UNICEF as the leading United Nations child rights mandated organization is working with the Government of Afghanistan and other implementing partners to fulfil every child’s rights to Water. Within this, Access to sustainable (Water supply, Sanitation and Hygiene) WASH facilities are prioritized in the 2015-2022 Afghanistan Country Programme. UNICEF WASH program provides support to vulnerable children and their parents to get access to safe drinking water and sanitation facilities. UNICEF CR is closely working with local partners as per the Rolling Work Plan (RWP)0 2020- 2022 to support deprived schools, health facilities and water scarce communities to have access to safe drinking water supply, sanitation facilities and individual and collective adoption of appropriate hygiene practices Rolling Work Plan (RWP) reference numbers are 0060/A0/07/882/009 and 0060/A0/07/882/008) output 3. Deprived Schools and health facilities empowered to collectively adopt positive WASH practices and access appropriate WASH facilities and services including Menstrual Hygiene Management (MHM) for adolescent and pre-adolescent girls and output 2. Deprived and water scarce communities have increased capacity and systems in place to ensure and sustain open-defecation-free status, access to and use of at least basic drinking water supply, and individual and collective adoption of appropriate hygiene practices). To achieve its objective UNICEF supports emergency and development partners to deliver WASH services to deprived and vulnerable communities in CR provinces. UNICEF WASH program contributes to achieve Sustainable Development Goals (SDGs) 6 having strong focuse to contribute to SDG 6.1 and SDG 6.2.

Within the delegated authority and under the supervision of WASH specialist or his/her designated mandated representative(s), the UNV [WASH Engineer] will:

• Contribute in preparing of WASH YPOs for CR. • Follow up with colleagues (Program associates, WASH and emergency extenders, ..) and partners and keep up to date WASH project tracking records. • Follow up project payments with PA and finance team and inform WASH officer once payments transferred to partners account and receive confirmation from partners on settlement of fund to their bank account. Assure on time fund delivery to money service provider and from (Money Service Provider (MSP) to Community Development Councils (CDCs).
• Review and analysis WASH Extenders monthly reports and share short summary of the reports with the changes occurred during the reporting period to the WASH officer.
• Review and analysis WASH monitoring reports received from Third Party Monitoring partners and share short summary of the challenges, recommendations, and action points. Prepare and share follow up action plans for implementation of the recommendations and make sure the action plan is implemented and WASH officer is informed regularly. • Collect and compile emergency stock and response reports from partners in monthly bases and submit it to WASH officer for review and finalization. • Keep record of available NFI stock pills in CR and partner warehouse and share it with WASH officers/specialist in a monthly basis. Make sure prepositioned NFIs are distributed before the expiry dates of NFIs. • Ensure End User Monitoring is done for all the distributed NFIs and WASH interventions. Collect, compile and analysis End User Monitoring (EUM) and Post Distribution Monitoring (PDM) reports and present the findings to WASH officer in monthly bases. • Monitor WASH AWD and other emergency ongoing responses in different locations of CR. • Keep contact with emergency partners in the provinces and make sure UNICEF prepositioned supply are distributed to target beneficiaries as per the agreed MoU with partners. • Support in documentation of lessons learnt and good practices for WASH and emergency programs and support in preparing of factsheets for WASH interventions. • Proper management of the data and information received from the field and the WASH officers. • Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers Programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

survey, design, implementation, management, and coordination of WASH projects is required. Having experience in emergency related projects is an asset. • Professional Computer skills in MS office, AutoCAD, WaterCAD, Water GEMs, GIS, EPA NET • Report writing skills in English, Pashto and Dari is required. • Excellent oral and written skills; excellent drafting, formulation, reporting skills. • Accuracy and professionalism in document production and editing. • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. • Solid overall computer literacy, including proficiency in various MS Office applications (Word, Excel, Power point, Outlook etc.) and email/internet; familiarity with database management; and office technology equipment. • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness. • Have affinity with or interest in field of Water supply, sanitation and hygiene volunteerism as a mechanism for durable development, and the UN System.

The WASH UNV will be based in UNICEF CR Kabul Office where all the required facilities are available.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
