Overview

Join to provide technical leadership in WASH program implementation and infrastructure design.

You have:

Bachelor’s degree in WASH, Civil Engineering, Environmental Engineering, Water Resources Management, or related field is required.
Minimum 5 years of WASH programming experience, including CAD/GIS design and implementation of WASH infrastructure, preferably in humanitarian and development contexts.
Fluent in Myanmar and English (Speaking, Listening, and Writing).
Proven experience in construction supervision, contract management, and quality assurance.
Knowledge of WASH standards and guidelines (WV, Sphere, WHO, Myanmar national codes).
Familiarity with climate-resilient design.
Proficiency with CAD tools, Kobo Toolbox, and other digital monitoring tools.

MAJOR RESPONSIBILITIES

Hardware Design and Technical Leadership (25%)

Conduct assessments, measurements, and engineering studies of WASH and other WVIM infrastructure at project sites.
Lead the design of context-appropriate and sustainable WASH infrastructures using CAD tools (e.g., AutoCAD) for water supply systems, sanitation facilities, drainage, and related infrastructures in communities, schools, and health facilities.
Ensure all designs comply with national and international standards (WV, Sphere, WHO, and Myanmar government guidelines).
Integrate GEDSI and climate-resilience considerations into infrastructure planning and design.
Collaborate with Procurement to prepare QA/QC protocols.
Prepare Bill of Quantities (BoQ), technical specifications, and construction material lists.
Conduct site visits to verify designs and BoQs.
Standardized, sustainable WASH infrastructure designs compliant with national and international standards.
QA/QC protocols in place and implemented across APs.
Designs integrate GEDSI and climate-resilience considerations.
Comprehensive BoQs and construction materials documentation verified.

WASH Program Implementation (25%)

Support WASH Lead in managing programs across APs, ensuring alignment with the Global WASH Business Plan.
Disseminate WASH technical guidance, models, and best practices adapted to the Myanmar context.
Document WASH best practices for advocacy and replication.
Identify capacity building needs for WASH technical staff and APs.
Technical support and capacity building delivered to WASH staff and APs.
Evidence-based WASH programs implemented.
WASH focal points across APs have clear understanding and support for program approaches.

Technical Quality Assurance for WASH and Other Infrastructures (30%)

Provide technical oversight during construction, rehabilitation, and maintenance of WASH infrastructures.
Support procurement and contract management processes for construction works.
Conduct regular field visits to monitor WASH program implementation and ensure adoption of core models and technical guidance.
Provide on-the-job training and capacity building for field engineers, technicians, and partners.
Collaborate with GEDSI, Climate Resilience, and Health & Nutrition leads to integrate WASH interventions.
Foster knowledge sharing across WVM Field Offices and partners.
WASH infrastructures meet technical and quality standards.
Standardized technical guidelines and monitoring tools available.
APs supported in Detailed Implementation Plans (DIP), budgets, and reporting.
Reliable data collected for monitoring and evaluation.

Monitoring, Evaluation, and Reporting (10%)

Develop and use technical monitoring tools for infrastructure QA.
Document lessons learned and technical guidance.
Collaborate with WASH M&E Specialist to prepare reports, design documentation, and BoQs.
Submit work completion reports to WASH Lead and Procurement.
High-quality infrastructure verified through monitoring.
Accurate, timely technical reports and documentation delivered.

Resource Acquisition (10%)

Support WASH Lead in developing Grant/PNS concept notes and proposals.
Provide technical support for design, implementation, and evaluation of WASH projects.
Perform other duties as assigned.
Additional funding is acquired for WASH programs.
Donor requirements met.
Technical support is provided for proposals and projects.

KNOWLEDGE, SKILL AND EXPERIENCE

Bachelor’s degree in WASH, Civil Engineering, Environmental Engineering, Water Resources Management, or related field (required).
Minimum 5 years of WASH programming experience, including CAD/GIS design and implementation of WASH infrastructure, preferably in humanitarian and development contexts.
Experience in integrated rural WASH programs and WASH in emergencies.
Experience with international NGOs preferred.
Myanmar, English (Fluent- Speaking, Listening and Writing)
60% Field Office and 40% mobile office and National Office
Proven experience in construction supervision, contract management, and quality assurance.
Knowledge of WASH standards and guidelines (WV, Sphere, WHO, Myanmar national codes).
Familiarity with climate-resilient design.
Ability to influence WASH strategies and plans of APs and partners.
Proficiency with CAD tools, Kobo Toolbox, and other digital monitoring tools.
