JOB PURPOSE

The Pacific is one of the world’s most disaster-affected regions, with Pacific Island Countries ranked among the most vulnerable in the world to disasters due to rising sea levels and increasing severe weather patterns caused by the effects of climate change. Of the 20 states with the highest average disaster losses scaled by GDP, eight are Pacific Island countries.

It is crucial for RAM portfolio to be operationalized into a cohesive and systematic approach. This is due to the increasing need for systems over ad- hoc approaches, evidence in policy formation, coordination, and technical partnerships to better adapt such expertise into the national contexts of PICs.

It is envisioned that the consultant will support RAM activities in the Pacific, following the strategy and work plan of the functional area, supporting the current countries monitored (5 out of 14) and traveling periodically across the region as restrictions allow.

The consultant will lead, oversee and coordinate the RAM team under the direct supervision of the Head of Programme and the Deputy Multi Country Office Director. The consultant will directly supervise and manage a team of RAM national and international officers.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide leadership to WFP’s research, assessment and monitoring direction in the Pacific, including setting strategic and technical requirements in further developing a food security monitoring system in support of data-driven decision-making with a focus on country capacity strengthening.
  • Lead a team of national and international staff to develop, update, and oversee analysis and operational plans to ensure knowledge products meet requirements with a focus on localisation of key technical capacities and institutions.
  • Work together with existing and new regional and global partners to integrate hazard and/or climate analysis into vulnerability analysis and mapping, ensuring plans focus on risk-informed approaches to inform host government decision-making and WFP Pacific advocacy, policy and programmes.
  • Be responsible for portfolio-based budgeting and project management related to RAM, including budget plans, scenario-based planning, cash flows, and contract management.
  • Provide technical advice and support WFP and its partners on matters pertaining to food security and nutrition strategies, policies, programmes, and facilitate the timely and productive use of related outputs in a manner that complies with WFP standards and processes and considers gender and inclusion.
  • Contribute to the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.
  • Manage and/or conduct food security, nutrition, markets and resilience analysis and prepare timely reports on food assessment needs in line with wider WFP policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.
  • Keep up to date with and advise on food assistance developments and issues and the potential impact upon WFP activities to enable timely and appropriate programme evolution and intervention.
  • Contribute to the development of programme activities, providing technical analysis, interpretation and recommendations to facilitate the capacity strengthening of national governments, systems and institutions to meet food security needs in a way that is inclusive and promotes gender equality.
  • Provide coaching and guidance to a team of national and international staff as required to ensure appropriate development and enable high performance and programme quality.
  • Support the monitoring and evaluation of WFP activities, providing technical analysis, interpretation and information as required to support the assessment of activity impact, inclusiveness and accountability.
  • Represent WFP during meetings with partners to contribute to technical discussions, exchange of knowledge and experience, and seek for appropriate interventions (based on an evidence base), and areas for potential collaboration.
  • Build capacity of WFP staff, partners and national government to conduct analysis on food security, nutrition, markets, resilience, gender, inclusion and related topics to effectively inform policies and programmes.
  • Provide support to relevant partners that are focusing on food security and nutrition to enable sharing of experience, lessons learned and best practice.
  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

QUALIFICATIONS & EXPERIENCE REQUIRED

EDUCATION

  • Advanced University degree in Economics, Food Security, Statistics, Data Science, Monitoring and Evaluation, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.

WORK EXPERIENCE

  • At least 6 years or more of postgraduate professional experience in a relevant field of work, especially in data collection and analysis, with a background and interest in international humanitarian development.
  • Has led surveys and assessments in countries with experience in design, data collection, analysis, management and donor presentation and reporting as well as programming.
  • Has participated in design and implementation UN programmes focusing on food security, including country capacity strengthening.
  • Ability to lead a technical and diverse team, take initiative while maintaining a strong teamwork attitude.
  • Demonstrated ability to influence and build strategic relationships.
  • Desirable: an understanding of the Pacific context / ability to adapt to (with direct experience preferred).

LANGUAGE

  • Excellent command of English (oral and written)
