THE ROLE ORGANIZATIONAL CONTEXT

Hunger in Sudan, in all its forms, remains an enormous challenge. Over 15 million people were food insecure in 2022, an increase from 12 million in 2021. This deterioration in food security is fueled by the combined effects of economic and political crisis, conflict and displacement, climate shocks, including droughts and floods, and poor harvests during the previous agricultural season, which have significantly affected peoples’ access to food. With the deterioration of the macroeconomic environment characterized by high inflation as well as global prices increases in cereals and fuel, the purchasing power of households has significantly diminished.

WFP Sudan’s operation is one of the largest and most complex in a context of continuous political uncertainties and a vast array of challenges. In 2022, WFP reached a record 9.3 million beneficiaries, including 2.9 million IDPs, 5.4 million residents, and 600,000 refugees through a variety of programmatic activities ranging from emergency assistance, nutrition, school meals, asset creation and post-harvest losses management.

The Vulnerability Analysis and Mapping (VAM) unit plays a critical role in guiding how WFP Sudan can best meet the humanitarian and development needs of people affected by shocks.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of Programme, the incumbent of this position will lead VAM’s strategic and operational work on food security, nutrition, markets and resilience assessments and analysis. She/he will oversee the systems and tools for beneficiary targeting and prioritization,to inform programmatic decision making. The candidate will lead a diverse team of national and international staff. The responsibilities will include:

• Provide expert advice and support WFP and its partners on matters pertaining to food security and nutrition strategies, policies, programmes, and ensure the timely and productive use of related outputs in a manner that complies with WFP standards and processes.

• Contribute to the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.

• Lead/conduct complex food security, nutrition, markets and resilience analysis and prepare timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of Country strategy, policies and programmes.

• Keep up to date with and advise on food assistance developments and issues and the potential impact upon WFP activities to enable timely and appropriate programme evolution and intervention.

• Provide advice and guidance on the development of programme activities, providing technical analysis, interpretation and recommendations to enable food assistance needs to be met effectively.

• Coordinate and/or provide technical support on global/regional/country initiatives to implement VAM activities.

• Lead operational partnerships, including inter-agency collaboration, to ensure a solid VAM support in both emergency and non-emergency settings.

• Manage VAM team, providing coaching and guidance as required to ensure appropriate development and enable high performance.

• Support the monitoring and evaluation of WFP activities, providing technical analysis, interpretation and information as required to support the assessment of activity impact.

• Represent WFP during meetings with partners to contribute to technical discussions, exchange of knowledge and experience, advocate for appropriate interventions (based on an evidence base), and identify areas for potential collaboration.

• Build capacity of WFP staff, partners and national government to conduct food security, nutrition, markets and resilience analysis to effectively inform preparedness and response activities.

• Provide leadership and support to relevant partners that are focusing on food security and nutrition to enable sharing of experience, lessons learned and best practice.

• Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.

• Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

QUALIFICATIONS AND KEY REQUIREMENTS

Education:

You have:

• Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree with eight years of related work experience and/or training/courses.

Experience:

You have:

• Typically eight years or more (of which three international) of postgraduate progressively responsible professional experience in food security, nutrition, markets and resilience assessments and analysis. Significant experience of leadership and managing large teams of staff with somewhat varied areas of expertise.

• Strong technical capability in food security assessment and targeting.

Language:

You have:

• Fluency (level C) in the English language.

• Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).

• Knowledge of country and cultural context in assessing food availability, access and utilization, and exposure to risks.

TERMS AND CONDITIONS

Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
