Contract

For 75 years, UNICEF has been working on the ground in 190 countries and territories to promote children's survival, protection and development. In Haiti, UNICEF implements a multi-sectoral programme including health, education, nutrition, protection, water, hygiene and sanitation.
In the WASH sector, in close collaboration with other sector donors and partners, UNICEF supports the National Directorate of Water and Sanitation (DINEPA) and its regional entities (OREPA) for the development and implementation of national policies and strategies to improve access to water, sanitation and hygiene to the rural and urban population at community level and also in institutions. 25% of the Haitian population still don’t have access to an improved source of drinking water while 20% of the population practice open defecation.
Moreover, due to its geographical position, Haiti is highly exposed to the incidence of climate change, including natural disasters. Haiti is classified as the most vulnerable in the Caribbean region, and the 14th most vulnerable country in the world. Between 2004 and 2018, the country faced 2 major earth-quakes, 12 notable hurricanes, 4 tropical storms as well as major flooding. The degradation of the coastal and urban environment constitutes additional risks to the sustainability of ecosystems, infrastructures and services, partly compromising the future generations.

Under the direct supervision of the Head of Field Office – Les Cayes and the technical guidance of the Chief of Water Sanitation and Hygiene (WASH) based in Port au Prince, the UN Volunteer is expected to work in close coordination with the Government, UN agencies, partner NGOs, municipalities and other key stakeholders to contribute to the successful development and implementation of the WASH programme and to the positioning of UNICEF in the area of climate adaptation and mitigation in the Southern region. (S)he will undertake the following tasks:
Provide technical support to UNICEF Les Cayes field office and partners on activities within the areas of WASH and climate change adaptation and mitigation.
Contribute to early deployment for the first phase emergency response to carry out needs assessment and contribute to the development and implementation of a WASH plan of response.
Assist UNICEF in the design, implementation and monitoring of Disaster Preparedness interven-tions in the Southern region of Haiti, including field monitoring missions, interaction with imple-menting partners, communities, government, municipalities and other relevant stakeholders.
Assist the conduct of technical feasibility studies, check engineering calculations leading to de-tailed drawings for required WASH infrastructures and activities with associated cost estimates and participate in the preparation of the tendering documents.
Assist the preparation of partnership agreements with NGOs and the implementation of activities in communities and institutions.
Participate in the monitoring of the implementation of WASH interventions and activities in the Southern region of Haiti and produce documented field reports with relevant recommendations.
Support the Regional Office for Water and Sanitation (OREPA) to setup a functional regional WASH coordination mechanism involving key sector and cross-sectoral stakeholders, and participate in the preparation and facilitation of regular coo

Required experience:
• Demonstrated interest and/or experience (ideally one year) in development, implementation, and monitoring of WASH-related projects/programmes.
• Climate change adaptation and mitigation planning processes and integration into sub-national and local projects and plans are an asset.

Haiti is a country with a lot of potentialities, but development efforts are undermined by continued environmental degradation, economic and social crisis, and political instability. The country remains vulnerable to unrest and sporadic violence. The entire country is in Security Phase III which requires authorization for all personnel movements.
Haiti is family duty station. The country has a tropical climate with an average temperature is 25 degrees Celsius and a hurricane season occurring from June to October. The ability to live and work in difficult conditions of developing countries is necessary.
Health: UN Volunteers should be aware that they are exposed to a number of tropical diseases and should complete all medical formalities specified in the offer of assignment before travelling and bring with them sufficient and appropriate medical supplies.
The following vaccinations are required and/or recommended prior to travel or upon arrival: typhoid, hepatitis A and B, yellow fever (required for travelers arriving), polio, tetanus/diphtheria, measles-mumps-rubella (MMR), malaria (prophylaxis is recommended for almost all parts of the country).
Personal and Home Security is your own responsibility. All the UN personnel including UN Volunteers are advised to have 24-hour security outside your residence. UNDSS will give you a Security Briefing upon your arrival, including suggestions for improvement in the security situation of your residence, and will also make sure the compliance to UN Minimum Operational Residential Security Standard (MORSS). Local security is at stake with high insecurity rate and impunity.
UN Staff including UN Volunteers have a 24 hours’ full access to a UN Medical Clinic. In addition to that, within UN Base premises, there is a cafeteria and supermarket where you can buy all kind of food/non-food items. It is recommended to use only Mineral Water during your stay in Haiti, as local water is poorly treated and unsafe to drink.
Food and water: Fresh food is seasonal but varied. Restaurants can be found in the provinces but the standard, the quality of food and the level of hygiene may be limited. Potable water is available in most supermarkets at reasonable price.
Accommodation: Most UN Volunteers share houses/apartments in compounds. The UNV Field Unit assists in identifying an apartment or house, e.g. by arranging to visit houses that are currently available.
Les Cayes is a city of approximately 85,000 people located in the Department of the South. It is a non-family duty station and staff is entitled to Rest & Recuperation (R&R) every 8 weeks. Even if the city is smaller and safer than Port au Prince, it offers supermarkets and restaurants but with less choice than Port au Prince and the same security restrictions apply. In order to enjoy a rewarding experience, UN volunteers carry out their duties with flexibility, commitment, and a willingness to live and work in challenging conditions including heat and limited water and electricity supply.
