In the Pacific we work in Cook Islands, Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Niue, Palau, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu, Vanuatu: These 14 Pacific island countries are home to 2.3 million people, including 1.2 million children and youth, living on more than 660 islands and atolls stretching across 17.2 million square kilometers of the Pacific Ocean, an area comparable to the combined size of the United States of America and Canada. Kiribati, Marshall Islands, Federated States of Micronesia, Solomon Islands, and Tuvalu are classified as Fragile States according to World Bank/OECD criteria. All 14 Pacific island countries have ratified the UN Convention on the Rights of the Child, but only a third are on track with reporting obligations.

How can you make a difference?

The Delegation of the European Union (EU) for the Pacific has a partnership with Kiribati for sustainable and inclusive socio-economic development (the EU-Kiribati Partnership for a sustainable and inclusive socio-economic development CRIS Decision number: FED/2019/41542). The overall duration of this partnership is over 59 months with a 53-month implementation period expected after signing of the Contribution Agreement on 1 June 2020 and ending on 31 October 2024, nearly 5 years after signing of the Financing Agreement. An initial inception period of 6 months is part of the agreed partnerships.

The overall objective of the Partnership is to support Kiribati in building greater socio-economic and climate resilience, with the specific objective to improve the use of services and goods provided by the public sector with a special focus on water and sanitation in the Line Islands. To achieve the two key results - i) more effective and accountable public institutions, and ii) more effective service delivery in WASH sectors in the Line Islands, EU is financing UNICEF in WASH programme with a contribution of US $6,776,000 with focus on innovative financing aspect to UNICEF to improve sanitation and hygiene for 10,483 men and women and children on 3 islands of the Line and Phoenix Islands. To realize this commitment, and to help ensure that expectation are met, UNICEF needs a full-time Sanitation and Hygiene Program Manager on the Line and Phoenix Islands to implement UNICEF’s commitment as set out in the Description of Action; the Sanitation and Hygiene Manager will provide overall technical support in the detailed planning, management, implementation and reporting on activities, as well as ensure coordination between different ministries and other partners at national and Pacific regional levels such as SPC.

The consultancy is for a maximum period of 11.5 months with possible extension up to 46 months based on performance.

Scope of Work: 1 October 2020 to 31 October 2021

The consultant is responsible for - Development, preparation, management, implementation, monitoring and evaluation of the Action - Administration and achievement of the WASH-related output results of the Action and affiliated country program - Report writing and snapshot updates as required - Technical and operational support, including supporting capacity building of national / local partners - Humanitarian WASH preparedness and response - Networking and partnership building - Innovation, knowledge management and capacity building

During the first six months Inception Period (October 2020 to March 2021), the consultant is to finalize a number of terms of references (namely for the development and testing of gender action plan and strategy for financing scheme) and ensure support is provided to complete selection; produce a one page report for the donor; establish connection with government counterpart and have at least one meeting with partners (government and SPC); and ensure supplies orders are developed and processed through UNICEF procurement guidelines with distribution list and monitoring plan with strong visibility to UNICEF and EU as donor. Understanding the challenges around COVID-19 travel restrictions, the above work can be done remotely.

From January 2021 to October 2021, the consultant is expected – with consideration for the current pandemic – to be in country in Kiritimati, Kiribati and deliver on the following: having set up coordination group with at least 2 meetings held, produce progress report, complete and finalize together with C4D teams the training materials on WASH in schools, health facilities and CLTS with trainings having been completed in country; ensure consultants for other activities such as the trial and testing strategies for financing schemes and resilient WASH facilities as well as the gender action plan are onboard, to start no later than June 2021. Other activities will include supporting engagement events for example around global WASH days also to be delivered in line with behaviour change campaign.

To qualify as an advocate for every child you will have…

• An advanced university degree - Master’s or higher in one of the disciplines engineer, public and environmental health, climate financing) with 5 years of experience or a bachelor’s degree with 8 years of experience in WASH
• Experience in community mobilization/training on WASH; and intersectoral collaboration with WASH Cluster emergency experience
• Experience working with UN, Government and NGO partners is desirable – preferably in the Pacific.
• Experience working in the WASH in Island Context is desirable.
• Knowledge of project areas (Kiribati/Line and Phoenix Islands) an advantage.
• Languages: Fluency in English required
• Competencies Climate change and climate financing specific to WASH, Technical Knowledge of the theories, principles and methods in the following areas: WASH in schools, water supply project management, monitoring and evaluation, integrated water resource management, water supply and sanitation technologies, and community-based water supply and sanitation. • Working in remote areas/humanitarian context.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
