Background

Since 2001, the UNDP programme in Cyprus has been delivering mainly EU funded interventions, to support Greek Cypriots and Turkish Cypriots on confidence building measures by encouraging dialogue and cooperation, and supporting the development of environmental, economic and social infrastructure on the island.

As such UNDP in Cyprus provides a diverse package of programmatic services to a range of partners which contribute to building a conducive environment for the peace process. In particular, the implementation of confidence building measures contributes to the building of trust between the two communities while demonstrating to the public at large that the communities can work together on critical issues that are of importance to all inhabitants of Cyprus across three focus areas:

  • Empowering communities to protect cultural heritage
  • Strengthening inter-communal mechanisms
  • Improving environmental, social and economic infrastructure

With funding from the European Union and implementation by UNDP, the “Support Facility to the bi communal Technical Committees" provides financial, conceptual, and operational support in the preparation and realization of small, ad-hoc activities as well as more substantive projects and interventions.

Through the support provided by this facility the Technical Committee on Economic and Commercial matters under the facilitation of the UN Office of the Special Adviser of the Secretary-General in Cyprus (OSASG), will undertake a "Preliminary Study for WEEE recycling".

Within this context, UNDP is seeking two Waste Management Experts (1 Greek Speaking and 1 Turkish Speaking) to work jointly in order to support the Technical Committee with the implementation of the project.

Duties and Responsibilities

Under the overall guidance of the Programme & Communications Analyst and in collaboration with the Co- Chairs of the Technical Committee on Economic and Commercial matters, the Experts will:

  • Examine which types of WEEE have a positive value and the historic evolution of this value (volatility as is based on the value of metals) – survey between Greek Cypriot WEEE operators
  • Examine which types of WEEE have a potential for reuse and the value associated with these reuses – interview a Greek Cypriot WEEE reuse operator
  • Selection of two locations for Turkish Cypriot depots (geographically place to serve a larger catchment area) – preferably in existing waste or similar facilities
  • Design of transportation methods and optimisation of routings
  • Evaluation of the Green Line Regulation for the facilitation of the transportation of the equipment
  • Obtain letters of intent from Greek Cypriot WEEE waste operators with commitments on the pricing of WEEE
  • Obtain letters of intent from Turkish Cypriot depot operators
  • Calculate development costs and cost of operation of depots and cost of transportation of WEEE from the depots to the waste operators
  • Propose a communication initiative for the Turkish Cypriot public to return their appliances to the depots
  • Calculate the feasibility of the complete package of actions as well as fixed capital investment and the sustainability of its finances, or the need for additional investments.

All actions must be implemented within a 5-month timeframe. To that end some of the actions need to be performed simultaneously.

Deliverables / Outputs

  • Deliverable/output 1: Research on the values of WEEE to be targeted. (Expected to be delivered within 4 weeks, by the mid of 2nd month)
  • Deliverable /output 2: Locating TC depot locations and getting commitments for their development and operations. (Expected to be delivered within 5 weeks, by the end of 1st week of 3rd month)
  • Deliverable /output 3: Submission of mid-term report on the values of WEEE to be targeted, TC depot locations, as well as commitments for their development and operations. (Mid of 3rd month)
  • Deliverable /output 4: Examining the transportation issues and costs, including the GLR. (Expected to be delivered within 4 weeks, by the end of 3rd week of 3rd month)
  • Deliverable /output 5: Agree pricing and obtain letter of intent from GC WEEE operators. (Expected to be delivered within 4 weeks, by the mid of 4th month)
  • Deliverable /output 6: Economic and financial analysis of preliminary study. (Expected to be delivered within 5 weeks, by the mid of 5th month)
  • Deliverable /output 7: Submission of final report. (By the 3rd week of 5th month)

Required Skills and Experience

Education:

  • Master’s Degree in Waste Management, Pollution Control, Environmental Conservation and Management or similar fields or
  • Bachelors degree in the same fields in combination with two additional years of qualifying experience in the areas listed above

Experience:

  • Minimum 5 years of experience in waste management or similar fields

The following will be considered as assets:

  • Work experience in Cyprus: Experience of working in a politically sensitive environment, exhibiting a high level of diplomatic discretion when dealing with authorities/stakeholders
  • Knowledge of Cyprus context: Experience working for or with an international organization, and/or familiarity with the sensitivies of both communities in Cyprus, and knowledge of political, economic, and social developments in Cyprus
  • Previous enrollment in donor funded bi-communal projects and Experience in preparing and presenting assessments, evaluations, analyses including with a view of informing waste management policy making

Language Requirements:

  • Fluency in English
  • Fluency in Greek

Other Requirements:

  • Access to relevant waste management authorities/stakeholders
  • Ability and willingness to travel island wide
  • Valid driving license

  • Financial Proposal: Applicants are requested to submit financial proposal in euro for the outputs 1,2,3,4,5,6 and 7 as per the ToR.

The financial proposal shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to office and office to place of residence), travel to and from the field (location of traps), cost of living and any other relevant expenses related to the performance of services. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractors and absent days including weekends and office holidays are not payable.

Logistics of the Assignment:

The Waste Management Expert shall arrange her/his own local travel. Please note that consultants will need to provide their own laptop and other relevant equipment for working purposes.

Evaluation / Selection Process

All applicants will be screened against qualifications) set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.

Technical Criteria (CV review and interview/desk review) – 70% of total evaluation– max. 70 points

CV review: 20 points:

  • Educational qualification as defined in the ToR (10 points)
  • Experience as defined in the ToR (10 points)

Only candidates who obtained at least 70% of points from the CV review (who will score at least 14 points) will be eligible to be invited for an interview/desk review.

Interview/Desk review: 50 points

  • Relevant work experience and/or research experience (15 points)
  • Previous enrollment in donor funded bi-communal projects and Experience in preparing and presenting assessments, evaluations, analyses including with a view of informing waste management policy making (13 points)
  • Work experience in Cyprus (12 points)
  • Knowledge of Cyprus context (6 points)
  • Language and other requirements (4 points)

Only those individual consultants who obtained at least 70% of points from Interview/desk review (35 out of 50) will be considered for financial proposal evaluation.

Financial Criteria - 30% of total evaluation – max. 30 points.

Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].

UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.

Payment Term:

Payments shall be made in 2 installments upon the submission of the certification of payment form and the completion and approval of the following sets of outputs by UNDP:
