The current UNICEF Country Programme for Mexico (CPD 2020 – 2025) does not consider a specific Outcome for WASH. Therefore, we are working on the achievement of a specific WASH Output to be added for 2024 to the Outcome of the Education programme and the WASH Specialist will have a key contribution. The hired professional will foster a close working relationship with the relevant governmental stakeholders at federal, state and local level, engage with other UN agencies, as well as national and international NGO partners, donors, implementing partners and service providers. Furthermore, if you are selected, you would be supporting the UNICEF Field Offices in Ciudad Juárez, Tapachula and Tijuana, including frequent visits and technical guidance to WASH officers in the field, and coordinate emergency response interventions with the other programme areas in the Office, when required.

How can you make a difference?

As our WASH Specialist, you will report to the Chief of Education (P-4) for guidance and general supervision and work closely with the Education in Emergencies Specialist (P-3) for WASH in School interventions. You will support the development, preparation, management, implementation, monitoring, and evaluation of the WASH programme within the country programme. You will also work closely with the Chiefs of Field Office, WASH officers in the field, as well as with the Deputy Representative Programme to support WASH interventions in the humanitarian context. Also, the WASH specialist supervises the National Officer for WASH in Schools (NO-1) and, occasionally, UNVs

Your main responsibilities will be:

1. Programme development and planning 2. Programme management, monitoring and delivery of results 3. Technical and operational support for programme implementation 4. Humanitarian WASH preparedness and response 5. Networking and partnership building 6. Innovation, knowledge management and capacity building

To qualify as an advocate for every child you will have…

  • Advanced university degree (Master’s or PhD), preferably in: public health, engineering, sanitary engineering, social sciences. (A first University Degree combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree)
  • Five years of professional experience in WASH-related programmes for developing countries.
  • Fluency in Spanish.
  • Proficiency in English.

It will be an advantage (not mandatory) if you have…

  • Relevant post-graduate or certificate courses that complement the main degree.
  • Experience in Mexico or the LAC region.
  • Supervisory and managerial experience.
  • Experience with WASH in Schools programming.
  • Experience with WASH in emergencies.
