How can you make a difference?

Roles & responsibilities:

The Advisors will split their time between the liaison activities with stakeholders and the National and sub national Government partners working in the Ministries of Water, Health and Infrastructure as well as coordination with the respective refugee and returnee agencies and hands-on support of the country-level implementation teams.

  • Undertake on boarding and orientation on the R-WASH with the Regional PMU.
  • Support the Programme Implementation Unit (PIU) in the liaison between government and all actors involved in R-WASH project from refugee, IDP & host community leaders and water user groups, to contractors, UN agencies, NGOs, and technical working groups etc.
  • The person shall organize regular meetings with and for all program stakeholders and coordinate these stakeholders, as well as facilitate and provide technical support, and liaison oversight for the feasibility assessments, work implementation which will be undertaken through institutional vendors
  • Support the PIU to advise government where requested or key knowledge gaps are identified related to R-WASH project rollout.
  • Support the Program Management Unit, through monitoring and regular reporting of the R- WASH activities in-country.
  • The person will be responsible for compiling relevant reports and information on the R WASH project conduct quality control of provided documents for the donor and stakeholder reporting.
  • Coordinate with the PIU the in-country reviews to maintain awareness of government at all levels: of project goals, objectives, benefits, risks, challenges, and progress.
  • Ensure sustained involvement of the government at all levels in facilitating the project cycle, and to support the inclusion of WASH related objectives in national policy, strategy, and regulatory frameworks.
  • Support the relevant and responsible government units in monitoring (construction works, performance of utility), as well support and monitoring of utility strengthening interventions including the introduction and utilization of digital tools such as mWater
  • Participate in the R-WASH Programme Steering Committee meetings to encourage and foster sense of government ownership at all levels of the R-WASH utility model to improve prospect of sustained national support in the future.
  • Support the government to advance – where possible – the inclusion of PoCs into national systems and services and development plans (where relevant in support to GCR pledges).
  • Support comprehensive refugee responses across the HDP nexus building on complementarities of the different humanitarian and development actors, including, where in place, World Bank IDA regional sub-window projects.
  • Closely coordinate with UNHCR as mandated refugee agency, including but not exclusively with (Senior) Development Officers – where in place.
  • Contribute to the lessons learnt and other activities particularly related to the exchange and cooperation between GCR advisors placed in specific countries as part of the SUN Global Programme.
  • Contribute to the reporting processes established in the SUN Global Programme including participation in regular monitoring calls.

Deliverables:

  1. In liaison with Programme Implementation Unit (PIU), government at all levels and all actors involved in R-WASH project from refugee, IDP & host community leaders and water user groups, to contractors, UN agencies, NGOs, and technical working groups etc, ensure delivery of all designed R-WASH programme activities.
  2. Organize regular meetings with and for all programme stakeholders and coordinate these stakeholders, as well as facilitate and provide technical support, and liaison oversight for the feasibility assessments, work implementation which will be undertaken through institutional vendors and, support the Programme Management Unit (PMU), through monitoring and regular reporting of the R- WASH activities in-country.
  3. Compile relevant reports and information on the R WASH project, conduct quality control of provided documents for the donor and stakeholder reporting and contribute to reporting processes established in the SUN Global Programme including participation in regular monitoring calls.
  4. Ensure sustained involvement of the government at all levels in facilitating the project cycle, and to support the inclusion of WASH related objectives in national policy, strategy, and regulatory frameworks.
  5. In conjunction with the R-WASH Programme Steering Committees promote and come up with government ownership frameworks at all levels of the R-WASH utility model to improve prospect of sustained national support in the future.

Reporting Lines

The GCR Advisors will report to the delegated Head of the country-level Program Implementation Unit. The person will also coordinate with UNHCR’s Senior Development Officers, and as well as UNICEF’s WASH Personnel with responsibilities for the R-WASH Program.

  • The GCR Advisors will be embedded in the respective governmental structures and adhere to the respective reporting lines.
  • The GCR advisors will be included in the regular exchange within the SUN Global Project and will be part of the project’s GCR Advisors network.
  • Line management for the GCR Advisor in Ethiopia will lay with the GIZ project ‘’Qualification and employment perspectives for refugees and host communities”.
  • The GCR advisor for Sudan will be contracted by GiZ, however the hosting project is still be determined.
  • The GCR advisor for Somalia will be UNICEF contracted staff, based on a Grant Agreement signed by GIZ with UNICEF.

T****o qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Water/Civil/Environmental Engineering/water resources management. Knowledge of engineering project management.
  • A minimum of eight years of relevant professional experience in development programming – including planning, implementation, and monitoring of WASH projects in low income countries.
  • Demonstrated technical experience in urban/small town water engineering including low income communities.
  • Experience in supporting water and sanitation service including procurement and coordination delivery through utilities in East Africa.
  • Demonstrated context knowledge and professional water sector experience working with the government in Ethiopia/Somalia/or Sudan.
  • Experience of advising government ministries, preferably in the R-WASH target countries of East Africa.
  • Essential experience in working in a refugee and host communities’ context
  • Demonstrated ability to resolve conflict, troubleshoot sources of tension, and to unite different interest groups.
  • Demonstrated ability to achieve results by constant monitoring and adapting project cycle to ongoing lessons learned.
  • Cultural and political sensitivity and ability to communicate clearly to all audiences.
  • Languages: fluent in English, Arabic for Sudan
