Overview:

The Government of Bangladesh is committed to achieve the Sustainable Development Goals (SDG: 2016-30) as framed by UN. GOB-UNICEF WASH project has been contributing to achieve the SDG 6 i.e. Ensure availability and sustainable management of water and sanitation for all.

GoB-UNICEF WASH Project component has started working in Homna and Tarabo Pourashava since January 2021 to complement the Bangladesh Municipal Water Supply and Sanitation project funded by Asian Infrastructure Investment Bank (AIIB) and World Bank (WB). The AIIB/WB loans are being utilized to increase coverage and enhance quality of water supply through piped water service. Sanitation on the other hand is lagging with very low coverage. UNICEF is attempting to bridge the gap of sanitation/ hygiene services and consequently generate a synergistic effect from having all WASH services available in one location at the same time. The project is also supporting the Pourashava by building capacity and strengthening its system to effective and efficient management of WASH activities. The project has an aim to develop a business model for the Pourashava to continue the WASH services for the dwellers in a sustainable and effective manner.

The state of sanitation is quite poor in both the Pourashavas. In Homna, 20% latrines found in hygienic condition while 80% of it are unhygienic. Again, 2% households still practice open defecation while 40% are using shared latrines. In Tarabo, 39% households are using individual latrine and 61% households are using shared. However, 16% of the total numbers of latrines found hygienic and the rest 84% are in unhygienic condition.

Based on the above scenario, the GoB-UNICEF project component has now focused to support the Pourashava authority to improve the sanitation situation in both the Pourashavas to reach at least 80% people having access to improved / basic toilets by 31 December 2022 along with practicing hand hygiene through engaging small local entrepreneurs /private agency. UNICEF will also support the Pourashavas on capacity building and system strengthening for efficient management of WASH activities in a sustainable manner.

Work Assignment Overview:

Tasks/Milestones:Deliverables/Outputs:Timeline:1.1 Analyze the challenges of achieving universal coverage by improved toilets and hand hygiene and prepare an implementation plan with the Pourashava to achieve the targets.

1.2 Prepare decentralized WASH plan for each ward and get it implemented locally by the ward councilors and other stakeholders.

1.3 Use the baseline report and Shit Flow Diagram (SFD) as an advocacy tools, analyze the Pourashava budget and assist the Pourashava to get increased resource allocation for WASH services.

1.4 Sharing progress with challenges to the stakeholders particularly Pourashava Mayor, Councilors, Civil Society Organizations, Sanitary Product manufacturers and get their commitments / effective roles for achievement 100% sanitation coverage through dialogue/meeting/workshop.

1.1. Implementation plan with details activity endorsed by the honorable Mayor

1.2.Decentralized Ward based WASH Plan endorsed by Councilors

1.3.At least 10% budget increased for WASH services compare to the last year budget.

1.4.Quarterly stakeholders consultation conducted, Action Plan/ Commitment of Pourashava Mayor and Councilors developed to improve the sanitation coverage in the Pourashava through supporting private agency / sanitary product manufacturers

42 days2.1 Capacity building of the private agency/ small entrepreneurs manufacturing sanitary products, pit emptier to support the families intends to install an improved toilet.

2.2 Support the Mayor in identifying the ultra-poor people to subsidize the improved toilets through 20% of ADB money and allocation from the AIIB/WB project.

2.3 Link at least one Micro Finance Institutions (MFIs) with the Pourashava, sanitary product manufacturers and the community/families to arrange soft/easy loan or to get access to PKSF provided zero interest sanitation loan to increase coverage of improve toilet.

2.1. Capacity building training report, attendance, action plan, targets for installation of improve toilet

2.2. Criteria for identifying ultra-poor people developed to get subsidized toilets with list of beneficiaries got access to improved toilet.

2.3.At least 30% poor families got access to loan from MFIs and installed improved toilet in their premises.

3.1 Use SanMarkS approach to nurture market-based sanitation and to work both in demand and supply side to reach 80% sanitation coverage in the Pourashava.

3.2 Guide Youth Volunteers to educate 50,000 benificairies on importance of improved sanitation and to create demand for installation of improve toilet and hand washing device.

3.3 Identify and support at least one Private business organization and engage them with Pourashava for ensuring improve sanitation services to the community and guide them to develop a Sustainable Business Model.

3.1.Develop curriculum and conduct training on SanMarkS covering all stakeholders

3.2.Guideline for Youth Volunteer (YV), conduct training, set targets for Youth Volunteers i.e. each YV will work with 50 families to install basic toilet and handwashing device.

3.3.MOU between Pourashava and the business organization and a model developed for sustainable support for installation and maintenance of basic toilets for the family/community.

4.1 Support Pourashava to develop a Mutual Accountability Mechanism for establishing sanitation rights for poor, hardcore poor, disabled, pregnant women, children, elderly and other destitute people especially women and girls through community consultation.

4.2 Develop a citizen platform to claim water and sanitation rights of the people to the Pourashava authority.

4.1.Approved Mutual Accountability Mechanism framework and guideline for establishing sanitation rights

5.1 Develop operational guidelines for the Pourashava to implement Sanitation Project in collaboration with key national and sub-national actors and consolidate information from last year activities into operational guidelines that should cover both development and emergency including COVID-19.

5.2 Develop Minimum standards, including Operation and Maintenance guideline for household and institutional sanitation facilities in contexts of the Pourashava.

6.1 Develop Hygiene Promotion Strategy for Schools and Communities including menstrual health and hygiene in context of the Pourashava factoring COVID-19.

6.2 Develop a communication strategy for Safely Managed Sanitation through review of existing promotional materials to make it target (audience) specific for Pourashava contexts.

6.3 Design and conduct training/ workshop/ orientation/ refreshers for the project staff and Youth Volunteers (YVs) on Community Resource Mobilization and use, Safe Sanitation, Hand Hygiene.

6.4 Conduct mass campaign / awareness building on safe sanitation including fecal sludge management and ODF community.

6.1.Hygiene Promotion Strategy in consideration of Pourashava context with facilitation Handbook

6.2.Design or upgrade audience friendly IEC/BCC materials on sanitation and hand hygiene

7.1 Training /refreshers training for the Mayor, Councilors, officials of the Pourashava on SDG6.2 Pourashava Act, Pro-Poor strategy, etc.

7.2 Develop skills/capacity of Community Mobilizers (CMs), Youth Volunteers to perform their job properly through in-house and on the job training.

7.3 Provide technical support to the Pourashava to conduct WatSan Committee meeting, TLCC meeting, Ward Sanitation Committee meeting, etc.

8.1 Strengthen monitoring and in-depth analysis of data to track sanitation progress, follow- up monitoring and documentation and reporting back/ sharing with Mayor and Pourashava officials/ DPHE about the performance of Pourashava and corrective measures.

8.2 Document lesson learnt and prepare human-interest stories/ case studies, including video footage.

8.1.Progress sharing on quarterly basis with the stakeholders, receive comments/feedback and develop action for way forward.

Minimum Qualifications/****Knowledge/Expertise/Skills required:

A university degree (Bachelor) in Social Science or Public Health Engineering, Civil Engineering (Water resources/ Environmental sanitation) Business Administration or a field relevant to WASH related development assistance.

  • A minimum of 2 years’ of relevant work experience in development field, preferably in the water and sanitation sector (UN or development agency, donor, government regulatory body, academic institution or the private sector);
  • Extensive experience in organizing and facilitating meetings/workshops/seminars.
  • Familiarization with the policy environment of Bangladesh, the challenges within the WASH sector and the capacities of various stakeholders, would be considered an asset.
  • Good interpersonal, leadership and management skills in implementing multi-party development projects.
  • Well conversant with the development programme aspects of water supply and sanitation.
  • Working experience with donors funded Government projects/organization/international NGOs
  • Good written and spoken English.
  • Computer skills especially in word processing, spreadsheet and PowerPoint presentation is preferred.

Work Modality: Office based - Office in selected Pourashavas

Payment Modality: Payment will be made on successful completion of each deliverables and upon certification from supervisor

Travel/DSA: Will be paid as actual based on UNICEF policy and procedure, of applicable
