Background and Context

CAR continues to face tremendous humanitarian needs due to years of conflict and instability. In 2023, more than half of the population require humanitarian assistance (3,4 million people), and roughly 40% of the population fears for their safety. About 500,000 live in protracted displacement and are dependent on humanitarian assistance and protection for survival, while over 2 million people face food insecurity. Development assistance is also a critical need to address structural concerns and increase access to basic social services in a sustainable way.

NRC has been present in CAR since 2014 and currently employs 17 international staff and approximately 200 national staff. NRC operations cover a large geographic area with activities spread across strategic districts throughout the territory such as Mambere Kadei, Sangha Mbayere and Nana Mambere in the West, Nana Gribizi, Kemo, and Ouaka in the Centre, Basse-Kotto in the southeast, and Lobaye and Ombella Mpoko in the SouthWest. NRC operates from three field offices in Bouar, Kaga Bandoro and Alindao, and a country office in Bangui, the capital city.

The program portfolio includes 6 Core Competencies(CCs): ICLA (Information, Counselling and Legal Assistance), Livelihood and Food Security, WASH, Shelter, Education as well as Protection from Violence programs.

What We Are Looking for

The Norwegian Refugee Council (NRC) is seeking a dedicated Programme Specialist to further develop and strengthen our WASH & Shelter programmes in the Central African Republic (CAR).

The successful candidate will ensure technical oversight and strategic direction to Country and Area offices to further the development of the WASH & Shelter Core Competencies (CC). You will also provide quality assurance for all projects, develop a collaborative country strategy, capacity-build staff through mentoring and training to increase the technical capacity of the staff and develop a donor strategy to further grow the program.

You will be expected to actively promote and operationalize synergies between WASH-Shelter and other NRC programs to move toward integrated programming (focus on Education and ICLA)

What You will do

The following is a brief description of some of your role and responsibilities:

  • Responsible for technical innovative development and quality of WASH-Shelter CC in the country, holistic programming (with other CCs) and ensuring harmonization and consistency across CC projects in line with NRC Programme Policy
  • Take the lead on quality project deliverables to ensure high technical outputs
  • Provide strategic leadership on the development of programming that recognizes the WASH and Shelter challenges faced by displacement-affected population
  • Lead the process of proposals, budgets, modifications, project reviews and reporting and ensure high technical quality
  • Support programmatic M&E (Monitoring and Evaluation) and indicator tracking in conjunction with project teams and the M&E department
  • Develop and lead on conducting needs assessments (in collaboration with Area Program teams, Protection team and M&E team), baseline, mid-and end-evaluations
  • Represent NRC with relevant donors, government ministries, and in relevant humanitarian coordination meetings in the country
  • Actively promote and operationalize synergies between WASH-Shelter and other NRC programs to move toward integrated programming (focus on Education and ICLA)
  • Provide support and input to the recruitment processes for all WASH and Shelter staff
  • Accountable for organizational learning from program implementation, sharing of best practices and capacity building.
  • Actively and systematically assume responsibility for implementing CFM (Complaints and Feedback Mechanism) activities, working in a coordinated way, in particular on designing channels, providing information on existing channels, collecting feedback in person (when approached by communities). In collaboration with the M&E manager, Support Wash and Shelter teams in closing the complaints and feedback loop by adjusting implementation, formulating responses, and communicating to communities the measures taken based on feedback received.

What You will bring

  • Minimum 5 years of experience within technical expertise area in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • Minimum 2 years of WASH and/or Shelter expertise (as Specialist/Project Development Manager or Project Manager)
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in French and English, both written and verbal
  • Knowledge of the Central African region
  • Experience in team capacity building
  • Technical knowledge and experience of the behavior change process in a humanitarian context
  • Technical knowledge and experience of the community engagement process in a humanitarian context.
  • Experience in management of borehole drilling programs is highly preferred
  • Experience in alternative WASH in a humanitarian context is an asset
  • Understanding of SPHERE and INEE Minimum Standards is required
