Travel:

a) UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

b) Any official travel expected to be associated with performing the functions will be paied by UNDP subject to prior authorization by the supervisor. The airfairs and Daily Subsistence Allowance (DSA) will be determined by the UNDP’s travel policies and guidelines.

Office/Unit/Project Description

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Kingdom of Saudi Arabia.

The objective of the consultancy is to provide technical advisory support to the national executive centre on waste management. The consultancy will be conducted within the overall government approach to performance reporting as indicated in Visions 2030, the national transformation program and the national environment strategy of the Kingdom. The Consultant will report to the Programme Manager at UNEP West Asia Office.

Duties and Responsibilities

Under the direct supervision of the Programme Manager in UNEP West Asia Office and in coordination with the respective department in the Ministry of Environment in Saudi Arabia, the Consultant will carry-out, inter alia, the following duties & responsibilities:

  • Provide technical and strategic advice to the National Centre for Waste Management to evaluate proposed initiatives and projects for the sector with its various activities and types of waste to ensure consistency with the vision and mission of the Centre, their compatibility with global best practices, and achievement of sector goals
  • Review and improve the scope of work of the various projects in the Centre that are specialized in waste management and waste regulations and evaluating their implications for the sector's strategic plans
  • Support the centre in communicate and follow up with local and international authorities regarding the latest global practices, technologies and waste management experiences used in the region and globally and assessing their importance and their impact on the sector if adopted and benefiting from experience. This task may include attending international conferences and workshops on the sound and sustainable management of waste
  • Conduct periodic evaluation (centre-specific) of the sector in the Kingdom through tracking and analysing special indicators and data that allow the centre to identify and foresee obstacles that prevent the application of sustainable management in the sector and that preserve environmental and economic resources, and suggest appropriate and quick solutions and procedures to avoid potential repercussions.
  • Technical advisory reports on waste management strategies and technologies. Status report on waste management regulations and practices as well as policy and regulatory gaps.Compendium of international best available technologies and practices with regard to waste management with analysis and recommendations on how they can be adopted to the Saudi context.
  • Approach and roadmap to development of national integrated waste management strategy for the Kingdom

Required Skills and Experience

Min. Academic Education

Master’s (or higher) in Environmental Sciences or fields related to Waste management or equivalent

Min. years of relevant Work experience

Minimum 7 years of experience in waste management, environmental policy and management

Required skills and competencies

Previous practical experience in similar tasks and familiarity with waste management technologies and international treaties a distinct advantage

Desired additional skills and competencies

Knowledge of environment issues in Saudi Arabia is an asset

Required Language(s) (at working level)

Fluency in written and spoken English is required, proficiency in Arabic is preferred
