Overview

Formulate strategic sanitation and hygiene master plans for Sudan.

You have:

• An advanced university degree (Master’s or higher) in civil / environmental / water engineering, sanitary engineering, Public Health or related field.
• A minimum of ten years of relevant professional experience in development programming at International level.
• Prior work experience with UN and bilateral/multilateral donors.
• Relevant work experience in preparation of sanitation and hygiene sector master plans for urban areas in a developing country.
• Good knowledge and expertise in data analysis tools and techniques, Excellent English language skills, working knowledge of Arabic an advantage.

Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan's children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofan's, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan's school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan's 18 states.

How can you make a difference?

Key Activities/Tasks:

1. Formulate ten-year strategic sanitation and hygiene master plans for the towns of i) Nyala and ii) El Gneina based on available data and through stakeholders’ consultations providing prioritized targets, financial phasing and agreed to strategies and approaches

1. Conduct literature review and produce an inception report outlining a clear approach and methodology to be undertaken, tools to be used and detailed timeframe for the development of the masterplans.
2. Conduct stakeholder mapping to define different partners including government, private sector and NGOs involved in sanitation and hygiene promotion.

3. Plan, design and implement the WASH situation analysis including:

4. Institutional review for WASH services delivery in the targeted state capitals.

5. Capacity assessment for the localities and state government regarding sanitation and hygiene service provision.
6. Waste management assessment covering solid waste, faecal sludge and grey water.
7. Household sanitation financing assessment to identify existing or potential sanitation financing approach.

8. Assessment of private sector participation in sanitation and hygiene services in public places and institutions.

9. Conduct regular stakeholder consultations to solicit contributions at all stages of the master plan development.

10. Prepare master plan documents including priority actions, implementation modalities, budget and timeframe taking into consideration, local context.
11. Conduct workshop to solicit stakeholders’ feedback on the draft mater plans.
12. Prepare, submit and get approval of the final master pan document.

2. Review and update existing mater plans for the towns of Elfasher and Zalingei in consultations with stakeholders

1. Review the existing master plans, achievements made on phase 1 of the master plans, consult key implementing partners and produce an inception report outlining a clear approach and methodology to be undertaken, tools to be used and detailed timeframe for the updating the masterplans.
2. Conduct stakeholder workshop to review the overall progress against the master plan provisions, conduct required analysis (SWOT, Visioning, service delivery gap analysis, budget review and projections etc)
3. Prepare updated master plan documents including priority actions, implementation modalities, budget and timeframe taking into consideration, local context.

4. Conduct workshop to solicit stakeholders’ feedback on the draft mater plans

5. Prepare, submit and get approval of the final master pan document.
