BACKGROUND

WFP's Regional Bureau for East and Central Africa covers one of the most food insecure regions of the world and an area with WFP's large operational footprint. There is a great need of providing timely and accurate food security and related information in order to support evidence-based programming in the region, and RAM activities have expanded significantly in recent times, covering both the needs assessment and programme monitoring related activities.

The RAM Unit is a technical information and decision support service for WFP and partners. The unit aims to provide high quality, timely and effective information to support and inform operational decision-making, well designed and better targeted programmes. This includes conducting household assessments, food security monitoring, geo spatial analysis, monitoring of food prices in local markets as well as conducting emergency food security surveys and in-depth studies to understand the nature of food insecurity affecting a population. RAM also assesses the risks to people’s livelihoods as well as tracking emerging food security problems. RAM’s analyses support WFP decision-making in designing and managing emergency and development programmes. This information is crucial for targeting the most food insecure people.

JOB PURPOSE AND CONTENT

WFP Regional Bureau Nairobi is seeking for National VAM Officer (NOA) to enhance the RAM evidence base that supports food security and nutrition policies and programmes. Under the overall guidance of the Head of RAM, and the direct supervision of the Lead Food Security Analyst, the incumbent will have the responsibility of supporting the planning and development of food security assessments and related analysis in the region. Additionally, he/she will lead and ensure that regional food security data and products are produced according to headquarters standards and policies.

ACCOUNTABILITIES/RESPONSIBILITIES

  1. Support with the coordination and development of vulnerability and food security assessments such as and not limited to: Emergency Food Security Assessments (EFSA), Comprehensive Food Security and Vulnerability Assessment (CFSVA), Joint Assessment Missions (JAMs), Rapid Food Security Assessments, Market Assessments, Minimum Expenditure Baskets (MEB) as well as other food security related assessments,
  2. Support with food security analysis and writing of food security and other reports,
  3. Support and manage VAM field office staff food security related requests,
  4. Take lead in translating complex food security data collection, analysis, and visualization tasks into technical requirements,
  5. Propose innovative and technological solutions to save time and improve performance and efficiency,
  6. Act as liaison with IT solution development teams to ensure tools and products are in line with requirements
  7. Support with trainings of WFP and non-WFP staff
  8. Perform other duties as required by the supervisor.

FUNCTIONAL CAPABILITIES AND SKILLS REQUIRED

  1. Proficient and fluent command of written and spoken technical English,
  2. Advanced understanding of food security analysis and proficient report writing,
  3. Advanced knowledge and experience in designing and programming digital data collection tools using technologies like XLSForms, ODK Suite, MODA, ONA and or Kobo alike platforms,
  4. Advanced knowledge and experience with statistical data analysis and modeling using tools like SPSS, R, Python, etc.
  5. Proficient knowledge and experience in building dashboards and business reports using business intelligence tools like Tableau, PowerBI, R Shiny, etc.
  6. Proficient knowledge of presenting complex data into both operational and executive visual summaries
  7. Good communicator and able to train large groups of people
  8. Diplomacy and ability to persuade key partners and stakeholders

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced university degree in Social Sciences, Economics, Statistics, Mathematics, Food Security, International Development, or related fields.

Experience: At least three years of progressively responsible experience in food security assessment and analysis, humanitarian assessments and/or information management.

Languages: Fluency in oral and written, a second UN language (especially French) would be advantage.
