Duties and Responsibilities The United Nations Interim Security Force for Abyei (UNISFA) seeks to establish a context for enlightened and effective management of its resources, to help build advanced and sustainable environmental solutions in view of reducing its environmental footprint during peacekeeping operations.

Background: UNISFA operates in an area where no public waste disposal services are available. Consequently, the mission does all waste management processing in-house. The actual work is carried out by a third-party camp service contractor, but all contractor activities are carried out inside UNISFA premises. When fully implemented the mission will operate Waste Management Yards at every mission site.

Responsibilities The Consultant/Waste Management Specialist is expected to perform both practical, hands-on work at the Waste Management Facilities and administrative work. Within delegated authority, the Consultant/Waste Management Specialist will be responsible for the following duties:

1. Administration - Implement and coordinate Mission Waste Management Strategy / Plan in line with the DOS Waste Management Policy. - Provide technical expertise and training to stakeholders in the mission to enable implementation of the DOS Environmental Strategy’s waste pillar. - Record, compile, monitor and analyze waste management data at all team sites, enter this data into e-App and other management tools, represent the mission in the waste working group. - Support the Chief of Facilities and Environmental Management Unit in development of the Mission budget by researching and submitting budgetary requirements for the waste management system components. - Prepare consolidated reports and assessments on waste management issues, actions and implementation of the waste management plan.

2. Planning - Develop conceptual designs, feasibility studies and multi-year plans of waste management systems to be implemented in the Mission. - Review and update the mission Waste Management Plan and associated Standard Operating Procedures. - Prepare, in coordination with relevant stakeholders an environmental action plan, guidance materials and instructions aimed at achieving environmental objectives. - Advises on the most advanced, cost effective, and low maintenance smart/remote monitoring solutions for material consumption; - Provides a full package of recommendations and scope of requirements for the implementation of related waste management projects. - Ensure waste considerations are included in the statement of works, contracts and services to support waste minimization in relation to the supply chain and contractors.

3. Implementation - Establish required and assess existing waste management infrastructure in the Mission and propose innovative technical solutions to reduce waste-related risks, including alternative technologies for hazardous wastes as well as evaluating recycling options and developing a waste disposal schedule or auction process. - Support, in coordination with the mission Environmental Officer, the development of training activities aimed at building mission capacity to meet mission environmental objectives including civilian and military personnel as well as contractors. - Manage the day-to-day operations of the mission waste management yard and ensure all waste equipment are operating as required. The consultant is expected to spend at least 1-2 hours every day at the waste management yard and provide hands-on supervision and guidance to the third-party contractor personnel operating the Waste Management Yards. - Check the operating condition of waste management equipment (incinerator, baler, crusher, shredder, composter, etc) and keep the equipment maintained. The consultant is expected to perform small repairs (mechanical/electrical). - Undertake regular inspections of waste management practices in all mission locations, with a focus on risk assessment; provide recommendations and undertake them accordingly and share feedback. - Undertake regular inspections of contractor waste disposal processes and practices in coordination with the contract managers and ensure they are undertaken in accordance with the contract and mission polices. Contribute to the development and co-ordination of cross-mission environmental challenges. - Develops and maintains liaison with third- party, contractors, other UN agencies, local authorities and Non-Governmental Organizations (NGOs) in the mission area. - Keeps up to date on environmental developments.

4. Performs other duties, as assigned.

Qualifications/special skills Competencies Professionalism - Thorough knowledge of waste management with specific experience in sustainability and solid waste management; ability to develop comprehensive arguments for and against the suitability of pragmatic and robust solutions that provide benefits towards sustainability improvements in field Mission operations; ability to operate all mission waste management equipment on competent level, ability to implement maintenance program for waste processing machinery, ability to analyze and trouble-shoot minor malfunctions, ability to develop field expedient measures, Demonstrates professional competence and mastery of subject matter and strives to incorporate the gender perspective in programmatic and operational work. Is motivated by professional rather than personal concerns; Shows persistence when faced with difficult problems or challenges; remains calm in stressful situations; Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Education University degree in environmental engineering, waste management or similar discipline. Technical training in the mechanical or electromechanical field is required. Specialization in solid waste management is desirable.

Work Experience (Required) A minimum of five (05) years of responsible experience in environmental engineering or related fields is required. Experience in maintenance and repair of equipment (waste processing equipment, heavy machinery, generators, or similar). Experience in the management of a wide range of residential or commercial waste streams. Strong knowledge of operational and financial aspects of waste management technologies. Environmental or engineering experience in international peacekeeping, post conflict environment, field or military operations. Experience with methodologies for project planning, execution and evaluation of environmental compliance standards and proven ability in analytical work. .

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.

Other requirements: Driving License for cars and trucks is required. Forklift or Mechanical Handling Equipment licenses are desirable.
