Job Purpose

This position aims to collaborate with the Area Programme Manager and Shelter/WaSH Specialist to manage the delegated portfolio of WaSH or related projects in Northwest Syria. The position holder will manage NRC WaSH projects and staffing in Northwest Syria. Projects in this area are delivered through remotely managed NRC staff.

What you will do:

  • Project Cycle Management (PCM) and implementation. Accountable for successfully managing and implementing all WaSH projects throughout the full project cycle. Accountable for achieving project targets per donor log-frames and budgets and the development and execution of work plans, spending plans, procurement plans, Monitoring and Evaluation (M&E) plans and Protection risk assessments. Responsible for WaSH representation at PCM meetings.
  • Staffing and Structure. Responsible for the workforce planning, budgeting, staffing and structure of the WaSH team. Accountable for ensuring recruitment and line management are conducted per the relevant NRC policies and procedures. Ensuring an appropriate balance of gender, skill-sets and diversity at Area and Field-Office level.
  • Capacity Building. Accountable for the successful capacity building of WaSH staff in relevant competencies, including performance management and planning and resourcing capacity-building initiatives within the framework of NRC strategies, tools and guidelines.
  • Technical Quality. Accountable for the implementation of high-quality WaSH projects in accordance with the agreed NRC Country and CC Strategies, tools and guidelines. This includes - but is not limited to – ensuring the achievement of Value-for-Money; compliance with global, national and local standards; compliance of all WaSH projects with Housing, Land and Property (HLP) requirements; meaningful consultation with affected populations throughout the project-cycle; needs-based targeting and selection; and integration with other Core Competencies where relevant.
  • Programme Development. Responsible for high-quality Area Office-level input into WaSH Strategies and other programme development initiatives. This includes – but is not limited to –context and needs analysis, primary needs assessment, pilot activities, WaSH representation at Country Office and Area-level workshops, meetings, training and related events and WaSH contributions to proposal narratives, budgets and annexes.
  • Monitoring, Evaluation and Reporting. Accountable for accurate and high-quality Monitoring and Evaluation of Area-level WaSH or related activities, This includes - but is not limited to –construction/process, output and outcome monitoring internal reporting mechanisms (e.g. GORS, Protection Reports), donor reports and inter-agency reporting of achievements (E.g. 4Ws) information management and filing and ensuring compliance with Country-level Monitoring and Evaluation Strategy, tools and guidelines.
  • Protection and Accountability. Accountable for protection mainstreaming in all WaSH or related activities throughout the project cycle. This includes – but is not limited to – ensuring the safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to NRC’s services, ensuring adequate accountability to affected populations, ensuring adequate participation and consultation, and supporting the realisation of their human rights. All project activities will be conducted in accordance with the Country-level Protection Strategy, tools and guidelines.
  • External Coordination and Representation. Accountable for Area-level external coordination and representation concerning WaSH activities This includes – but is not limited to –formal and informal forums, including clusters, working groups, camp administration and management, international and local NGOs and local authorities and local authorities in coordination with the Field Coordinator. Responsible for ensuring constructive and regular communication on operational coordination and strategic discussions.
  • Coordinate and manage WaSH projects implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Provide regular progress reports to the Area Programme Manager and the Shelter/WaSH Specialist
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Develop and manage project budget (in cooperation with Shelter/WaSH Specialist) and coordinate across Core Competencies (CC)
  • Promote the rights of Internally Displaced people (IDPs)/returnees in line with the advocacy strategy

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance.

  • Bachelor’s Degree or above in Environmental, Hydraulic or Civil Engineering or Environmental or Public Health Science or similar
  • Minimum 3 years of experience in a senior-level project implementation position in a humanitarian/recovery context 2 of which should be of WASH expertise (as Project Coordinator or above)
  • Previous experience working in complex and volatile contexts. Knowledge of the context in Syria
  • Experience with remotely managed programming
  • Previous relevant experience in WaSH intervention in camps and informal settlements
  • Experience in water and sanitation infrastructure projects
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities
  • Proficient in Microsoft Office Applications, mainly Word and Excel
  • Fluency in English and Arabic, both written and verbal

Additional Information:

Duty Station: Amman, Jordan

Travel: 5% Syria Response areas of operations

Duration of contract: Fixed-term contract. Until 31 December 2023 (subject to available funds)

Grade 8 in NRC's grading structure
