Result of Service 1. A combined cross sectional data set based on several data sources including population data, socio economic data, waste date etc. and regressions of the data set 2. A set of econometric regression results using the completed data set, including linear- and multiple variable regressions, instrumental variables and robustness checks. Methodology and results analysis needs to be included in writing as well. 3. Paragraphs of text for each regression output of high quality to be included in the Global Waste Management Outlook 2 report.

Duties and Responsibilities A. Background
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
The overall objective of the UNEP’s Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.
As part of the Economy Division, UNEP International Environmental Technology Centre (IETC) works with developing countries to implement sustainable solutions to environmental challenges, with focus on holistic waste management. IETC provide technical and advisory support to national and local governments to enhance their use of environmentally sound strategies and approaches. IETC also implement in-country demonstration projects using innovative waste prevention and management methods and technologies to improve human well-being, reduce the impact of climate change, increase resilience and create jobs. Working with a wide range of partners and in line with relevant multilateral environmental agreements, IETC mission is to serve as a global center of excellence on environmentally sound technologies with focus on holistic waste management.
UNEP-IETC functions as the Global Centre of Excellence on Environmentally Sustainable Waste Management. The Centre promotes and advocates sustainability of waste management and disposal, based on the circularity principles and through the life-cycle approach. Sound management of waste contributes to all three pillars of sustainable development. Since 2018 IETC’s work on waste management have taken place under the project “Promotion and Delivery of Environmentally Sound Waste Management Technologies and Methods and in-Country Technical and Advisory Support”, which is coming to an end in December 2022. To better understand the full impact of the project, a study to assess the impact of the project will be designed and carried out.
The activities carried out under the project are all based on, and designed in accordance with: UNEP Assembly Resolutions: UNEP/EA.4/Res.7 Environmentally Sound Management of waste; UNEP/EA.5/Res.4 End Plastic Pollution: Towards an international legally binding instrument; UNEP/EA.4 Res.21 Implementation plan “Towards a Pollution-Free Planet;” UNEA/EA.5/Res. Sound Management of Chemicals and Waste; UNEP/EA5/Res. Enhancing Circular Economy as a contribution to achieving sustainable consumption and production; UNEP/EA.5/Res. Science-Policy Panel to contribute further to the sound management of chemicals and waste and to prevent pollution; and UNEP Medium-Term Strategy (MTS) 2022-2025 and Programme of Work for 2022-2023.
The first edition of the Global Waste Management Outlook (GWMO) was launched in 2015 as a response to decision GC 27/12 of the United Nations Environment Programme (UNEP) Governing Council. In the second session of the UN Environment Assembly (UNEA-2) held in May 2016, resolution 2/7 on the sound management of chemicals and waste welcomed the GWMO as a tool to provide an overview analysis and policy recommendations for environmentally sound management of waste. Additionally, the resolution also requests UNEP to issue an update of the report, the GWMO 2, and at the fourth session of the UNEA held in March 2019, resolution 4/7 reiterates the need for a second edition of the GWMO.
IETC is currently developing the GWMO 2 jointly with the International Solid Waste Association (ISWA) since 2019 and the remaining work includes analysing existing data to provide new estimates and forecasts of waste generation.
Objectives: The consultant will combine several data sources into one usable cross-sectional data set, and use this to perform regressions on data relating to waste and waste management, whilst controlling for socioeconomic data on a national level. This, together with developing and updating other texts from a desk study methodology, will then be used to update the GWMO2 draft as a whole.
Output expectations: The consultant will combine data from several sources with Country as the common factor and create a functional cross sectional data set. - A methodology for regressions will be developed jointly with UNEP and ISWA and then executed by the consultant. Robustness checks of the results are necessary. - New texts will be written in a high standard, with detailed references and thoughtful analysis. - The consultant will work together in consultation with UNEP and regular contact will be required.
Deliverables: Deliverable 1: A cross sectional data set Deliverable 2: Regression outputs with accompanying analysis and methodology Deliverable 3: High quality text derived from the regressions to be used in UNEP report.
Performance indicators: Submission of high quality deliverables through electronic submission.
C. Specific Tasks and Responsibilities
The consultant will combine data sets provided by UNEP and ISWA to create a functional data set on which to perform a series of econometric regressions, which will need to control for independent variables, use instrument variables and conduct robustness checks to ensure sound results.
The results of the regressions will be analyzed and methodology and results analysis will be written up of high quality.
The final results will be turned into high quality texts to be included in the main report.
Qualifications/special skills Skills: Econometrics and analysis
Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in Environmental Economics.
Experience: - Minimum 5 years of previous international experience in the field of environment. - Proficiency in in econometric regressions and analysis is required. - Working experience with UNEP publications is an advantage. - Working experience with UN system is an advantage. - Excellent written and communication and report writing skills in English, with analytical capacity and ability to synthesize project outputs and relevant findings.
Language: Fluency in both written and spoken English.
