Context
The humanitarian crisis in Somalia is among the largest in the world, characterized by longstanding interrelated challenges of civil war, widespread violence, recurrent climatic shocks and political fragmentation. Decades of armed conflict and political instability have manifested in weak institutional capacity, whereas the intensified climatic shocks of prolonged drought and deadly floods has further driven sporadic and large-scale displacement. Somalia also remains one of the most insecure countries in the world to operate in, particularly for aid workers, impacting on humanitarian’s ability to reach those in need. Given the conflict, insecurity, drought and floods, an estimated 2.9 million people have been displaced in Somalia.
We seek a candidate who will passionately provide technical leadership to enable improved access to Water Sanitation and Hygiene for hard-to-reach displacement affected populations.
Roles and Responsibilities
- Develop WASH strategy, technical Standard Operating Procedures (SOPs), and Macro LFAs in line with NRC Programme Policy and national and international standards, and in coordination with other Core Competences (CC)
- Compliance with and adherence to NRC policies, guidance and procedures
- Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
- Identify trends technical standards and donor priorities
- Follow up on compliance with contractual commitments within WASH CC, ensure high technical quality and synergies in project implementation
- Provide technical direction and project implementation support
- Guide the teams in developing systematic tools for day-to-day implementation, ensuring compliance with established guidelines and standards. This means developing/sharing guidelines, process related documents, tools, clarifying minimum standards (NRC internal tool) and modalities.
- Lead on developing WASH monitoring tools to be used by the team to ensure that relevant information is being collected to inform strategy and implementation, and to ensure accountability and learning.
- Ensure that the strategy is informed by sound analysis, with consultations with teams and concerned stakeholders and that programmes strategies are devised in promotion of NRC's values, culture and beliefs. Lead on research/studies, specifically about innovation.
- Ensure learning from WASH programme is captured, consolidated and disseminated, contributing to knowledge building and sharing within Yemen and globally to influence policies and programme planning.
Professional Competencies
- Minimum 5 years’ experience in working as a senior Program Manager and/or Advisor of humanitarian WASH programme, preferably in complex refugees / IDPs contexts.
- Proven expertise in WASH with particular focus on complex programmes.
- Experience of setting up and implementing monitoring, documentation and learning systems.
- University degree or higher education relevant to WASH.
- Strong communication, interpersonal, analytical and negotiation skills
- Proven skills and experience in report and proposal writing
- Knowledge of cash-based interventions and market based programmes
- Ability to prioritize needs and carry out multiple tasks simultaneously
- Experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Prior experience and proven capability in training and capacity development
- Fluency in English, both written and verbal

What we offer
Contract length : 12 months contract
Grade: 9 according to NRC’s grading and salary scale, terms and conditions
Duty Station: Garowe, Somalia (Please note that Garowe is non-accompanied duty station)
Travel: 60 % travel to the field
Start Date: April 2022
An approved health certificate will be requested before the contract start!
