You have:

  • University degree in BA, Management, Supply Chain, Logistics or any related field or bachelor’s degree with five (5) years of Medical procurement experience.
  • High School diploma with seven (7) years of relevant experience.
  • Experience in UN system or multi-national organization will be an advantage.
  • Specialized trainings on procurement and/or logistics (e.g., CIPS or equivalent), an advantage.
  • Practical application of Enterprise Resource Planning systems.
  • Computer literacy including proficiency in MS Office and other applications.
  • Excellent organizational skills with the ability to manage multiple tasks simultaneously under time constraints.
  • Strong client orientation, negotiations, and communication skills

Contract

This is a G-7 contract. This kind of contract is known as General Service and related categories. It is normally only for nationals. It usually requires 7 years of experience, depending on education. More about G-7 contracts.

Under the direct supervision of the Head, MSCU, the successful candidate will act as category management and emergency response team lead and provide procurement support to Missions worldwide, responsible and accountable for the effective implementation of supply chain systems and functions within their area of responsibility.

Qualifications

EDUCATION

  • University degree in BA, Management, Supply Chain, Logistics or any related field or bachelor’s degree with five (5) years of medical procurement experience, or
  • High School diploma with seven (7) years of relevant medical procurement experience

EXPERIENCE

  • Proven experience in medical procurement required.
  • Experience in UN system or multi-national organization will be an advantage.
  • Specialized trainings on procurement and/or logistics (e.g., CIPS or equivalent), an advantage.

SKILLS

  • Practical application of Enterprise Resource Planning systems.
  • Flexibility and availability for emergency operations’ support Computer literacy including proficiency in MS Office and other applications such as Visio, etc. Excellent organizational skills with the ability to manage multiple tasks simultaneously under time constraints.
  • Strong client orientation, negotiations, and communication skills

Responsibilities

  1. Provide guidance on medical procurement to Missions and Offices worldwide, both regular and emergency related.
  2. Coordinate with MHD to ensure that the Medical products specifications and quality assurance requirements, including regulatory approvals (if required) are cleared by the dedicated MHD subject matter experts and that the project has capacity or has engaged consultants to help evaluate bids which will be received in response to the procurement exercise.
  3. Maintain and enforce medical procurement guidelines in cooperation with the MHD HQ and other counterparts to standardize, streamline and facilitate procurement of medical supplies and equipment for MHD operations worldwide.
  4. Participate in the establishment of global and regional Long Term Agreements (LTA) in coordination with relevant stakeholders and monitor adherence to contractual agreements, recommend amendments and extensions of contracts, and advise concerned parties on contractual rights and obligations.
  5. Conduct procurement and coordinate logistics of goods and services as per the assigned tasks while maintaining relevant internal databases and files; keep track of any contractual agreements and inform affected users of contractual rights and obligations.
  6. In coordination with the Procurement Team Lead and MSCU Head, liaise with UN and humanitarian agencies on collaborative tenders and joint activities including but not limited to warehousing or assisting in requirement for storage of medical supplies.
  7. In coordination with the Migration Health Division Quality Control and Assurance Officers, contribute in the development of Quality Control Mechanisms for medical procurement in IOM.
  8. Identify global vendors, build and manage a list with their qualifications and compliance to business needs through market research, participation on exhibits and collaboration with UN and other humanitarian agencies, and participate in their evaluation.
  9. Assist Procurement Team Lead and MSCU Head in building, maintaining and enhancing solid relationships with Strategic Global Vendors and Internal Stakeholders. Perform periodic vendor performance review meetings in line with procurement policies.
  10. Support missions in ensuring their processes comply with IOM guidelines on procurement of Medical Items.
  11. Undergo duty travel (TDY) for field mission’s procurement assistance, if required.
  12. If necessary, assist the Procurement Team Lead, in preparing relevant procurement reports, presentations and statistics analysis, as well as planning and in conducting medical procurement trainings to missions.
  13. Assist in planning and managing professional enhancement training programs for the procurement support team.
  14. In close collaboration with Migration health informatics (MHI), analyze supply chain data to identify inefficiencies and recommend corrective actions.
  15. Coordinate with legal and finance team, where necessary.
  16. Perform other related duties as required.
