Since 1950, UNICEF has supported the most important transformation for children and adolescents in Brazil. Currently, UNICEF Brazil is implementing its 2017-2022 Country Programme, which concentrates efforts towards boys and girls most excluded, vulnerable and exposed to extreme forms of violence, mainly in the Amazon and Semiarid regions and the peripheral areas of large cities, through the Municipal Seal of Approval and Platform of Urban Centres initiatives. In most recent years, UNICEF programming has included two emergency response, one in the context of the Venezuelan Migration Crisis in the North of the country and one to address and mitigate the impact of the COVID pandemic on the most vulnerable children and adolescents.

For every child, results Job Context The WASH Officer reports to the Deputy Representative, working closely with the Programme Management Team and with the Humanitarian Technical Team. As WASH is a new prgoramme component for UNICEF Brazil, the WASH Officer will consolidate and expand WASH programming initiated in the emergency response to the COVID Pandemic over 2020/21. The position will work closely with key sector teams in Education, Health and Communication (Communication for Development) to design and deliver WASH programme strategies. It will also engage with field teams across 9 field offices in Boa Vista, Belem, Manaus, Sao Luis, Fortaleza, Recife, Salvador, Sao Paulo and Rio de Janeiro, supporting the delivering of regular and emergency programming as needed.

How can you make a difference? Under the supervision of the Deputy Representative Programme, the WASH Officer is accountable for providing technical, operational and administrative assistance throughout the WASH programming process. The Officer prepares, manages and implements a variety of technical and administrative tasks, related to the development, implementation, monitoring and evaluation of the WASH output results of the Brazil country programme and of the Humanitarian Action for Children. In this regard the key programme portfolio includes: (i) WASH programming in the regular programme in the context of the UNICEF Municipal Seal Initiative implemented in some 2,000 municipalities in the Country’s North and North East regions, (ii) WASH emergency programming in the context of the Venezuelan Migration Crisis and of the COVID-19 emergency response, (iii) evidence building and advocacy on WASH and child rights, including strengthening of UNICEF’s engagement on the Water and Climate Change agenda.

Some of these responsibilities are listed below.

  1. Programme development and planning
    • Draft updates for WASH in the situation analysis; research and report on trends in WASH
    • Provide technical assistance and prepare guidance and technical reports
    • Contribute to the development/establishment of WASH-related outcome and output results
    • Provide technical and administrative support throughout all stages of programming processes
    • Prepare required documentations/materials to facilitate review and approval processes
  2. Programme management, monitoring and delivery of results
  • Work collaboratively with colleagues and partners to collect/analyze/ share information
  • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts
  • Monitor and report on the use of sectoral programme
  • Prepare sectoral progress reports for management, donors, and partners
  1. Technical and operational support for programme implementation
    • Undertake field visits and surveys, collect, and share reports with partners/stakeholders
    • Provide technical and operational support
  2. Humanitarian WASH preparedness and response
    • Draft requisitions for supplies, services, long-term agreements, and partnership agreements
    • Study and fully understand UNICEF’s procedures for responding in an emergency
    • Take up support roles in an emergency response and early recovery
  3. Networking and partnership building
    • Build and sustain close working partnerships with government counterparts and national stakeholders, including private sector partners
    • Draft communication and information materials for WASH programme advocacy
    • Draft project proposals and donor briefs for resource mobilization
    • Participate in inter-agency meetings on UNSDCF planning
  4. Innovation, knowledge management and capacity building

    • Assist in the development, implementation, monitoring and documentation of WASH action research and innovation
    • Assist in the preparation of learning/knowledge products, covering innovative approaches and good practices
    • Assist in creating and delivering learning opportunities for UNICEF WASH staff
    • Participate as a resource person in capacity building initiatives

    To qualify as an advocate for every child you will have… Education: A Master’s degree in one of the following fields is required: public health, social sciences, behavior change communication, sanitary engineering, or another relevant technical field. A bachelor’s degree in the above-mentioned relevant fields plus two additional years of relevant professional experience will be accepted in lieu of a master’s degree. Additional relevant post-graduate courses that complement/supplement the main degree is a strong asset.

Experience: A minimum of two years of professional work experience in WASH-related programmes for developing countries is required. Professional experience in the national WASH sector will be an advantage. Experience in a developing country, UN/UNICEF will be assets.

Language Requirements: Fluency in English and Portuguese is required.

  • Urban sanitation for low- and middle-income countries, incl sustainability
  • Handwashing with soap
  • WASH-in-Schools and Health Centres
  • Menstrual hygiene management
  • National government WASH policies, plans and strategies
  • Analysis of national budgets and expenditure for basic WASH, and related advocacy
