How can you make a difference?

under direct supervision of WASH Specialist, accountable for professional technical contribution to program/project design, planning, administration, monitoring and evaluation of sanitation, waste management and hygiene related program/project activities in both communities and institutions and at both national and subnational levels through advocacy, tangible actions and behavior promotion along with data analysis, progress reporting, enhancement of teamwork and capacity building, in support of achievement of planned objectives of the work plan, aligned with country programme goals and strategy.

Key Functions, accountabilities and related duties/tasks

1. Programme/Project Management

Ensure availability of accurate, complete and up-to-date information required for effective WASH programme and project design, implementation, management, monitoring and evaluation. Draft and sound WASH programme documents are to be made available for review by the supervisor during both development and emergency scenarios

2. Programme Efficiency and Effectiveness

Enhance programme efficiency and effectiveness through an evidence-based approach and implementation follow-on, including monitoring of UNICEF inputs, local conditions and resources, flow of supply, non-supply and emergency assistance and programme status. Work closely with UNICEF Health, Nutrition, Communication for Development, Education colleagues and relevant partners and counterparts, ensuring progressive convergence of WASH and related Health, Nutrition, Communication for Development and Education interventions leading to improved effectiveness in Primary Health Care and WASH workforces of the government as well as relevant community groups, in delivering interventions related to sanitation, hygiene and waste management contributing to the environment health portfolio.

3. Work Plan and Programme Documentation

Analyze collected data and information and prepare progress reports; draft WASH project work plans, assist identifying required supplies and equipment (for both development and emergency orientated activities) as well as in the drafting Country Programme Recommendation and other programme documentation, assuring accuracy and consistency with established rules, regulations and plans of action.

4. Programme Implementation Information and Data

Ensure the appropriateness of financial, administrative and supply documentation; verify that WASH programme expenditures are within allotments and that data is consistent with the programme information and transaction management and reporting systems (e.g., VISION, In Sight). Follow up on queries or initiate corrective action on discrepancies. Collaborate with Monitoring & Evaluation unit on maintaining a gender, disability, child & equity focus in WASH data collection and reporting.

5. Knowledge Management

Compile WASH programme implementation training and orientation materials to promote knowledge sharing with counterparts, WASH sectoral stakeholders, and Programme teams of relevant government institutions (e.g. MOH, ANAS, BTL), donors and media.

6. Communication and Networking

Ensure effective communication and networking developed and maintained through partnerships and collaboration.

• Collaborate with Operations staff to implement internal controls systems and resolve day-to-day issues or discrepancies in financial or supply management.
• Team with local Government counterparts, sectoral stakeholders and relevant Ministries (Ministry of Health and Ministry of Public Works) to exchange information on WASH programme implementation and status, capacity and vulnerability/risk mapping preparedness as well as movement, prepositioning and distribution of supplies.
• Coordinate with members of the development community, including NGOs, INGOs, UN and bilateral agencies in the exchange of information related to WASH sector. Where appropriate, support the IASC WASH Cluster during preparedness and response to emergencies.

To qualify as an advocate for every child you will have…

• University degree in one of the disciplines relevant to the following areas: Public Health, Social sciences, Environmental Health, Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH related development assistance.
• At least two years of professional work experience in the UN and national government and field work experience. Background/familiarity with Emergency (preparedness and response).
• Fluency in English and local working language of the duty station.
