Result of Service The WATSAN Technician will discharge specific Water & Sanitation responsibilities including plumbing works and Water and Sanitation plant installation, repair, and troubleshooting, and will be accountable for all materials and work allocated.

Duties and Responsibilities This Term of Reference (TOR) outlines the duties and responsibilities of a WATSAN Technician for the construction of Smart Camps within the UNISFA area of operations. The WATSAN Technician will discharge specific Water & Sanitation responsibilities including plumbing works and Water and Sanitation plant installation, repair, and troubleshooting, and will be accountable for all materials and work allocated.

Duties shall include, but not be limited, to the following:

Project Planning and Design:

- Conduct site assessments to determine water and sanitation requirements and constraints. - Develop detailed engineering designs and specifications for water supply and sanitation systems, considering factors such as source selection, treatment processes, distribution networks, and sewage disposal. - Collaborate with other engineering disciplines to integrate water and sanitation components into overall project designs. - Prepare the Bill of Quantities (BOQ), estimates and project schedules, ensuring feasibility and adherence to timeline constraints. - Ensure compliance with local regulations, codes, and standards related to water supply and sanitation.

Construction and Implementation: - Oversee the construction and installation of water supply and sanitation infrastructure, ensuring compliance with design specifications, quality standards, and safety protocols. - Coordinate with contractors, warehouse, and construction teams to ensure timely completion of project milestones. - Conduct regular site inspections to monitor progress, identify and address any issues or deviations from the plan. - Collaborate with project stakeholders to resolve technical challenges and make necessary adjustments to the design or implementation strategy. - Implement effective project management practices to optimize resource allocation, control costs, and minimize risks.

Quality Assurance and Monitoring: - Conduct water quality monitoring activities to ensure compliance with applicable standards and regulations. - Assess the performance and functionality of sanitation systems, including wastewater treatment facilities, to maintain optimal operation. - Develop and implement quality control measures to ensure the durability and sustainability of water and sanitation infrastructure. - Regularly review project documentation, including drawings, technical specifications, and reports, to ensure accuracy and completeness.

Stakeholder Engagement: - Collaborate with Facilities & Environmental Management Unit (FEMU) and other stakeholders to understand their needs and incorporate their feedback into project designs. - Conduct community consultations and awareness campaigns to promote effective water and sanitation practices. -Provide technical guidance and capacity building to local staff and community members to enhance their understanding of water and sanitation systems. -Act as a liaison between the project team, construction teams, and Troop Contributing Countries (TCC) to address any concerns or issues that may arise during the project.

Qualifications/special skills Minimum of bachelor’s degree or higher in Civil Engineering, Environmental Engineering, or a related field. At least 8 years of professional work experience in water supply and sanitation engineering, on project sites is required. Strong knowledge of water treatment processes, sewage disposal methods, regulations, and relevant engineering principles is required. Excellent project management and organizational skills, with the ability to prioritize tasks, and meet deadlines is required. Flexibility to work in challenging environments and ability to adapt to changing project requirements is required. Professional certifications or licenses, such as Professional Engineer (PE), are desirable but not mandatory.

Languages Fluency in written and spoken English. Knowledge of second official language desirable.
