Job Description

Background:

The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery, and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Scope:

The WASH and Construction Officers report to Emergency Rapid Response (ERR) Manager and responsible to assist ERR manager in planning, management and monitoring of EH intervention around IDP centers and Kebeles. The program focuses on maintaining to ensure adequate environmental health conditions and protection are met in the collective IDP centers of conflict affected/displaced communities in Sitti and Fafen Zones as well as drought affected/displaced communities in Fafen Jarar, Korahey, Shebele, and Afder zones where the IRC is mandated to implement projects.

The principal role of one of the officers is doing assessment/planning, designing, development/rehabilitation of water supply and water trucking and the day-to-day operation of programs for drought affected/displaced communities in Fafen Jarar, Korahey, Shebele, and Afder zones, while the role of the other officer includes doing assessment/planning, designing, development/rehabilitation of water supply and sanitation structures, and plans and monitors the construction of the child friendly space in the IDP centers, and ensuring WASH integrated with protection projects and responsible for planning, implementation and monitoring and evaluation of WASH and protection sector construction component in the IDP centers and the day-to-day operation of the project construction for conflict affected/displaced communities in Sitti and Fafen Zones. The Officers will also implement capacity building of staff and partners in their respective work assignments. Furthermore, the WASH and Construction officers will assist the ERR Manager in maintaining effective operational processes with supply chain, HR, Finance teams and managers, and demonstrates consistent representation and coordination with partners as well as proper management of the financial, material and other resources under the program

This position reports to the ERR Manager and will organize and send formal and informal report to the ERR Manager.

MAJOR/KEY RESPONSIBILITIES AND TASKS:

- In collaboration with other team members, the WASH and Construction officers undertake detail need assessments. - Identify water supply systems to rehabilitate and maintain. - Prepare design & detail bills of quantities, budget estimates in response to emerging emergencies throughout the intervention area and forward to supervisor for review. - Prepares detail WASH and protection sector physical construction & financial implementation plan for emerging emergency responses. - Plan and monitor labor required towards implementation of emergency response interventions and ensure the proper implementation of the same as per set norms and standards. - Monitor the progress and implementation of small, contracted construction intervention as per the contract policy. - Prepare detail specification for construction and items to be procured and ensure its procurements are as per set specifications. - Identify and establish water trucking and water treatment sites. - Monitor water trucking operations and water treatment systems. - Works closely with, Zone/Woreda Water and Health Offices towards efficient and effective implementation of the response. - Works in collaboration with IRC Hygiene Promotion and protection to ensure the construction site and implementation as per the client need and safely access - Produces activity progress reports as per the preset reporting schedule and submit to the supervisor and Emergency Rapid Response Manager. - Prepare brief emergency related monthly updates and submit to the supervisor/ Emergency Rapid Response Manager and copy to Protection Manager when necessary. - Takes additional works as assigned by supervisor.

Qualifications

BSc Degree or MSc Degree in civil engineering, Hydraulic Engineering or Water Resources Engineering from a recognized University

At least 4 years of experience for first degree holder and 1 year experience for Post graduate holder with Water Supply and Sanitation design and supervision activities and civil construction design and implementation.

Demonstrated practical experience in construction/rehabilitation of rural water supply systems especially in spring development, plumbing, construction/repair of hand dug wells, installation/repair of hand pumps is a must.

Experience on managing the construction and maintenance of large-scale motorized schemes specifically deep boreholes has added value.

Demonstrated experience in managing labor and material at construction site.

Knowledge of SPHERE standard and Project Cycle management is an asset.

Experience of engineering software’s like AutoCAD and basic computer skill has value.

Flexible and committed to work under pressure.

Having a demonstrated experience to work with government partners and structures is essential.

Demonstrated experience in supervising construction works specially water supply schemes is an asset.

Experience in NGO will be an asset.
