The UNICEF Pacific Water, Sanitation and Hygiene (WASH) programme, as an integral part of the Multi-Country Programme 2018-2022, helps to ensure that the right of all children to a safe and clean environment both in times of stability and in crisis are met. The overall aim of the WASH programme is that “all Pacific children and their families, particularly the most vulnerable, are accessing adequate, equitable, affordable drinking water, sanitation, and hygiene”. The UNICEF Pacific Islands’ multi-country programme covers the Cook Islands, Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Niue, Palau, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu, and Vanuatu. Together, these 14 countries and territories are home to 2.45 million people, living on more than 660 islands and atolls stretching across 17.2 million square kilometers of the Pacific Ocean.

After almost one year being COVID-free, Fiji saw new cases of COVID-19 within communities from March 2021 onwards. Similar to other Pacific Island Countries, (as well as other countries around the world), it is recognized that investing in water, sanitation and hygiene as a significant part of a COVID-19 health response has immediate benefits in reducing the risk of disease transmission.

How can you make a difference?

The WASH Officer reports to the Chief of WASH for supervision. As a member of the WASH team, the WASH Officer provides technical, operational, and administrative assistance throughout the WASH programming process. The Officer prepares, manages, and implements a variety of technical and administrative tasks, related to the development, implementation, monitoring, and evaluation of the WASH output results of the country programme.

Specifically, UNICEF is looking for a motivated WASH Officer who will be required to support increased scope of WASH programming in Fiji. The primary focus in the short to medium term will be on WASH for Health Care facilities as a key element of COVID-19 response. Over the longer term it is expected that the WASH Officer will support a wider range of WASH activities including work to strengthen the enabling environment and ensuring climate change considerations are well embedded in all UNICEF WASH programmes in Fiji. The WASH Officer will ensure implementation of Fiji focused WASH grants, facilitate effective engagement with Fijian government counterparts and ensure donor expectations and commitments are met.

To qualify as an advocate for every child you will have…

Required:

  • A university degree in one of the following fields is required: public or environmental health, social or environment sciences, behavior change communication, sanitary engineering, or another relevant technical field.
  • Knowledge of the Fiji water, sanitation and hygiene related policies, standards and guidance and institutional set-up will be required.
  • A minimum of two years of professional work experience in WASH-related programmes for developing countries is required
  • Fluency in English is required
  • Experience of working in humanitarian WASH response and engagement with WASH Cluster

Desired:

  • Additional post graduate courses in related fields (i.e. WASH financing, emergency preparedness and response, climate change)
  • Experience of working closely with the government of Fiji
  • Knowledge of latest guidance and best practices for WASH programming in the Pacific context especially WASH in health care facilities and climate resilience.
  • Knowledge of water quality issues, challenges and monitoring
  • UN experience
  • Knowledge of the local language
