Overview

Develop a national programme on water quality and standards in Saudi Arabia.

You have:

  • Master’s degree in water quality or related field is required.
  • A PhD is an asset.
  • A minimum of 10 years of professional experience in areas related to water quality is required.
  • Previous work experience in numerical modelling and data analysis is required.
  • Experience working in West Asia is desirable.

Result of Service Development of a national programme on surface and groundwater quality and standards with global benchmarks on water quality acts and KPIs.

Duties and Responsibilities Organization Setting:

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office of UNEP delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy announcement is meant to solicit applications for rostering purposes to serve as the pool of expertise that UNEP West Asia Office is creating within the framework of the long-term strategic partnership and the Saudi Environment Sustainability Programme with the Ministry of Environment, Water and Agriculture of Saudi Arabia.

Under the overall supervision of the project manager in coordination with the respective department in the National Centre for Environmental Compliance (NCEC) and the Ministry of Environment, Water and Agriculture in Saudi Arabia, the Consultant will carry-out, inter alia, the following duties and responsibilities.

1. Technical assessment and a comprehensive survey of ground and surface water in the KSA and identify pollutant discharge sources, list and classify the exciting data and comprehensive assessment of surface and ground water quality. 2. Design and implementing the monitoring network and linked to the Monitoring Center Unit (MCU) for monitoring groundwater and surface water. 3. Design a program or system for monitoring groundwater and surface water. 4. Drill observation wells, taking sample and analysis. 5. Install and link real-time water monitoring and control devices to the MCU. 6. Develop standards, regulatory rules and controls related to the preservation and protection of surface and ground water from pollution in accordance with the project results. 7. Develop the application of informational analyzes of water quality. 8. Prepare surface and groundwater polluting contingency plan. 9. Train NCEC staff and build their capacities to operate all follow-up water systems and update the database in line with the work methodology.

Outputs / Work Assignments (Deliverables): 1. Inception report. 2. Hydrogeological database. 3. Groundwater management indicators. 4. Hydrogeological information access applications. 5. Capacity building needs assessment report and capacity building programme. 6. Final project report.

Qualifications/special skills Master’s degree in water quality or related field is required. PhD is an asset. A minimum of 10 years of professional experience in areas related to water quality is required. Previous work experience in numerical modelling and data analysis is required. Experience working in West Asia is desirable.

Languages Fluency in written and spoken English and Arabic is required.
