In Kazakhstan, young people aged 10-24 make up almost one-fifth of the population. With education, skills, and opportunities, these young people will help transform economies and countries. UNICEF encourages the participation of young people and children and involves them in identifying problems and finding solutions in various areas, such as problems affecting children in urban settings, school safety, and youth policy. To make Kazakhstan a world leader in promoting the youth agenda, UNICEF launched volunteering programmes in 2020 in the following areas: - #PlasticFreeKazakhstan programme to promote positive environmental practices among children and to reduce the use of plastic; - Be Kind campaign to prevent bullying in schools and to promote positive parenting; creating a safe environment and combating bullying and cyberbullying. - Supporting adolescents during the COVID-19 outbreak through the online

With the support from the Government of Kazakhstan, it is planned to scale up the volunteering programme to all regions of Kazakhstan and to engage more young people as UNICEF volunteers.

Under the direct supervision of UNICEF Kazakhstan Communication Specialist, the UN Volunteer will undertake the following tasks:

Support Communication Specialist in day-to-day coordination of the UNICEF Kazakhstan volunteering programme. Ensure timely and duly implementation of all activities listed in the Programme document, signed with local volunteering organization in accordance with the rules and regulations of UNICEF. Coordinate various volunteering programme components, including (1) “Silver Volunteers” project, which is aimed at medical volunteers who will be able to give lectures to the target audience on nutrition, ECD, vaccination, breastfeeding and positive parenting; (2) Reimagine education through a comprehensive mentorship in support of children with their homework, especially from rural areas, using a peer-to-peer approach; (3) Capacity building of school children and adolescents on digital literacy, cyber safety, peace and stability through volunteering networks; (4) Engaging children and young volunteers in emergency preparedness and response, disaster risk reduction (DRR) and climate change adaptation. Ensure coordination with the partner organizations, local authorities and the ministries to ensure all the necessary supporting documents for project implementation. Ensure accurate and timely submission of quarterly and annual activity progress reports, financial reports and FACE forms to UNICEF. Coordinate assessments to evaluate the impact of the volunteering programme. Work on volunteering programme promotion by preparing inputs to press releases, human interest stories and other public information products. - Any other tasks deemed necessary to achieve the project objectives according to the request of UNICEF. - Ensuring daily communication with Outcomes leads (subject-matter experts) and participate to the Communication/SBC team weekly meetings. - Lead the process and take all required technical and administrative follow up actions, both internally and externally, for continuing implementation of the PCA with the NGO selected for the Volunteers Programme; - Support Social and Behaviour Change Officer in day-to-day coordination of SBC interventions on community engagement, including national volunteers on raising awareness of parents/ caregivers on early childhood development (ECD) with the focus on monitoring the developmental delays, on engagement of adolescents, youth and their families into communication campaigns on girls’ empowerment and ending violence against children, including gender-based violence.

Results/Expected Outputs  Efficient, timely, responsive, and high-quality support in UNICEF Kazakhstan volunteering programme implementation;  Updates on the volunteering programme regularly provided to the programme team, in- cluding the Global Volunteering Office;  All activities listed in the Programme document, signed with local volunteering organization, are duly and timely administered and implemented in close cooperation with Programme Officers responsible for each result included into the Programme Document. The partnership budget is closely monitored, and updates are provided to relevant col- leagues. The necessary inputs on the UNICEF Kazakhstan volunteering programme achievements are given for the respective donor reports. Timely submission of all necessary narrative and financial reports and their quality check in accordance with the rules and regulations of UNICEF are ensured through collaboration with the selected local volunteering organization;  The development of capacity through coaching, mentoring and formal on-the-job training, when working with staff or (non-) governmental counterparts, including Implementing Partners (IPs);  Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment;  Efficient, timely, responsive, and high-quality support in SBC and community engagement interventions for the selected thematic areas.

Experience Description:  Proven ability to coordinate and manage complex project work, with focus on education, youth engagement, social and behaviour change,  Knowledge of social and behavior change (SBC) methods and approaches including behavioral science, human centered design, communication,  Experience in building partnerships with various stakeholders, including NGOs, local authorities and private sector partners,  Experience in report writing, monitoring and evaluation of projects;  Previous experience working with the UN funded projects desirable;  Fluency in English and Russian, strong command of Kazakh will be an asset;  Good communication and public speaking skills

Nur-Sultan is the capital of the Republic of Kazakhstan and located in the centre of the country in the dry steppe zone. Its population is more than 800 thousand. The city consists of three districts: Almaty, Saryarka and Yessil. The city’s economy is based on trade, industrial production, transport, communication and construction. Nur-Sultan accommodates numerous business centres, theatres, museums, art galleries, exhibition halls and entertainment complexes (movie theatres, nightclubs, parks, restaurants, cafes etc.).

As of July 2022, the amount of the Monthly Living Allowance received by the National UN Volunteer Specialists in Nur-Sultan is approx. KZT 323,590/month. Other benefits include: Entry lump sum of USD 400 (a one-time contribution towards expenses incurred before and initially upon commencement of service); Comprehensive coverage for health, life and malicious acts for the UN Volunteer and health insurance coverage for up to 3 eligible dependents; Access to UNV's learning and career development resources; Annual leave: 2.5 days per month; Exit allowance (paid on successful completion of the assignment).
