works centered on the end-user’s needs and which meet stakeholders requirements, UNOPS quality standards, project’s objectives and budget constraints. - Take into account the specific needs of users based on gender, age, disabilities, socio-cultural norms, etc. Maintain a strong focus on economies of resources and sustainability. - Consider all stages of an infrastructure life cycle (design and planning, raw material acquisition, materials processing, construction, operation, maintenance, renovation, decommissioning, recycling) and optimize the value for money of the infrastructure proposed.

Link with Peer Reviewer and IPMG for designs approval - Link Peer reviewer with NESPAK to ensure all designs are in line with IPMG requirements - Support NESPAK and Peer Reviewer to prepare all the necessary to present the designs to IPMG for approval - Coordinate with the three parties solving IPMG and Peer Reviewer questions until designs are approved by IPMG and ready for procurement process.

Participation in WASH procurement processes; - Support NESPAK in ensuring all the required documents are ready for the bidding process - Support procurement department in tender documentation, evaluation process and contractor monitoring, required to ensure the procurement processes are done in a speedy way ensuring the best contractor possible is selected and performance feedback given. - Support procurement department in the required meetings with the contractors,

Integration with Community Mobilization component - Ensure all approaches are in line with the Community Mobilization (CM) component activities and community outcomes - Ensure strong coordination and collaboration with the CM department, where assessment are conducted jointly and finding are apply equally as required to each engineering aspect of the WASH systems

Plan activities for the UNOPS Engineers team, supervise and monitor performance - Lead and motivate supervisees (Engineers, Procurement Associate, Project Management Support Associate) and act as a role-model. - Ensure detailed and updated general plans and weekly plans are defined for the Engineering team and are implemented on a timely basis. - Ensure that behavioral expectations of supervisees are established. - Support in setting or reviewing the performance objectives with supervisees and conduct performance reviews fairly, accurately and timely. - Guide, mentor and coach supervisees through frequent exchanges, identify and nurture talents. - Monitor safety and security of supervisees (in particular those based in the field) and comply with UNDSS standards at all times.

Support with the Capacity Building trainings and activities - Support in reviewing the detailed tailored capacity building plans based on the gaps identified in the needs assessment. - Support in analyzing partners policies and processes and propose modifications in view of improving the effectiveness and efficiency of the WASH services delivered.

Monitoring, quality assurance and reporting on WASH interventions - Contribute to set up and manage remote supervision systems, including but not limited to the setup of remote monitoring systems based on the “UNOPS Sites” application, the design of implementation dashboards (in collaboration with Data Analysts and ICT Specialists), and the review and acceptance/rejection of completed WASH interventions). - Conduct regular field visits of WASH interventions, assess the quality of the interventions and coordinate with other UNOPS and partners personnel (Lead Engineers, Site Engineers, Community Mobilizers, Trainers, Government Officials, Community Leaders, etc.) to address any potential issue. - Perform quality assurance and quality control for all WASH interventions. - Report timely and qualitatively on the progress of the WASH interventions, with a focus on impact, quality, risks and issues and lessons learned.

Impact of Results The WASH Senior Officer ensures that the project prioritizes the WASH interventions that are the most needed by the communities, that those interventions are conducted with the highest quality, in the most efficient way (maximizing their value for money), and with careful consideration for their inclusiveness (gender, age, disabilities, social status, etc.) and sustainability (long term maintenance, resilience, etc.), thereby making a decisive contribution to the quality of the project’s outputs. The WASH Senior Officer also assists with raising the profile of UNOPS in the WASH sector and securing further funding for increased programmes, projects and interventions.

Education/Experience/Language requirements

Education: - Master Degree in Water Engineering; Water, Waste & Environmental Engineering; Water, Sanitation & Waste Engineering; Hydrology & Water Management or related field is required. - A Bachelor’s Degree in Water Engineering; Water, Waste & Environmental Engineering; Water, Sanitation & Waste Engineering; Hydrology & Water Management or related field plus two additional years of relevant experience will be considered in lieu of a master's degree.

Experience: - A minimum of 2 years of relevant and progressive professional experience in the field of Water Engineering or Water Management. - Demonstrated experience in all three components of the project (WASH infrastructure, capacity building and behavioural change) is an asset. - Experience with NGOs or governmental agencies active in the WASH sector in Khyber Pakhtunkhwa or Sindh province is an asset.

Language Requirements: - Full professional knowledge of English is essential. - Fluency in Urdu and one or more Pakistan regional languages (in particular Pashto or Sindhi) is an advantage.

More Information about retainer Contract - A retainer Individual Contractor Agreement (ICA) is issued for a period of time during which the services of the individual contractor may be required intermittently. - A retainer ICA will specify a unit price (e.g. amount per day actually worked). For budgetary purposes, a monetary limit will be specified at the time the ICA is awarded and issued. - UNOPS shall have no obligation to obtain any minimum quantity of Services from the Individual Contractor during the duration of the retainer ICA. - Payment will be made only after completion of work (if any) or reaching agreed milestones. - As a UNOPS ICA retainer, you are required to complete at least two (2) online courses upon signature of your contract and prior to commencing any retainer assignment related to Ethics and Integrity, the Prevention of Sexual Exploitation and Abuse. These courses are available for free on UNOPS learning platform and shall be completed within the first three months following the contract signature, at no cost for UNOPS.
