The United Nations Convention on the Rights of the Child, which forms the basis of UNICEF’s work, is the first legally binding international instrument to incorporate the full range of cultural, economic, political, and social rights for children. The 2030 Agenda for Sustainable Development, established in 2015, reaffirmed a global commitment to ensuring the "availability and sustainable management of water and sanitation for all" (SDG 6). Safe drinking water and hygienic toilets protect people from disease and enable societies to be more productive economically.

UNICEF’s support to the WASH programme in Afghanistan is designed to increase access to drinking water and access and use of basic sanitation in deprived and vulnerable communities, schools, and health care facilities, contributing to reduction in child mortality and morbidity from malnutrition and WASH-related diseases. By using cost-effective, innovative, and drought-resilient approaches, higher levels of service quality and sustainable of water supply services will be achieved. Open defecation is the worst form of sanitation, posing a direct health hazard to the entire community where open defecation is still practiced. The WASH programme supports also focuses on ending open defecation by encouraging people to construct and use toilets will have a major impact on the reduction of diarrheal diseases morbidity in children under-five years of age.

• Facilitate to ensure timely and quality implementation of 2022 Water and Sanitation WASH RWP and HAC activities / targets in North-East communities, schools, health center and emergency response to the vulnerable people also advance progress towards achieving Menstrual Hygiene Management (MHM) goals. • Update progress against provincial and district targets for achieving Open Defecation Free (ODF) status in the target areas especially through monitoring and reporting on continued community compliance with Community Led Total Sanitation (CLTS) ODF goals • Coordinate the distribution of Behavior Changes Communication (BCC) materials on use of safe water, environmental sanitation, good hygiene practices and the new MHM guidelines for school also promotion and facilitation of hygiene education in health centers, schools, and Community Based Education (CBE) centers • Provide technical support to PRRDs on timely technical assessment, design, and feasibility assessment on implementation of WASH facilities in community, schools, and health centers.
• Ensure quality assurance of implementation of activities through frequent field visits and close supervision and monitoring of WASH facilities at community, school, and health centers level of targeted provinces in North and Northeast (NNE), collect data and share reports with partners and different stakeholders, reporting on critical issues, bottlenecks, and potential problems for a timely action. • Coordinate with WASH extenders and collect and consolidate their data and update the tracking sheet for the completed, ongoing, and planned projects in their respective areas. • Coordinate WASH cluster meetings for WASH in emergency partner to ensure timely WASH response during emergency and avoid resource duplication. Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are required to:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Water and sanitation related areas is required.

This position will be based in Afghanistan / Faizabad/Mazar-I-Sharief with the possibility to travel to other provinces pending on security clearness and management approval. National UN volunteer should respect all UN/Government instructions and measures related to COVID-19 context. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions.
