WASH Specialist (DRA Project)

Overview

Develop and implement WASH strategies for vulnerable communities.

You have:

• Bachelor of engineering specialization of water and water quality or other relevant skills
• Master's degree is an advantage
• Minimum 3 years of progressively responsible experience in WASH programming
• Experience managing community-based WASH interventions
• Experience with institutional donor-funded projects is highly desirable
• Good command of Myanmar & English
• Strong analytical and report-writing skills

Key Responsibilities:

KEY RESPONSIBILITIES

Water supply implementing strategy development. Develop sanitation and hygiene implementing strategy for WV Myanmar and provide in WASH sector for all water supply projects

• Water supply implementing strategy developed and updated aligning with WASH sectoral strategy
• Number of new initiatives that can reflect needs of target populations developed
• Provide technical leadership for all WASH interventions under the project.
• Support detailed planning and implementation of emergency and recovery WASH activities.
• Ensure interventions are aligned with project objectives, humanitarian standards, and donor requirements.
• Develop or adapt technical guidelines, tools, and standard operating procedures (SOPs).
• Support identification of WASH needs and priorities through assessments and community consultations.
• Provide technical mentoring and coaching to WASH staff from the two local partner organizations.
• Conduct training sessions on WASH standards, implementation approaches, monitoring tools, and reporting requirements.
• Support partners in developing implementation plans and technical activity schedules.
• Strengthen partners' capacity in quality assurance and technical supervision.
• Facilitate learning and experience sharing among partner organizations.

Develop guidelines and training materials for sanitation and hygiene component

• Number of project locations (Kayah & Sagaing) which receive technical support during assessment, design and evaluation of WASH projects.
• Number training curriculum, guidelines and IEC developed.
• Number of water supply implementing guidelines developed and utilized in partner organization.
• Number of training materials developed and used in Partner organization.
• Numbers of technical feasibility are studied.
• Numbers of water source (water quality) are detected.
• Numbers of water supply systems are tested in terms of micro biological inspection
• Ensure timely and quality implementation of WASH activities by local partners.
• Conduct regular field visits to monitor progress and provide technical guidance.
• Verify that WASH facilities, services, and hygiene promotion activities meet agreed technical standards.
• Monitor contractor, supplier, and community-based implementation where applicable.
• Ensure interventions are responsive to the needs of women, men, girls, boys, older persons, and persons with disabilities.

Staff and Local partner Capacity Building

• Number of staff members and volunteers whose capacity building needs identified
• Number of curriculum and measuring tools developed
• Number of staff members who receive technical training, water quality testing training and supervision and support according to a capacity building plan
• Number of staff members who receive operation and maintenance ToT training
• Provide technical mentoring and coaching to WASH staff from the two local partner organizations.
• Conduct training sessions on WASH standards, implementation approaches, monitoring tools, and reporting requirements.
• Support partners in developing implementation plans and technical activity schedules.

Communication with stakeholders

• Number of standard deliverables produced
• Number of strategic alliance initiatives participated
• Ensure protection principles are integrated into all WASH interventions.
• Promote safe, dignified, and equitable access to WASH services.
• Incorporate gender, age, and disability considerations into programme design and implementation.
• Identify and address protection risks associated with WASH facilities and service delivery.
• Support awareness activities related to safeguarding, PSEA, disability inclusion, and community safety.

Monitoring and evaluation and reporting

• Number of baseline assessments supported
• Number detailed implementation plans supported.
• Number of staff members whose capacity in WASH projects monitoring and evaluation system strengthened
• Work closely with the AM&E Specialist to monitor project indicators and outcomes.
• Develop WASH monitoring tools and contribute to assessments and surveys.
• Review and validate partner data and reports.
• Contribute technical inputs to baseline, outcome monitoring, and endline evaluations.
• Support documentation of lessons learned, success stories, and best practices.

General Management & reporting

• Quarterly and monthly plan for WASH department developed.
• Quality of WASH department and Program Quality and Development Division
• Prepare timely technical reports, updates, and analyses.
• Support development of donor reports and project documentation.
• Ensure accurate maintenance of technical records and supporting documentation.
• Monitor progress against work plans and targets and recommend corrective actions as needed.

KNOWLEDGE, SKILL AND EXPERIENCE

• Bachelor of engineering specialization of water and water quality or other relevant skills
• Master's degree is an advantage
• Minimum 3 years of progressively responsible experience in WASH programming within humanitarian or development settings.
• Assessment, technical feasibility studies, technical designs, cost estimation, detailed implementation plans, monitoring and evaluation in different systems of water supply
• Experience implementing emergency WASH programmes in conflict-affected or fragile contexts.
• Demonstrated experience working with local partner organizations and capacity strengthening.
• Experience managing community-based WASH interventions.
• Experience with institutional donor-funded projects is highly desirable.
• Analyzing the water quality and recommending the corrective actions
• Operation and maintenance training skill, and facilitation
• Knowledge of drilling techniques for tube wells, and pumps
• Knowledge of water treatment facilities and treatment process
• Knowledge of different types of water quality testing kit and consumables
• Good command of Myanmar & English.
• Extensive traveling is required because this position needs to be familiar with context of all project locations and has to provide close supervision and support to project staff members. Need to cope with diverse needs, culture and demanding nature of the job
• Strong knowledge of humanitarian WASH standards and approaches.
• Knowledge of WASH infrastructure, hygiene promotion, community mobilization, and public health principles
• Strong analytical and report-writing skills.
