Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads a coordination on the United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.

UN Women Nepal organises various activities to advance gender equality and women’s empowerment in Nepal. Photography and videography are some of the means to capture the achievements and lessons learned of these events to communicate to wider audiences and for future references. In this context, UN Women Nepal Country Office seeks to create a roster of experienced professional photographers and videographers (maximum four) who shall be employed to deliver series of photos and record videos on UN Women organised or collaborated events, field trips, visits, campaigns, human-interest stories, interviews, photo essays etc.

Duties and Responsibilities

The selected consultant (Videographer & Photographer) shall be responsible for video recording services and photography services to the UN Women Nepal Country Office.

The Videographer & Photographer shall provide the following goods / services:

Key Duties and Responsibilities – Videographer:

  • Record and produce HD videos (A and B-roll) in English and Nepali languages to document events, activities and interview key, staff/partners/beneficiaries per request of UN Women to ensure capturing of UN Women’s activities in video format;
  • Provide different visual perspectives (close-up, medium range, long distance videos, video graphics, multi exposure, etc.);
  • Provide rough edit selections of best footages, with complete caption information;
  • Export and deliver audio track of videos as per request of UN Women;
  • Edit videos and graphic animations, as per inputs provided by UN Women Communication Focal Person;
  • Export final version of a video in formats optimized for HD web distribution and TV broadcast and deliver to UN Women;
  • Final approved videos shall be provided in raw format and optimized resolution to UN Women

Quality Standards of Video:

  • Ensure videos and videography materials meet the technical standards (properly filmed, processed and edited, etc.);
  • Produce videos in a high-quality broadcasting and web publishing format;
  • Ensure all video content complies with UN Women’s Video Branding and Style Guidance;
  • Embed sub-titles in English, Nepali or other local language in the video as per the need;
  • Record and edit narration / voice over where needed as per guidance from UN Women Communications Focal Person;
  • Ensure full informed consent of all participants who are part of the video sharing a signed copy of release form as needed and in cases where children under the age of 18 are part of the video, share a signed copy of guardian consent form;

Key Duties and Responsibilities – Photographer

  • Take high-resolution photographs with a minimum of 4000 pixels on the long side, with media data embedded in all;
  • Select best photographs related to each task (no less than 30) in consultation with UN Women Officials;
  • Include caption for each photograph detailing facts such as who is in the photograph with their full names and titles as needed, where the photo was taken with location details – city/town/village/district, when the photo was taken with date, a description of what is happening in the photo and photo credit with photographer’s name.
  • All photographs shall be provided in raw format and optimised resolution to UN Women

Quality Standards of Photographs:

  • Photographs must be provided in high quality suitable for printing, processing or publishing on web;
  • Ensure full informed consent of any person part of the photo and share a signed copy of release form as needed;
  • In cases where children under the age of 18 are part of the photograph, share a signed copy of guardian consent form;
  • Ensure dignified representation of participants in the photographs following UN Women Nepal’s ethical guidelines and portray them in empowered, simple, optimistic and bold manner. In addition, protect confidentiality of participants where required;

Credits and Copyrights for Videography and Photography:

  • UN Women has non-exclusive world rights in perpetuity
  • Videos and photos will be credited as follows: UN Women/name of the videographer or photographer
  • Provide Consultant’s credit in the metadata using the following credit format: “Photo: UN Women/ Photographer First Name Last Name”
  • UN Women shall credit the Consultant in the use of the Deliverables using the credit format “UN Women/Consultant’s Name” (as provided in the embedded metadata) and require this credit as a Term of Use when providing photos to media and partners.
  • UN Women should be permitted to use videos and photos in all countries without a time limit
  • Before the Videographer or Photographer uploads any videos or photos to an online video database (YouTube, Flickr), they should contact UN Women to obtain consent
  • UN Women can provide the video footages or photos to other UN organizations or the media at no cost, as is the practice

Warranties, Consent and Intellectual Property

  1. The Consultant represents and warrants that the consultant has not, and undertakes that the consultant shall not, infringe any third-party intellectual property rights in performing any activities pursuant to the Contract. The Consultant represents and warrants that that the consultant shall perform the activities pursuant to the UN Women Video Policy, Photo Policy and Guidelines including obtaining written consent when required, including from survivors of violence and from the legal guardian/s of children under 18 years of age.[1]
  2. The Consultant shall indemnify, hold and save harmless, and defend, at its own expense, UN Women, its officials, employees, consultants, agents or other representatives from and against all suits, claims, demands, and liability of any nature or kind, including their costs and expenses arising out the Consultant’s violations of the representations and warranties above.
  3. The indemnity set forth, above, shall not apply to:
  4. A claim of infringement resulting from the Consultant’s compliance with specific written instructions by UN Women directing a change in the specifications for the Deliverables or directing a manner of performance of the Contract not normally used by the Consultant; or
  5. A claim of infringement resulting from additions to or changes in any Deliverables furnished under the Contract if UN Women or another party acting under the direction of UN Women made the changes.
  6. UN Women shall advise the Consultant about any such suits, proceedings, claims, demands, losses or liability within a reasonable period of time after having received actual notice thereof. The Consultant shall have sole control of the defense of any such suit, proceeding, claim or demand and of all negotiations in connection with the settlement or compromise thereof, except with respect to the assertion or defense of the privileges and immunities of UN Women or any matter relating thereto, for which only UN Women itself is authorized to assert and maintain. UN Women shall have the right, at its own expense, to be represented in any such suit, proceeding, claim or demand by independent counsel of its own choosing.
  7. In the event the use by UN Women of any Deliverables provided to UN Women by the Consultant, in whole or in part, in any suit or proceeding, is for any reason enjoined, temporarily or permanently, or is found to infringe any patent, copyright, trademark or other intellectual property right, or in the event of a settlement, is enjoined, limited or otherwise interfered with, then the Consultant, at its sole cost and expense, shall, promptly, either:

a. procure for UN Women the unrestricted right to continue using such Deliverables provided to UN Women;

b. replace or modify the Deliverables provided to UN Women, or part thereof, with the equivalent or better product, or part thereof, that is non-infringing; or,

c. refund to UN Women the full price paid by UN Women for the right to have or use such Deliverables, or part thereof. UN Women confirms that the whole of the copyright present, future or contingent whatsoever and all other right, title and interest in and to the Deliverables shall be vested in the Consultant throughout the world in accordance with all applicable copyright laws. The Consultant further acknowledges and agrees that UN Women shall have the unconditional non-exclusive and perpetual right to make use of the Deliverables including but not limited to the entire take of all photographs from the Assignment in such manner as UN Women shall in its sole discretion think fit including without limitation the right to include the Deliverables on its own website and/or in any other public relations materials used to promote UN Women. UN Women may re-edit the Deliverables or any part thereof as convenient for its own exploitation of the Deliverables in any medium. UN Women may provide the Deliverables to other UN agencies and the media at no cost and may apply a Creative Commons Attribution-NonCommercial-NoDeriv 2.0 Generic license to the Deliverables.

The provisions of this section 9 of the Terms of Reference shall supersede any inconsistent terms in the Contract for Consultant including the Conditions of Service for Consultants.

  1. Responsibilities of UN Women and the Consultant

  2. UN Women shall provide:

    1. Programme information and editorial guidance to the Consultant to enable them to understand the Deliverables required and generate captions to embed in the photographs;
    2. A UN Women staff member to accompany the Consultant to the selected project site and assistance with caption information collection when required;
    3. Photo release forms for use when covering stories of Survivors of violence;
    4. The UN Women Photo Policy and Guidelines
  3. The Consultant shall:
    1. Provide all photographic, videographic and computer equipment necessary for the Assignment.
    2. Abide by the UN Women Video Policy, Photo Policy and Guidelines.

Note: Assignment can take place at various locations countrywide, which will be noted in request for services. In case assignment requires a field trip to be undertaken, the consultant (Videographer & Photographer) will be reimbursed standard UN DSA rates and air tickets will be managed by UN Women via the most economical route. In case local vehicles need to be hired for transportation purpose, the Videographer & Photographer shall submit the receipts of the vehicle hire for reimbursement.

Required Skills and Experience

  • At least three years working experience in videography and photography with a record of providing high-quality, creative videos for clients,
  • Familiarity with development and humanitarian programmes/issues
  • High level of creativity and initiative,
  • Have own or be able to manage camera and other videography equipment,
  • Experience of producing videos and photos for international organizations is an asset.
  • Ability to communicate in English and Nepali. Knowledge of any local language will be an asset.

Professional service fees:

Interested applicants are requested to submit their all-inclusive professional service fees the product in their financial proposals. Professional service fees shall include professional service charges, other production costs including use of equipment/facilities and communication charges.

  1. Evaluation Process:

A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated. If required, an interview will be conducted before making the final decision on selection of the consultant.

Technical evaluation criteria (including minimum qualifications):

  • Experiences (Max 20 points);
  • Working experience in photography / video production with a record of providing high-quality, creative, videos for clients, especially for international organizations (Max 20 points);
  • Demonstrated skills and expertise in photography / production of videos (on the basis of reference materials submitted) (Max 20 points)
  • Familiarity with development and women's issues (Max 15 points)
  • Women applicants belonging to gender minorities, women applicants with disability, women applicants from ethnic, indigenous, and marginalized communities as well as women applicants residing in rural areas of Nepal. (Max 25 points);

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidate.

Financial/Price Proposal evaluation:

The financial proposal of candidates who meet the technical assessment threshold will be evaluated. The financial assessment will count as 30% of the total points. In this methodology, the maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

Note:
