Eligibility criteria

Candidate age: between 18 and 29 throughout the entire duration of their assignment. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Under the direct supervision of the WASH specialist (Water Governance) based in Nairobi, and operational support from Chief of WASH section, the National UN Volunteer will undertake the following tasks:

  • Provide continuous secretariat support to bi-monthly coordination arrangements between the county Government line department of water and the water utilities to ensure effective preparation and dissemination of communication materials. This includes invitations for bi-monthly meetings, follow ups of attendees, organizing presentations, record of minutes and sharing the minutes to the participants
  • Provide continuous secretariat support to quarterly water sector coordination forum to ensure effective preparation and dissemination of communication materials. This includes invitations for the quarterly meetings, follow ups of attendees, organizing presentations, record of minutes and sharing the minutes to the participants
  • Map and establish contact database of the key officials of County water department and water utility company, water sector partners working in the county including line departments, Civil Society Organizations, NGOs, private sector and research and learning institutions actively involved in water development and management including functions, locations of operation and current activities, and update the contacts regularly
  • Establish / improve assets register for the water utilities and county water departments, and update in collaboration with the county water department and utility focal persons
  • Map and establish a register of water supplies including sources, technologies, yields, population served and update functionality status on monthly basis in collaboration with the sub county water officers and water utilities.
  • Develop a 5w matrix spreadsheet to monitor the activities of water sector stakeholders updated on monthly basis
  • Provide secretariat services to training activities and project review meetings to take record of workshop proceedings, key action points and list of participants, and share with facilitators
  • Review Annual Development plans and Annual workplans to monitor the extent to which the priorities and targets defined in the County Integrated development Plans are covered progressively
  • Track budget allocations and expenditures for the water sectors by the County Government on quarterly basis and provide feedback to the director water to enhance budget absorption rate
  • Track unit cost expenditures by county government, water utilities and partners on CAPEX and OPEX for water supply infrastructure, equipment and services to support information source for financial investment planning
  • Support follow up of action points from coordination between the principal stakeholders of water Department and the utility as well with wider stakeholders and maintain log to show performance on closing action points
  • Provide analysis of the functionality status of the water supplies, number of people served with improved water and situation of down time and present to the different levels of coordination platforms to provide evidence for decision on spending for operation and maintenance of water supplies and service coverage
  • Follow up with WSP on completion and submission of water utility KPIs to the regulator, keep track of performance trends and share with the different level of coordination arrangements to influence greater action to improve performance on quality of service, economic efficiency and operational sustainability
  • Follow up with water sector partners to update and submit 4w matrix of their activities and provide analysis of the spatial distribution of partners and their interventions

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

Bachelor level University degree in Civil Engineering, Public Health Engineering, Water Supply or other relevant technical field with professional training in monitoring and evaluation or information management

Required experience:

12 Months

Experience remark:

  • 0-2 years relevant experience, with UN and/or NGO, including in monitoring and information management in the Water development or humanitarian sector. A minimum of one-year experience is an advantage
  • Bachelor level University degree in Civil Engineering, Public Health Engineering, Water Supply or other relevant technical field with professional training in monitoring and evaluation or information management
  • Knowledge of the water supply sector in Kenya, the water sector reforms and institutions under water act 2016
  • Basic understanding of logical framework approach and different types of indicators (baseline and output especially), basic understanding of project cycle management (especially monitoring and evaluation steps)
  • Basic understanding of the county government water policies, financing, planning processes, strategy development, sector coordination and sector reviews
  • Basic understanding of humanitarian approach, humanitarian reform, transformative agenda and roles of each humanitarian actor (Government, Clusters, organizations). The ability to support assessment and training processes is an advantage
  • Strong abilities to proactively share ideas through information management networks and promote synergies with other organizations and communicate key messages to different audiences.
  • Diplomatic skills and able to establish and maintain excellent working relations with partners in order to collect information. Understanding of the data and information virtuous cycle
  • Ability to perform several tasks in a timely manner with a focus on quality
  • Excellent knowledge of MS Excel or MS Access (e.g. pivot tables and functions); proven technical expertise for managing data capture and storage, for analyzing diverse datasets, and presenting information in understandable tables, charts, graphs, maps and reports;
  • Knowledge and experience of local conditions in the project in area in Nairobi is desired

Fluency in English (verbal and written) is mandatory. Good working knowledge of Kiswahili is an asset
