The Horn of Africa is experiencing one of its worst droughts in recent history, with 12-14 million people severely food insecure in Ethiopia, Kenya and Somalia. Somalia has been hardest hit: almost 90 percent of the country’s districts are experiencing drought (66 out of 74). Three consecutive seasons of failed rains, combined with the ongoing conflict in many parts of Somalia, have taken a heavy toll on families in Somalia. By early 2022, most parts of the country were experiencing severe drought conditions, with water shortages and loss of livestock displacing hundreds of thousands of families as they search for food and safe water. The impacts of drought and protracted conflict and insecurity coupled with very high staple food prices have led to rapid deterioration in the severity of food insecurity in Somalia in early 2022 and significant levels of drought-related displacement. Political tensions related to the slow progress of parliamentary elections and the long-delayed presidential election have led to violence between factions of Somalia’s security forces and an uptick in civil unrest.

How can you make a difference?

The WASH Specialist (Information Management) reports to the National WASH Cluster Coordinator for guidance and general supervision. In addition, while supporting the UNICEF WASH Programme, the WASH Specialist IM will work with the team at national and sub-national level to strengthen the UNICEF WASH Information management. The specialist will support the engagement of dedicated Third-Party Monitoring on ad-hoc onsite rapid assessments to support the cluster and WASH programme response and advocacy for resources.

The WASH Specialist IM is a core Cluster Coordination team member. The purpose of this post is to manage the collection, analysis and sharing of information that is important for the Cluster participants to make informed (evidence based) strategic decisions. Additionally, the post will help streamline the information and data management system within UNICEF and the WASH-cluster to collect accurate, clean, complete and consistent data of WASH response from UNICEF partners in a timely manner and then to produce analysis of the collected data to use it for evidence-based planning and programming. UNICEF as major partner of WASH sub cluster and responsible of the 80% targets of the WASH AoR, having a well-managed information management system will eventually contribute into overall information management capacity of UNICEF and AoR programmes.

Summary of key functions/accountabilities:

  • Programme development and planning

    • Respond to the both the WASH sector and Cluster/Sub-Clusterparticipants’ needs for information.
    • In close collaboration with UNICEF and WASH cluster coordinator, develop and implement standard tools and mechanisms to enhance the overall coordination of WASH Humanitarian information in Somalia
    • Consolidate all information, periodic or ad-hoc, received from the different partners and generate comprehensive documents (including maps, dashboards, infographics and resource analyses), and present information in a way that is easily understood by various decision makers, ensuring the data confidentiality aspect
    • Adapt existing in-country IM approaches for collecting, analysing and reporting Cluster/Sector activities and resources, and identifying information gaps.
    • Act as coach and trainer for the IM capacity development function .
    • Provide technical leadership and Coordinate closely with other IMOs within UNICEF and other clusters to ensure complementarity, harmonization and compatibility
    • .Support HNO, HRP process by developing Secondary Data Review (SDR), Needs severity analysis, PIN and Planned reach calculation etc.
    • Establish and maintain information databases that consolidate, analyse and report/disseminate (including 5Ws (‘Who does What, Where, When and for Whom?’ databases)information critical to decision making.
    • Support the estimation of spatial and temporal gaps, overlaps and coverage of Cluster/sector activities and projects.
    • Work with Sector and Cluster/Sub-Cluster participants to identify information gaps at national and sub-national levels and propose ways to bridge those gaps including through Cross Sectoral Assessment Needs, Service Mapping, Rapid Assessments, and Situation Analysis.
    • Use GIS mapping for map production and geographic data management
    • Lead the Inter-agency discussions including for data collection, quality assurance and clearance prior to dissemination as necessary. Prepare the draft inputs reports based on collected data.
    • Support the sector and cluster in properly configuring geospatial tools to office needs, including data architecture and integration into UNICE systems, as required
    • Lead and develop a system for regular analysis and dissemination of information inclding from ( SWALIM and ICCM to determine the emerging WASH needs across Somalia.
    • To provide IM leadership in assessments and monitoring, including joint assessments and training.
    • Lead on the preparation of SitRep inputs with emphasis on Cluster/Sub-Cluster plans, targets and achievements.
  • Programme management, monitoring and delivery of results

    • With other external support agencies, strengthen national government WASH sector monitoring systems, with a focus on WASH outcomes (behaviors), using bottleneck analysis tools available in the sector (WASH-BAT, CSOs, SDAs).
    • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare reports on results for required action/interventions at the higher level of programme management.
    • Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in programmes and management, identify and document lessons learned.
    • Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management/stakeholders.
    • Prepare sectoral progress reports for management, donors and partners.
  • Technical and operational support for programme implementation

    • Manage an inventory of database that contains relevant documents on the WASH humanitarian situation. Provide IM support for the preparation and/or update of the Humanitarian Response Plan (HRP)and WASH situation analysis. Compile data and create maps where possible in a timely manner and as needed to assist WASH cluster and WASH section activities as well as partners and other stakeholders. Produce maps but not limited to the following products:
    • Operational presence and intervention coverage.
    • Core Pipeline status.
    • WASH priority/response/gap maps (i.e., WASH Severity Classification) in line with OCHA prioritization.
    • Other maps as agreed by WASH partners and/or emergency section/community.
  • Core WASH cluster functions:

    • Supporting service delivery
    • Provide a platform to ensure that service delivery is driven by the agreed strategic priorities
    • Develop mechanisms to eliminate duplication of service delivery
    • Informing strategic decision-making of the HC/HCT for the humanitarian response
    • Needs assessment and gap analysis (across other sectors and within the sector)
    • Analysis to identify and address (emerging) gaps, obstacles, duplication, and cross-cutting issues.
    • Prioritization, grounded in response analysis
    • Planning and strategy development
    • Develop sectoral plans, objectives and indicators directly support realization of the HC/HCT strategic priorities
    • Application and adherence to existing standards and guidelines
    • Clarify funding requirements, prioritization, and cluster contributions to HC’s overall humanitarian funding considerations (Flash Appeal, CAP, ERF/CHF, CERF)
    • Advocacy
    • Identify advocacy concerns to contribute to HC and HCT messaging and action
    • Undertaking advocacy activities on behalf of cluster participants and the affected population
    • Monitoring and reporting the implementation of the cluster strategy and results; recommending corrective action where necessary
    • Contingency planning/preparedness for recurrent disasters whenever feasible and relevant.
    • Accountability to affected populations
  • Humanitarian WASH preparedness and response

    • Prepare requisitions for supplies, services, long-term agreements and partnership agreements to ensure UNICEF is prepared to deliver on its commitments for WASH in case of an emergency.
    • Contribute to the coordination arrangement for humanitarian WASH, for instant robust coordination in case of an emergency.
    • Ensure that all UNICEF WASH staff are familiar with UNICEF’s procedures for responding in an emergency.
    • Take up support roles in an emergency response and early recovery, as and when the need arises.
    • Contribute to capacity development of the section team on the use of internal corporate tools such as VISION and inSight for effective monitoring supplies, budget management
  • Networking and partnership building

    • Build and sustain close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve WASH output results.
    • Prepare materials for WASH programme advocacy to promote awareness, establish partnerships and support fund-raising.
    • Participate in inter-agency discussions, ensuring that UNICEF’s position, interests and priorities are fully considered and integrated in the UNDAF development planning and agenda setting.
  • Innovation, knowledge management and capacity building

    • Lead the development, implementation, monitoring and documentation of WASH action research and innovation (technical or systems).
    • Prepare learning/knowledge products, covering innovative approaches and good practices, to support overall WASH sector development.
    • Create and deliver learning opportunities for UNICEF WASH staff, to ensure our sector capacity remains up to date with latest developments.
    • Contribute to the systematic assessment of WASH sector capacity gap analysis, in collaboration with government and other stakeholders, and support the design of initiative to strengthen capacities systematically.
    • Participate as a resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.

To qualify as an advocate for every child you will have…

  • Education

    • An advanced university degree in one of the following fields is required: Geospatial Information systems(GIS), or another relevant Information Management technical field.
    • Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset.
  • Experience:

    • A minimum of 5 years of progressively responsible humanitarian work experience with UN and/or NGO in WASH including IM in the first phase of a major emergency response relevant to the cluster
    • Extensive work experience in Somalia or other conflict / post-conflict countries is an added advantage
  • Language Proficiency

    • Fluency in English is required (verbal and written). Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
