This is a UNV National Youth contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Youth contracts.

Eligibility criteria

Candidate age: between 18 and 29 throughout the entire duration of their assignment. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Within the delegated authority and under the supervision of WASH Specialist (and WASH officers), the UNV [WASH Officer] shall perform the below tasks:  Undertakes regular situation monitoring in specific areas based on specific requests, to assess the overall situation and any unmet needs in particular of women and children in these areas.  Undertakes regular field visits (daily/weekly/monthly) to monitor (WASH) projects/program. Field monitoring will focus on: a) Assessing WASH project/program implementation, quality, quantity, progress and achieved results, against to the signed off PCA (Program Cooperation Agreement), PD (Program document), SSFA (Small-Scale Funding Agreement), WP (Work Plan), corporate and service contracts (construction works for water and sanitation infrastructures/systems, water trucking, water quality monitoring, garbage collection, desludging, HP interventions as well as COVID-19, etc.). b) Verification of WASH projects supplies delivered and works undertaken, including reporting of progress, delays and bottlenecks; c) Post-distribution monitoring of WASH supplies to assess the beneficiaries’ views in terms of quality, timeliness and relevance of supplies delivered. d) Technical Monitoring of the overall performance of WASH project/program implementation (construction works for water and sanitation systems, water trucking, water quality monitoring, garbage collection, desludging, HP interventions as well as COVID-19, etc.). e) Reporting any actual or potential deviation from implementation against the planned targets.  Verifies and validates data in progress reports prepared by implementing partners  Conduct rapid emergency WASH need assessment whenever requested by the supervisor.

 Conduct technical assessment and collect technical data for WASH services/projects requirement in the coverage area.  Draft technical documents BoQs/Drawings, etc. for the WASH services/projects requirement in the coverage area,  Periodic technical supervision/monitoring for the construction/rehabilitation works by UNICEF IP.  Performs due diligence for new partners as guided by supervisor, including filling out all required UNICEF Iraq due diligence forms,  Communicates, coordinates and manages relationships, with implementing partners, authorities and related government offices, in consultation with the respective UNICEF Chief of Field Office or his/her delegate.  Assists with any other emergency activities as requested by supervisor;  Any other program specific related task assigned by supervisor,  Following every field visit, the UNV produces a field trip report according to a standard format and submits the report to his/her supervisor, the UNV also provides immediate update to his/her supervisor by email/phone.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

A University degree in one of the following fields is required: Civil engineering, sanitary engineering, or another relevant technical field. Advanced University degree can be an advantage.

Required experience:

24 Months

Experience remark:

A minimum of two years working in humanitarian and/or development context with UN or Govt or NGO is required. At least two years’ experience in monitoring/ Supervising (WASH) Water and Sanitation and Hygiene promotion projects. Experience in collecting and compiling quantitative and qualitative data is an asset. Note: this position is a field-based position. The UNV shall be a resident/citizen in the same area of the assignment.

Language skills:

  • English(Mandatory), Level - Fluent
  • Arabic(Optional), Level - Working Knowledge

Area of expertise details:

  • Proficiency in MS Office with the use of IT facilities for information-sharing and/or database management.
