BACKGROUND AND PURPOSE OF THIS ASSIGNMENT

The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. The Vulnerability Analysis and Mapping (VAM) Unit for Asia & Pacific, as the food security analysis service of WFP in the region, plays an integral role in ensuring that WFP’s response and technical support efforts are founded on a strong evidence base adapted to the realities of the region. As part of an ongoing regional effort, RBB VAM is committed to strengthening VAM capacities, products/tools and innovative approaches to ensure VAM function meets the current demand but also is well positioned to respond to and is able to anticipate future needs and demand from governments and partners in the region. A new RBB VAM strategy has been developed to best position VAM in support of Country Office (CO) VAM work; COs are engaging in innovative VAM work including climate and food security analysis, market assessment and monitoring; redefinition of vulnerability measures; high frequency data collection with VAM.

The job holder will work under the supervision of the Senior Regional Research, Assessment and Monitoring Adviser at WFP Regional Bureau for Asia and the Pacific to support VAM initiatives in the region.

KEY ACCOUNTABILITIES

  1. Coordinate and/or provide technical support on country initiatives to implement VAM activities including i) technical advice on methodologies, sampling, assessment tools; ii) analysis (food security analysis, essential needs approach, market analytics, affordability of diets, resilience, climate, etc); iii) reporting; iv) reviewing of information products; v) establishment/strengthening of food security and nutrition surveillance systems, etc.
  2. Provide support to COs on VAM strategy formulation, guidelines, and evidence generation for second generation of Country Strategic Plans.
  3. Coordinate VAM regional products, including monthly Early Warning Regional Analysis, seasonal monitor, country peer-review, updates and compilation of food security/Essential Needs Assessment (ENA) findings in the region by WFP and partners.
  4. Support the development and implementation of regional and country VAM strategies, guidance and priorities to enable optimization of VAM development, deployment and utility.
  5. Coordinate regional VAM calls and promote best practices by facilitating cross-learning between COs/RBBs/HQ.
  6. Collaborate cross-functionally to enable relationship building to align VAM activities with wider programmes and activities and ensure a coherent approach to meeting food assistance needs. Act as VAM Focal Point to Cash-Based Transfers (CBT)/ENA work in collaboration with CBT/Social Protection team and Supply Chain.
  7. Represent WFP during meetings with partners to contribute to technical discussions, exchange of knowledge and experience, advocate for appropriate interventions (based on an evidence base) and identify areas for potential collaboration.
  8. Build capacity of WFP staff (RBB and COs) to conduct food security, nutrition, essential needs, markets and resilience analysis to effectively inform preparedness and response activities

QUALIFICATIONS AND EXPERIENCE REQUIRED

Education: Advanced university degree in statistics, sociology, economics, nutrition, agriculture, geography, nutrition, international development or similar relevant discipline.

Experience:

  • At least 7 years (of which 3 international) of postgraduate progressively responsible professional experience in food security, vulnerability analysis or a closely related area, such as food security information management systems.
  • Has led surveys, multiple food security, marketing, essential needs and/or nutrition assessments in countries, including the design, data collection and analysis to inform decision making.
  • Has solid track record of report writing.
  • Has experience in partnership building and capacity building for national partner.
  • Has participated in design and implementation of programmes focusing on food security and resilience building.

Technical Skills and Knowledge:

  • Strong knowledge of statistical analysis for humanitarian purposes. Advanced software skills in SPSS or other statistical software is required.
  • Strong English written and oral communication skills.
  • Strategic thinking and initiative-problem solver.
  • Cultural savviness and interpersonal skills.
  • Ability to work independently and deliver work in a timely manner.
  • Strong knowledge and experience in food security analysis.

Language: Proficiency (Level C) of English. Ability to draft professional reports without the need for additional editing before publishing
