You have:

  • At least 5 or more years of relevant professional experience in food security analysis, programme design, data analysis management or impact evaluation.
  • Advanced University degree in Economics, Food Security, Statistics, Data Science, Geography, GIS/Remote Sensing, or other related field, or first university degree with additional years of related work experience.
  • Fluency (level C) in both English and Spanish.
  • Proficiency in MS Office (Word, Excel, Power Point) and strong command of SPSS and/or STATA.
  • Previous experience in conducting essential needs, market analysis is an asset.

ORGANIZATIONAL CONTEXT

On April 19, a Memorandum of Understanding (MoU) was signed in the city of Caracas, Venezuela between the government of the Bolivarian Republic of Venezuela and the World Food Programme (WFP) in which WFP committed to establish, among other things, an office to provide food assistance in the country. On April 27, the Executive Director approved the creation of a Representation and on April 30, WFP arrived to start operations and establish a new office in the city of Caracas and a logistics center in Maracaibo. WFP is implementing a large-scale school meals program in Venezuela that will progressively expand operations to reach 1.5 million beneficiaries by June 2023. Community participation activities are among WFP's top priorities in Venezuela to ensure that beneficiaries and their communities are actively involved in the design, implementation and monitoring of the school feeding program, and that their rights and protection are considered in all decisions made by WFP.

JOB PURPOSE

To contribute to build the VAM evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency).

The consultant will report directly to the Head of RAM.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to the development of VAM projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance. 2. Support the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes. 3. Support with essential needs assessment and analysis, such as the construction of the Minimum Expenditure Basket and market functionality index. 4. Provide technical and analytical support to inform targeting and prioritization decisions, including establishing the number of people in need and targeted, formulating targeting criteria, and evaluating the pros and cons of different targeting options in line with corporate guidance in collaboration with all relevant internal and external stakeholders. 5. Support the design of integrated targeting strategies, including general food assistance, livelihood, resilience-building, nutrition, and school-feeding programmes based on the existing best practices. 6. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries. 7. Partnership and representation: as needed represent the RAM team in coordination fora and tables. 8. Support the establishment of the food prices monitoring activities and ensure monthly data collection, analysis and reporting. 9. Provide support to relevant partners that are focusing on food security and nutrition to enable sharing of experience, lessons learned and best practice. 10. Any other related tasks as agreed with the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Economics, Food Security, Statistics, Data Science, Geography, GIS/Remote Sensing, or other related field, or first university degree with additional years of related work experience. Language: Fluency (level C) in both English and Spanish.

Ensures that assessment findings are easily translated into operational programmatic response. Strategic Operational Understanding Demonstrates strong understanding of country operations to participate in response analysis exercises to improve the cohesion between analytical findings and programmatic response. Constructs evidence base underlying technical and policy advice given to stakeholders.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least 5 or more years of relevant professional experience in food security analysis, programme design, data analysis management or impact evaluation.
  • Developed practical expertise in food security analysis and mapping by participating in multiple assessments in countries, including the design, data collection and analysis and reporting.
  • Proficiency in MS Office (Word, Excel, Power Point) and strong command of SPSS and/or STATA.
  • Previous experience in conducting essential needs, market analysis is an asset. • Previous WFP and field experience is desirable.
