JOB DESCRIPTION Job title: WASH Officer Band: H Reporting to: WASH Team Leader Technical line manager: Area Manager Direct reports: None Unit/department: WASH Location: KIBONDO

Overall purpose of the role: The WASH Officer under the management and supervision of the WASH Team Leader will be responsible to implement different activities of the DRC-related WASH programs to ensure the program’s objectives are achieved. The post holder is directly responsible for all Water Access, Sanitation and Hygiene aspects of WASH in camps and host communities.

Responsibilities: •To provide day-to-day technical support and supervision of construction of WASH facilities including construction of various water access initiative, types of community latrines i.e., household latrines, the family shared latrines, child-friendly latrines, people with special needs latrines, installation of handwashing facilities, decommissioning and replacement of full latrines at camps and implementing WASH activities at the selected host communities. •To provide technical function during the execution of the WASH project in order to ensure the highest quality standards directly in line with SPHERE Standards and engineering standards are met. S/he collaborates with respective other Managers of different sectors in guidance and strengthening WASH programming. •To provide day to day hygiene promotion activities through supervising the Community Health Promotors who are working directly with refugees to ensure that they provide knowledge, to change altitude and adaptation of good hygiene practices led to reduce the transmission of communicable diseases as well as to ensure that POCs are received and use properly the distributed various hygiene kits at their respectively camps and surrounding host communities. •Together with the WASH team, a hygiene, and sanitation officer is required to do proper supervision of the construction of sanitation facilities i.e. construction of various types of latrines including household latrines, the family shared and emergency latrines, decommissioning and replacement of full family shared latrines and installation of handwashing facilities. •Together with the government extension staff, specifically, the Health Assistants (HAs), and Village Health Teams (VHTs), play a lead role in mapping out communities for village sanitation improvement, especially during the CLTS/PHAST/CHAST roll-out exercises. •Identify appropriate interventions based on the review of the evidence of barriers to performing the behavior, effective communication channels, public health risks assessment, and past experience, and in consultation with government and partners, chose the mix of interventions that is right for the context, the target groups, target behaviors and settings you have identified. •To ensure that all work is carried out in a way that is sensitive to community needs and gender issues. In particular to promote the full and equal participation of women in all aspects of the work and to ensure that DRC’s response is in line with the needs of the refugees. •Work with the Hygiene and Sanitation clusters at community levels in identifying, mobilizing, and sensitizing target communities for sanitation and hygiene promotion. •Implement hygiene promotion activities building on existing community engagement activities (e.g. hygiene, health, education, nutrition promotion) •Participate in the collection of useful data success stories and beneficiary lists as required. •Participate in preparing monthly/quarterly/annual highlights/reports for donors. •To lead the training to the WASH committee related to hygiene and sanitation issues. •Support with distribution of various kits in order to serve in a proper way. •Contribute to grant proposals in the area of hygiene and sanitation facility construction and promotion. •Ensure integration of WASH activities with other DRC sectors. •Ensure effective implementation of the WASH Projects in line with the UN and Tanzania National Standards and Policies. •Provide technical support to WASH Assistants to ensure they execute their duties effectively. •Ensure quality control of implementation of WASH activities in accordance with SPHERE, UNHCR, and Tanzania National standards. •Execute other duties assigned by the supervisor. •Uphold DRC’s code of conduct and principles of accountability.

Education: •Minimum Bachelor’s Degree in Environmental Health Science, Water Engineering, or WASH-related course •Documented skills in project planning and design, drafting, calculation, and technical draughting and interpretation of technical drawings. •Thorough knowledge of construction national and international standards. •Excellent computer skills in programs such as AutoCAD, ArcGIS, and Microsoft office.

Languages: •English •Kiswahili •Knowledge of Kirundi a significant advantage.
