How can you make a difference?

BACKGROUND:

In the framework of the two-years joint work plan with the Ministry of Energy on WASH, the Bottleneck Analysis was implemented with the support of the regional office in a partnership with SIWI (Stockholm International Water Institute). This activity is part of a sequence of activities to enhance national institutions technical capacity for better understanding and finding the challenges. It should be rolled out to provinces and an online analysis framework to be designed. It also needs to be managed/updated and used for better planning to overcome sector problems.

Over the past years, Iran has faced serious and series of challenges such as drought, water scarcity, earthquakes, and floods. Also, Iran is home to many Afghan refugees in the country and this number will be increased due to the current political situation in Afghanistan.

In light to address the above challenges, Iran Country Office is in a need of immediate dedicated National Technical Capacity to support Health and Nutrition section in WASH-related tasks as well as Climate/Environment, and DRR issues.

This capacity will manage and supervise the joint work plan with the Ministry of Energy, and advocate for and engage with Children/Youth Right by ensuring visibility at climate and environment policies and strategies.

Rules and responsibilities:

The WASH Officer is accountable for technical contribution to programme/project design, planning, administration, monitoring and evaluation of WASH programme/project activities, activities relevant to climate change and environment, data analysis and reporting, and committed to enhancing teamwork and capacity building of partners aligned with the objectives of the work plan.

1. Technical oversight of the planning, construction, operation and maintenance of water and wastewater network

Provide technical support to Government, UN and NGO partners on the coordination, planning, construction, operation and maintenance of the WASH services for vulnerable community and provision of support to refugees in camps during crisis and ensuring the implementation of activities as per the standards and CCCs.

2. Programme/Project Management

Ensure the availability of accurate, complete, and up-to-date information required for effective WASH programmes and project design, implementation, management, monitoring and evaluation. Support development of WASH projects for the next country programme. Draft WASH programme budgets for review by the supervisor, including concrete steps to enhance emergency preparedness and response. Ensure the integration of climate change and the environment, as per UNICEF policy and guidelines, into the new country programme cycle.

3. Programme Efficiency and Effectiveness

Enhance programme efficiency and effectiveness through evidence-based approach and implementation follow-on, including monitoring UNICEF inputs, local conditions and resources, the flow of supply and non-supply and emergency assistance and WASH programme status.

4. Work Plan and Programme Documentation

Analyze collected data and information and prepare progress/final reports; draft changes in WASH project work plan and assist in the identification of required supplies and equipment (for both development and emergency orientated activities) as well as in the drafting of Country Programme Recommendations and other programme documentation, assuring accuracy and consistency with established rules & regulations and action plans. Ensure the new program capture climate change and environmental impact on the water supply and set the way forward for the engagement of UNICEF.

5. Programme Implementation Information and Data

Ensure the appropriateness of financial, administrative and supply documentation; verify that WASH programme expenditures are within allotments and the data is consistent with the programme information and database. Follow up on queries or initiate corrective action(s) on discrepancies. Collaborate with Monitoring & Evaluation officer on maintaining a gender & equity focus in WASH data collection and reporting.

6. Knowledge Sharing

Compile WASH programme implementation, preparedness, and training and orientation materials to promote knowledge sharing with counterparts, WASH sectoral stakeholders, donors, and media.

7. Communication and Networking

• Ensure the effective communication and networking developed and maintained through partnership and collaboration.

• Collaborate with Operations staff to implement internal controls systems and resolve day-to-day issues or discrepancies in financial or supply management.

• Team with local Government and sectoral stakeholders' counterparts to exchange information on WASH programme implementation, status, capacity and risk mapping, preparedness as well as prepositioning and distribution of supplies.

• Coordinate with members of the development community, including NGOs, UN and other agencies/organisations in the exchange of information relating to the WASH sector. Where appropriate support the IASC WASH Cluster during preparedness and response to emergencies

To qualify as an advocate for every child you will have…

• An advanced university degree in one of the following fields is required: water, sanitary engineering, or other relevant technical fields; Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, climate change, or a field relevant to international WASH related development assistance.
• A first University Degree in a relevant field combined with two additional years of professional experience may be accepted in lieu of an Advanced University Degree.
• Additional relevant post-graduate courses that complement/supplement the main degree is a strong asset.
• A minimum of four years of professional work experience in WASH-related programmes is required with a strong focus on WASH (in an emergency), Climate, WASH in schools/health facilities and Behaviour Change programmes as well as gender and inequity.
• Fluency in Farsi and English is required. Knowledge of another UN working language is an asset.
