Position: Shelter and WASH Coordinator

Reports to: Head of Program

Supervision of: None

Duty station: Kampala

Travel: 30%

Duration and type of contract: 12 Months

  1. Role and responsibilities

The Shelter / WASH Coordinator (Water, hygiene and sanitation / shelter & Construction) will be responsible for implementing the portfolio of projects made available to him/her in Uganda

Generic responsibilities (max 10)

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

  1. Compliance with and Adhere to NRC policies, procedures and other directives
  2. Contribute to the development of NRC country strategies, Areas and areas of competence
  3. Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
  4. Identify trends, technical standards and donor priorities
  5. Follow up on compliance with contractual commitments within WASH/Shelter, ensure high technical quality and synergies in project implementation
  6. Ensure that key learnings are extracted from Shelter implementation, and incorporate them in Shelter and staff development processes 8. Provide systematic training and build capacity of technical staff
  7. Implement technical guidelines and ensure high technical quality of project activities. Includes providing technical direction and project implementation support
  8. Provide regular progress reports to area managers and the WASH / Shelter specialist
  9. Represent NRC in relevant forums/WG, including with national authorities and donors
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly

  1. Plan, coordinate and conduct WASH and Shelter assessments in Uganda
  2. Ensure quality control of all WASH and Shelter activities.
  3. Guarantee that all activities comply with norms and standards and other directives defined in the proposals
  4. Develop, support implementation of monitoring systems for the proper implementation of work plans and commitments to donors based on the general framework determined by the needs assessments and the national WASH and Shelter strategies,
  5. Support in developing WASH and Shelter strategies, TOC and MLFA
  6. Prepare / develop narratives and budgets for new proposals in collaboration with the area manager and the Core Competences specialist
  7. Produce periodic reports of all WASH and Shelter activities in the area under his responsibility.
  8. Manage and control the finances and budgets of the program, ensuring that all project activities comply with expenditure levels;
  9. Prepare and actively participate in GOM, GRM and GCM meetings.
  10. Ensure constructive collaboration with other NRC programs within the mission, local partners, local authorities, as well as other humanitarian and development partners
  11. Represent NRC in the Wash and Shelter coordination forums and ensure that the work of the NRC in its area of ​​responsibility is coordinated with the efforts of other actors
  12. Adapting the preventive measures of the COVID-19 pandemic

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Project planning: Livelihoods and Food Security Specialist;
  • Area operations: Support Coordinators/PM (field office coordinator);
  • Staff capacity building: LFS Specialist, HR Development Officer
  • Implementation: Support team (logistics and finance) and Field Programme teams/Local implementing Partner

Generic professional competencies for this position:

  • Minimum 3 years of relevant experience within field of expertise
  • Technical specific knowledge from the humanitarian sector
  • Previous experience from working in complex and volatile contexts
  • Documented technical competences related to the position’s responsibilities
  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal
  • Context related skills, knowledge and experience (shall be adapted to the specific position):
  • Master or more in Hydrology, Public Health, Water Engineering, Civil Engineering and other related fields
  • Minimum experience of 5 years in a senior position in the implementation of a WASH and / or Shelter project
  • Experience working in complex crisis areas.
  • Knowledge of the context of the central and northern areas will be a considerable asset
  • Technical knowledge of WASH both hardware and software and preferably experience with Shelter activities
  • Good command of French, oral and written. Basic knowledge of English
  • Knowledge of the urban and rural context
  • Adequate knowledge of data management and monitoring and evaluation skills
  • Knowledge of AutoCAD and other Microsoft software
