How can you make a difference?

Background:

The National Development Plan III is implemented by Government of Uganda (2021-2025). Within the NDP III community level health promotion and prevention programs are national priorities for the health sector with the universal health coverage (UHC) goal aligned to Government of Uganda’s (GOU) Vision 2040. Strengthening the delivery of interventions for mothers and children at the community level is integral to PHC which lies on the continuum to achieve UHC. GOU has initiated a Parish Development Model which aims at decentralizing planning and decision making for improving the overall wellbeing of the community. This provides an opportunity to empower community to make informed choices and take action and also demand services. On January 27th and 28th 2022, Uganda’s MOH will convene key stakeholders to review progress of a community-based approach to primary health care. It is proposed to hire a consultant with recognized experience in visual notetaking and animation to support MOH during this two-day engagement supported by UNICEF Uganda. UNICEF — the United Nations Children’s Fund, is a UN agency that aims at supporting every child to realize their potential in life. UNICEF covers over 190 countries and territories across the world. UNICEF is part of Uganda’s UN Sustainable Development Cooperation Framework 2021-2025, with a strategic priority aimed at human wellbeing and resilience. UNICEF Uganda plays a key role in supporting GOU to strengthen health systems with a focus on community health systems.

Purpose of assignment and scope:

The objective of the consultancy is to produce visual notetaking content with animation from the two-day meeting on PHC that will be led by MOH in January 2022. Documented content should be summarized by each days’ plenary and breakout sessions. The Consultant will support the MOH and Child Survival and Development (CSD) team to capture key concepts and outputs from this two-day meeting. Supervision and oversight will be provided by the Chief, CSD.

KEY TASKS:

The consultant will undertake the following;

  • Review meeting concept note and meet with Chief, CSD and selected team members
  • Attend 2-day PHC meeting (January 27th & 28th 2022).
  • Present content post-meeting with suggested team from #1 and incorporate suggestions.
  • Present UNICEF reviewed visual content and animations to MOH team led by Director, Public Health and incorporate suggestions.

Education

Advanced university degree in creative arts, architecture or related field

Work Experience

  • Minimum of 5 years of relevant professional work experience at national and international level in visual notetaking
  • Extensive experience producing timely and high-quality animation with local Uganda influence
  • Experience working in Uganda is a significant advantage

Language requirement: Fluency in English required

Key Competencies

  • Excellent animation and visual development skills
  • Computer literacy
  • Knowledge of the Uganda context is preferred
  • Understanding of local institutional, policy and legal frameworks is preferred
  • Ensured adherence to MOH guidelines and SOPs related to COVID-19 prevention and control

Application Procedure/Call for Proposals

Interested candidates are required to submit a technical proposal on how they intend to approach the work. The proposal should include a timeline, and methodology, based on the Terms of Reference. The proposal must also include detailed CV of the consultant, as well as a financial proposal, clearly indicating daily rate for professional fees. The financial proposal must be all-inclusive of all costs (consultancy fees and where applicable air fares, airport transfers, daily living expenses). This is an international level consultancy and competitive market rates should apply.

Evaluation of Candidate:

The consultant will be competitively selected from a list of applicants based on their past experience of doing similar work (extensive experience in writing donor reports, in compiling and editing annual reports for various UNICEF offices).
